IORGANIZATIONAL CONTEXT AND SCOPE
Under the direct supervision of the Programme Manager and the overall supervision of the Chief of Mission, the National Project Officer: Labour Migration will carry out the following duties and responsibilities in support of implementation of IOM programmes and development of new activities.
RESPONSIBILITIES AND ACCOUNTABILITIES
1. Support as well as directly implement key activities in IOM work plans related to programming in the area of labour migration and migrant protection;
2. Make continuous high-quality technical inputs into IOM programming on labour migration, including development of briefing documents and presentations, inputs into technical content of field/operational activities, content for awareness-raising materials, and development of research activities, among other tasks requiring technical inputs;
3. Support the Programme Manager and the National Liaison and Programme Officer to roll-out a comprehensive capacity-building programme for the Ministry of Labour, Employment and Social Security (MOLES), with a focus on trainings for MOLES and other government officials at union, region/state and township levels, technical assistance in the area of legislation, policy and procedures/regulations, and design and implementation of research and assessments;
4. Assist in the development of work plans for the implementation of IOM's labour migration activities, and support the close monitoring and evaluation of IOM projects in the area of labour migration;
5. Participate in national-level inter-agency and government-led coordination mechanisms and meetings related to labour migration and migrant protection;
6. Act as a trainer in support of IOM's capacity-building activities on labour migration, migrant protection and migration management at national, Region/State and local levels, develop content for capacity-building initiatives, and assist in evaluating capacity-building activities;
7. Engage with Myanmar civil society organisations the private sector and work to establish fruitful technical and operational collaborations with local organisations and businesses in support of IOM's labour migration and migrant protection activities;
8. Undertake regular duty travel within Myanmar, as may be required for project implementation purposes; and, 9. And other duties/tasks that may be required.

EDUCATION AND EXPERIENCE
- Myanmar national with advanced or masters university degree in social science, business or project management or a related field.
- Minimum of 5 years work experience in UN and/or NGOs in a project management position, with experience in migration- or labour-related issues highly desirable.
- At least 2 years of concrete experience in managing/implementing migration-related projects.
LANGUAGES
Required
- Good in written and spoken English and Myanmar.
Advantageous
- Local knowledge and local language in project areas would be an advantage.
