Background
The project 'Support to public participation in municipal decision making' aims to enhance municipal efforts to involve the public in planning and monitoring of municipal policies and decision-making process. The activities planned in Leposaviæ/Leposaviq are designed to increase the capacity of the local civil society sector to improve the public participation.
As part of the project the OSCE Mission in Kosovo is organizing training on project cycle management, fundraising and public relations. During the training participants will have the opportunity to better understand project management issues as well as public relations best practices and use that knowledge while applying for funds when calls for proposal are posted in northern Kosovo.
Objective
The objective of hiring the consultant is to increase the capacity of local civic society organizations to monitor the performance of municipal bodies and influence decision-making is increased.
Tasks and Responsibilities
  • Deliver an one training on public relations and public presentation;
  • In cooperation with the OSCE officials, deliver an additional two-day training on project cycle management;
  • Guide participants in drafting a presentation of their organization's activities to be used during a meetings with the donors and the local institutions;
  • Identify training beneficiaries' needs in the area of public relations, taking into consideration types of projects mostly implemented at the local level;
  • Prepare training materials and hand-outs for the training participants;
  • Liaise with the project manager before and during the training; and
  • Perform other tasks, as required.
Necessary Qualifications
University degree or postgraduate studies in Public Relations, Communications, Journalism or other related fields;
At least 6 years of relevant professional experience;
Proven knowledge and experience in delivering trainings to representatives of the civil society sector;
Experience in conducting presentations at trainings, round tables, conferences, seminars and providing guidance, instructions on methodology and moderation of group work and case studies;
Ability to operate Windows applications, including word processing and internet;
Fluency in both English and Serbian;
Excellent communication, organizational and writing skills
Remuneration Package
Remuneration will depend on the selected consultant's qualifications and experience and will be based on the established OSCE consultancy rates applicable to locally recruited experts/consultants taking in consideration the local salary scale.
