Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP implements legislative mandates of the United Nations Environment Assembly and the United Nations General Assembly, ensuring coherent delivery of its programme of work. Its mandate is to, among others, coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of the governments and the international community for action. This position is located in the UNEP New York Office (UNEP-NYO) at UN Headquarters and operates within the overall guidance and supervision of the UNEP Executive Office at Headquarters in Nairobi, Kenya. Under the direct supervision of the Deputy Director of the UNEP New York Office, the incumbent will be responsible for the following:
Responsibilities
Carrying out UN inter-agency functions to promote effective cooperation and coordination in the field of environment in order to increase UNEP's visibility and delivery of its programme of work as part of the UN system. Undertaking substantive preparations for, and supporting the UNEP Executive Director's participation in meetings of the UN System's Chief Executives Board for Coordination (CEB), and its High Level Committee on Programmes (HLCP), and related inter-agency mechanisms, including the Executive Committee for Economic and Social Affairs (EC-ESA Plus). Providing analytical reports on the substantive outcomes of the meetings of CEB, HLCP, EC-ESA Plus, and related mechanisms and thematic working groups. Participating as relevant in other inter-agency bodies, meetings and briefings on specific issue areas such as: Rio +20 follow-up, Post-2015 agenda, climate change, biodiversity, water, millennium development goals, small island developing states, indigenous issues, human health, population and gender. Contributing to the development of strategic partnerships with UN system organizations, and promoting the implementation of substantive policy and project proposals, in consultation with the relevant UNEP divisions and sub-programme coordinators. Establishing, maintaining and strengthening effective working relationships with environmental focal points/counterparts in the UN-system, and senior officers and technical staff in relevant Secretariat units and in UN funds, programmes and specialized agencies. Fostering and consolidating relationships with strategic major group constituencies, government agencies, NGOs and academic institutions active in the field of children's environmental health. Contributing to the fulfillment of substantive programme outreach and information functions of the Office.

Planning and Organizing: Has a track record in developing clear goals that are consistent with inter-agency and inter-governmental processes related to environmental sustainability; Is able to meet both internal and external deadlines by allocating appropriate amount of time and resources to complete work; Monitors and adjusts plans and actions as necessary; and Uses time efficiently.
Communication: Excellent verbal communication skills together with the ability to defend and explain difficult issues with respect to key policies, decisions and positions in inter-agency meetings; Has excellent skills to write clearly and effectively; Is able to listen to others, correctly interprets messages from others and responds appropriately; Is able to tailor language, tone, style and format to match the audience; Can demonstrate openness in sharing information and keeping people informed.
Teamwork: Has a track record in working collaboratively with colleagues to achieve organizational goals; Is able to solicit input by genuinely valuing others' ideas and expertise, and is willing to learn from others; Is able to place team agenda before personal agenda; Is able to support and act in accordance with final group decision, even when such decisions may not entirely reflect own position; Shares credit for team accomplishments and accepts joint responsibility for team shortcomings.
Education
Advanced university degree (Master's degree or equivalent) in international relations, environmental policy/science, economics, or social sciences or related disciplines. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in environmental affairs of which four years should be at international level including relevant experience in UN environmental policy and inter-angency settings. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. A good working knowledge of French is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
