Duties and responsibilities:
Under the supervision the Chief, Policy Planning and Operations Section, to:
- Perform in close cooperation with other On Site Inspection (OSI) Sections the following duties:
- Propose and write procedures implementing the Inspection Team Functionality (ITF) concept of the OSI Inspection Team operations;
- Integrate and refine the data-flow system comprised of the Integrated Information Management System and the Field Information Management System (GIS) and the supporting information management systems with the ITF concept and other OSI technologies and functions;
- Draft documents proposing and then achieving the most efficient configurations of the OSI inspection team information technologies to meet the inspection team's analysis and information management requirements while minimizing the equipment footprints for both space and power;
- Review procedural documents relevant to OSI;
- Be designated as expert coordination point regarding operations.
- Participate in the design and execution of field and tabletop exercises to test OSI operation concepts;
- Contribute to implementation and the evaluation of the effectiveness of the planning, coordination and conduct of an exercise;
- Review the OSI documentation based on the outcome of the exercise to ensure that they continue to meet needs and proposing changes as necessary;
- Participate in post-exercise reviews and follow up activities.
- Contribute text proposal for the OSI Operational Manual, subsidiary documents, handbooks, internal PTS regulations and directives;
- Prepare to participate as a lecturer in OSI division training activities;
- Participate in eventual CTBTO OSIs, or if necessary, in OSI exercises, including performing OSI duties (preferably related to operations) in remote areas, for lengthy periods, and on short notice;
- Perform other duties as assigned.
Qualifications:
- Advanced university degree in Engineering Science or a related field;
- At least seven years relevant working experience in verification or inspection programmes related to arms control or disarmament preferably part of which should have been in an operational (preferably as part of escort and inspection teams) and/or international environment;
- Working knowledge of Geographic Information System or relational databases an asset;
- Ability to work in a multicultural environment;
- Excellent written and oral communication skills in English are essential. Working knowledge of one of the other official languages of the CTBTO Preparatory Commission is an asset.

Remuneration/Contract:
CTBTO offers an attractive remuneration package with competitive pay and benefits. The level of pay for internationally recruited staff is set within scales comparable to United Nations salaries. The indicative annual net base for this particular post includes a starting tax free salary of US$ 67,483 (single rate) and US$ 72,467 (dependency rate), plus a variable Post Adjustment which stands at 63,70% for Vienna, Austria (at the time of publication). The post adjustment is reviewed from time in line with the provisions that apply to staff in other comparable International Organizations.
Additional benefits attached to the post include, where applicable, dependency allowance, education grant, rental subsidy, six weeks annual leave and home leave travel every two years. The salary offered is subject to deductions of contributions to the CTBTO Provident Fund and Health Insurance Scheme.Initial contract for a fixed term of three years.More Info and Application
