General presentation
Medecins Sans Frontieres is an international, medical, humanitarian organization, which has been working in Myanmar since 1992 and is currently providing healthcare in Shan, Rakhine and Kachin States and Yangon Divisions. Over 1,200 international and national staff works closely together to provide high-quality care and treatment through a network of health centers and health posts.
Main of task and responsibilities
  • To deputize for the HR Co during his/her absences, with regard to day to day communication within the mission, contact with Amsterdam HR Department and local lawyer with regard to HR policies and procedures for National Staff
  • To support the HR Coordinator (HRCO), in maintaining, monitors and development of national staff HRM policies for the Myanmar mission and identifies issues and suggest solutions
  • To support the HR Coordinator, in ensuring that the implementation of the MSF-H HRM policies and procedures in the mission, are in compliance with the national Labor Law and the MSF-OCA directions and guidelines.
  • To assist and provide support to the member of the Country Management Team (CMT) on hiring/termination formalities for employees, individual scaling and benefits according to internal regulations of the mission; preparation/closing of the contract and all relevant documents
  • To support and advise the Project Coordinators (PC's) and HRM responsible persons (based in project locations) on HRM policies and procedures in project levels
  • Directly responsible for the HR management of two project in the Myanmar mission
  • To monitor the administration status for national staff throughout the mission (contracts, termination of contracts, salary, per diems, and transportation) and provides feedback to the HR Coordinator (HRCO) if there are any irregularities or if improvements and changes are needed.
  • To ensure proper administration of national staff and Homere database;
  • To coach and train HR responsible employees, when needed in the whole mission, in order to improve proper HRM system in place.
  • Regular field visits to the project sites in the mission and on return ensures that report, feedback and advise the HR Co and members of the Country Management Team (CMT) on any HR management issues are provided.
  • To ensure that the National Staff database (Homere database) is accurate, complete and up to date in the mission and liaise with Homere responsible in Amsterdam.
  • To assist HR Co in elaborating budgets for national staff reporting throughout the year
  • To liaises with the finance department on the payroll information from the national staff database.
  • Together with the Human Resources Coordinator (HRCO) responsible for briefing and debriefing of Expats and National Staff in coordination
  • To perform other tasks on ad hoc basis when requested by HRCO.
Requirements
  • University Degree
  • Preferable previous HR experience with MSF or other INGO
  • Minimum 2 years work experience in HR and/or administration
  • Fluent English both written and spoken
  • Excellent computer skill
  • Able to work in a multi cultural team
  • Able to deal with confidentiality
  • Able to work in a strict procedural framework
  • Able to function in an environment of pressure from your own colleagues
  • Good communication skills
  • Good organisational skills
