Background
Within the framework of its 'Developing Election Training Capacity and Enhancing Voter Awareness' Project, the OSCE Project Co-ordinator in Ukraine (PCU) provides the Central Election Commission of Ukraine (CEC) with an Online Election Commissioner Recruitment and Training System (the System), which includes a Learning Management System (LMS) that combines all relevant information on training for election commissioners and makes it usable on different levels from the CEC to a polling station election commissioner.
At present, the OSCE PCU assists the CEC in filling the System with content and creation of interactive online courses. For these purposes, the OSCE PCU is going to provide the CEC with software, which will allow creating educational courses in the form of SCORM-conformant content packages for further uploading them into the existing System and training the CEC staff and project experts on how to use the software.
Therefore, the OSCE Project Co-ordinator in Ukraine is looking for an experienced international or local IT expert to help the OSCE PCU in selecting specific software among many options available on the market for the purposes of creating SCORM-conformant content packages and after the OSCE PCU makes a purchase to train the CEC staff and project experts on how to use the selected software.
Tasks and Responsibilities
- To develop specific requirements in order to determine which software product will be the most suitable for creation of SCORM-conformant content for the existing LMS and most appropriate for operation in the CEC environment.
- To assist the OSCE PCU in searching for the software products, make a comparative analysis of available options and assist in selecting the two best available and most cost-effective options.
- To ensure that SCORM-conformant content packages created by the software will be fully supported and adequately reflected by the existing LMS (e.g. that SCORM versions/editions supported the software fully correspond to those supported by LMS, etc.).
- In cooperation with the CEC IT Department to test the preliminary selected software by installing its trial/freeware versions to the CEC computers and ensure that the selected option can be smoothly operated.
- After the software product is purchased, to conduct one 2-day training event for the OSCE PCU experts and CEC staff in Kyiv and teach them how to use the software, create interactive courses with its help and make such courses SCORM-conformant.
- To provide consultations regarding operation of the software on the ad hoc basis during the period of one month; no more than 2 working days in total.
If an expert is not based in Kyiv, he/she is expected to make 2 duty trips to Kyiv. During each of the trips the expert is expected to spend two full working days in Kyiv working on the assignment. The OSCE PCU will cover expenses associated with the trip.
Necessary Qualifications
- University degree, preferably in Information Technology, Software Development, Education Administration/Management or related fields.
- Proven experience in creating content using SCORM-conformant products is a must.
- Proven experience in using SCORM-conformant content packages in e-learning and integrating them in LMSs.
- Proven experience in introducing SCORM standards/specifications to organizations/institutions.
- Experience in conducting trainings or lecturing would be an asset.
- Experience in working with international organizations, governmental agencies and NGOs would be an asset.
- Excellent communication skills.
- Self-discipline and ability to work against very tight deadlines.
- Flexibility and ability to adjust to any unexpected changes in schedule.
- Excellent command of English or Ukrainian or Russian.
