Operation Coordinator

Job- Title: Operation Coordinator
Number of position: 1
Location: Yangon
Report to: Senior Country Programs Coordinator
Duration: 6 months (3 months provision period with possibility of extensiondepends on performance and fund availability)
General Description of Role
This is key coordination and supervisory position for RI's operations section. Under the guidance of Senior Country Director, the Operation Coordinator will manage key aspect of RI operations. Mainpriorities are to ensure that smooth day-to-day coordination and implementation between logistics,finance and program in Yangon and all field offices in compliance with RI policies and procedures.
Main Responsibilities
Serve as counterpart with Program Manager to trouble shoot logistics and purchasing problems and findsolutions at both Yangon and Field levels.Manage logistics staff and train where needed to improve procurement process and reporting oflogistics.
For example:
  • Supervise staff process and ensure they are efficient, ensure staff follow up and report in timelymanner (schedules, goods request, transportation, input receipts and delivery, stock controls,use of vehicles, assets, equipment etc.)
  • Ensure staffs meet policies of donors and using creativity to be cost-effective.
  • Maintain and/ or improve logistics communication and reporting system in accordance with RIpolicies and standards.
  • Ensure the logistics team is adequately trained in compliance with RI logistics procedure.
  • Train program staff on logistics processes.
  • Ensure quality assurance through random and regularly scheduled monitoring / auditing of operations at both field and Yangon levels (with priority on procurement and warehousesystems).
  • Support Operations Coordination to liaise with HQ inquires where it pertains to logistics/purchasing issues.
  • Supervise the compilation and submission of required HQ or donor reports in timely manner(i.e. in-kind reports, preferred vendor lists, monthly procurement reports, etc.)
  • Spearheading the drafting/ reviewing of supplier bids and contractual documents with program,finance and suppliers (e.g. Supply Requisitions/ Terms of Reference/ Terms of Specifications/Technical Bid documents)
General Options-specific tasks:
  • Coordinate with HR and other operations staff to handle recruitment as they related tooperations, especially logistics and field Admin Staff.
  • Identify and manage training needs for logistics and other operations staff.
  • Establish andsupervise RI's security and safety system with regular inspections.
  • Ensure staff handle property management and maintenance issues for healthy and professionalenvironment (office, staff house and field office), creating tools and controls where needed.
  • Regularly brief RI's Senior Team of challenges, solutions, needs and present status reports atstaff meetings ( on logistics and operations issues in general).
Required Qualification and Experience
  • Bachelor Degree Required (advance degree in MPA, M. Dev. with certificates in Logistics, supply,and chain management is preferable).
  • Management Skills are mandatory (Minimum 5 years experience).
  • Excellent knowledge and experience in logistics, procurement, stock management andexperience with finance's related role.
  • Excellent analytical and organizational skills, ability to think critically and creatively.
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect forcolleagues.
  • Must be capable of working both individually and as part of a team.Ability to work effectively in a fast-paced, stressful environment.
  • Must be flexible, willing toperform other duties and work irregular hours.
  • Excellent communication skills, both written and spoken, in both Myanmar and English(Excellent report writing skills in English in preferable).
  • Proficient in MS Word, Power point, Excel and internet usage.Ability to be pro-active and highly accountable for this job.
  • Define the scope and parameter of work for each RI employee completed by supervisors orCountry Director, when hiring new employees or making significant changes in the jobresponsibilities of current Relief International staff.
