THE ORGANIZATIONAL SETTING
ICAO is seeking an experienced Instructional Designer to work as a consultant as part of the Knowledge Management team. Theinstructional designer will be engaged in creating and deploying online courses and instructional materials to support ICAO's internaland external training needs. The instructional designer will work under moderate supervision to autonomously design, develop anddeliver interactive, user-friendly eLearning modules. There is a current mandate to develop several fully interactivee-courses for various Bureaus within the fourth quarter of 2013. ICAO has successfully completed and implemented an eLearningplatform based on SharePoint and SCORM. The candidate must have a good understanding of these platforms.The instructional designer will also act as a project manager for each course, to ensure timely development and accountability for allteam members. S/he will also support initiatives relating to the eLearning platform/Learning Management System and supervise thework produced by interns and other development staff.
M AJOR DUTIES AND R ESPONSIBILITIES
Leads and drives the project development process by:
- Preparing methodology documents including Project Charters, plans and schedules as well as scoping timelines.
- Collaborating with project leads and subject matter experts to define course requirements and objectives
- Conduct a full needs analysis and forecasting for all knowledge management initiatives.
Creates and manages the execution of projects by
- Creating storyboards/narration scripts and carrying out the full development cycle required within the industry such asanalysing, designing, developing, implementing and evaluating projects.
- Provide instructional design e-Learning methodologies, incorporate adult learning theory and delivery strategies
- Create iKITS, job aids, tutorials, modules, blended learning initiatives, workshops, podcasts, social media and othermaterials.
- Deliver face to face presentations for knowledge management initiatives.
- Develop eLearning courses using tools such as Adobe Captivate and Articulate Storyline. Ability to rapidly prototype isessential. Expert knowledge of Microsoft Office applications, including PowerPoint is essential.
- Create relevant knowledge assessments and final exams for each learning objective.
- Use Adobe eLearning suite tools such as Photoshop, Audition, and other tools to create professional quality interactivecourses.
- Create and integrate professional looking graphics into the course.
- Provide updates and status reports throughout the development cycle to obtain feedback.
- Uploading completed courses to the SharePoint Learning Kit LMS.
Evaluates the effectiveness of training platforms and solutions by:
- Reviewing/verifying results and success factors and proactively making recommendations for improvements wherepossible.
- Developing surveys to ensure satisfaction/learning objectives have been met.
- Scoping out the best learning solutions where technology is required.
- Researching best practices
- Providing training/support as needed
- Projects are to be achieved within cost and time constraints as described in the ICT Portfolios documents.
- The Consultant will be reporting to the iLearn team lead on all activities that have an influence on the scope and breadth ofthe projects.
Educational background
- A first level university degree with specialization in adult learning, distance learning, educational technology or related area.
- AMaster's degree in Education Technology or a related field would be an asset.
Professional experience and knowledge
- Preferably three years of experience in adult learning and instructional design principles, with proven experience in e-Learning design.
- Experience in Articulate Storyline, MS Office Suite, HTML 5, SharePoint and Adobe eLearning Suite.
- Understanding of the key models and methodologies used in the planning, development, conduct, evaluation andmanagement of classroom training, e-learning, and distance learning programmes.
- Extensive experience in the planning, development, delivery and evaluation of training courses and seminars.
Skills:
- Strong project management and organizational skills.
- Flexibility to adapt to a variety of tasks and functions and changing priorities.
- Familiarity with a broad range of technologies supplemented by in-depth knowledge in specific areas of relevance.
- Ability to quickly grasp how new technologies work and how they might be applied to achieve business goals.
- Analytical skills that enable synthesis of inputs from many sources, and allow for strategic thinking and tacticalimplementation.I
- Interpersonal skills that create openness and trust among colleagues.
Language Skills
Fluent reading, writing and speaking abilities in English is required.Knowledge of any additional official languages of the Organization(Arabic, Chinese, Russian, Spanish) is a definite asset
CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled for a period of eleven (11) months with a possibility of renewal.
