Background
The Anti-Trafficking and Gender Programme of the Mission (ATG Programme) contributes to the implementation of the OSCE Mission to Moldova's mandate to 'provide advice and expertise on human and minority rights [and] democratic transformation'. It further contributes to implementation in Moldova of the OSCE Action Plan to Combat Trafficking in Human Beings, the OSCE Action Plan for the Promotion of Gender Equality, and other OSCE and international documents on combating trafficking in human beings and promoting gender equality and anti-discrimination.
Tasks and Responsibilities
The incumbent is assigned to the Anti-Trafficking and Gender Programme and functions as National Anti-Trafficking and Gender Advisor, under the direct supervision of the Programme Manager of ATG Programme. Specifically, the incumbent will provide advice and perform the following duties:
- Design and draft project proposals and budgets related to trafficking in human beings, gender equality, domestic violence, migration, anti-discrimination and related human rights matters. Monitor and evaluate projects by reviewing and making recommendations on narrative and financial reports on the implementation of projects;
- Monitor domestic legislation and policy developments, trends and specific cases related to anti-trafficking, gender and anti-discrimination issues. Prepare briefing notes, reports and articles on issues and activities related to projects on human trafficking, gender equality, domestic violence, migration, anti-discrimination and related human rights matters; public presentations on the same topics;
- Support the organization of co-ordination activities by participating in sessions of relevant governmental structures, preparing briefing notes and reports on the same, participating in technical coordination meetings, finalizing minutes of meetings, interfacing with local partners, including representatives of state bodies, local and international NGOs, and the diplomatic community;
- Serve as alternate Gender Focal Point and Anti-Trafficking Focal Point for the Mission;
- Performs other duties as required.
Necessary Qualifications
- University-level degree in social sciences, law, or a related field. Higher education or vocational training in human rights, gender issues/women's rights an asset.
- Minimum two years professional work experience including experience in social work or human rights, either nationally or internationally, with special focus on trafficking in human beings, gender studies, or children's rights
- Computer literate with practical experience MS Office suite (Word, Excel, Email, PowerPoint)
- Excellent written and oral skills in English, Romanian and Russian Languages;
- Ability to work with people of different nationalities, religions, languages, and cultural backgrounds.
- Holding a valid driving license.
- Citizen of the Republic of Moldova
Remuneration Package
Monthly remuneration, subject to social benefits, is EUR 1182.83. OSCE salaries are exempt from taxation in Moldova. Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
