Job Purpose:
Lead and provide guidance for analyses in the identification, design, development, processing and evaluation of loan and Technical Assistance (TA) projects in ADB's regional member countries to promote economic management, and/or to ensure economic soundness and consistency with policies and strategies to further development within and among the developing member countries (DMCs) in the region. Lead and provide support for economic, analytical and thematic work applicable to a specific sector (e.g., fiscal management, transport, energy, financial, agriculture, rural development, education, and other social sectors) to build up and deliver the pipeline of projects and knowledge management products. Lead economic assessment of project feasibility, including identification, design, processing, and administration of loans, TA projects, and non-lending products and services (NLPS) to contribute to ADB’s goal of reducing poverty. Monitor, analyze, and report on macroeconomic and key sector policy developments in the assigned countries/regions as required. Assess the operational impact of macroeconomic and key sector developments.
If deployed in ADB's Resident Mission (RM), lead the development, dialogue, dissemination and evaluation of sector policies for economic growth and development in DMCs. Take the lead in annual country programming and country confirmation missions, and periodic country performance assessment exercises. Assist ADB's RMs in high-level policy discussions with host Government on macroeconomic, portfolio, and sector policy issues.

• Provide intellectual leadership in the development of economic policies and strategies to further development in the sector assigned, in the context of sustainable economic development and poverty reduction in consultation with relevant stakeholders.
• Lead and conduct policy dialogue with DMC officials and external donor agencies around governance, finance and trade sectors policy and reform.
• Provide substantive technical, analytical, and strategic inputs and analyses for country programming and contribute to the development of the Country Partnership Strategy and Updates (CPSs/CPSPUs). Conduct country performance assessment.
• Participate in interdepartmental working groups and country teams in addressing economic issues.
• Coordinate with ADB's RMs for consistency, integration of policy commitments, and knowledge sharing.
• Lead and participate in country teams and missions for economic planning and programming purposes and provide necessary inputs.
• Establish networks with governments, donor institutions, academic institutions, private sector entities, and non-government organizations (NGOs) to facilitate ADB’s operations and dialogue in the assigned economics sector.
• Advise ADB Management about the operational implications of key sector policy and macroeconomic development.

Educational Requirements:
Master's degree, or equivalent, in Economics or other related fields. University degree in Economics, combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree.
Relevant Experience And Other Requirements:

• At least 10 years of relevant professional experience related to economic sector policy and project formulation, implementation and coordination.
• Familiarity with a multilateral institution’s policies and procedures.

• Experience with donor-funded projects and with the government agencies/institutions responsible for implementing such projects.
