Organizational Setting and Reporting
This position is located in the United Nations Assistance Mission for Afghanistan, Kabul. The incumbent will report to the Chief Aviation Officer.
Responsibilities
Within delegated authority, the Air Operations Officer will be appointed as Chief Mission Air Operations Center and will be responsible for the following duties:
Monitor and evaluate air operations activities, ensuring they are conducted in compliance with Air Tasking Orders (ATOs), Standard Operating Procedures, UN directives, Department of Field Support (DFS) Aviation Manual, ICAO, IATA and the host country's Aeronautical Information Publications (AIP) Determine the most advantageous air asset to be utilized in terms of cost, safety and efficiency
Review all operational and logistical mission flight requests.
Manage special mission and VIP flight requests and manifests
Review, plan and coordinate daily projected task orders and air
support requirements. - Prepare and publish mission materials, flight schedules, air task orders and issue the same to flight crews.
Develop and implement aviation standard operating procedures (SOPs) in compliance with the DFS Aviation Manual, ICAO, IATA and the host country's AIP.
Ascertain flight crews are briefed and conversant with UN policy, flight safety procedures and latest applicable aviation standard requirements. - Confirm that appropriate reference documents are readily available and accessible to all flight crew and aviation personnel. - Coordinate integrated Search and Rescue Air operations.
Coordinate weather observation, forecasting development and dissemination. - Manage daily flight operations through Flight Following.
Liaise closely with other Sections, International
Organizations/Agencies concerning aviation movement matters.
Prepare inputs, data and estimates for budget reporting and planning purposes.
Act for Chief Aviation Officer in his/her absence.
Perform other duties as required.

contracts and assistance agreements with aviation contractors, vendors, national government
representatives and others; excellent knowledge of institutional mandates, policies and
guidelines pertaining to air operations and related matters; commitment to implementing the
goal of gender equality by ensuring the equal participation and full involvement of women
and men in all aspects of peace operations

Education
Advanced university degree (Master's degree or equivalent) in Aviation Management,
Aerospace/Aeronautical Engineering, Air Transportation Management or Air Traffic Control,
or graduation from equivalent military establishment. Training as an Air Crew, or
Aeronautical Engineer, or Air Traffic Controller, or Flight Dispatcher qualification, or equal
military certification, is required. A first level university degree with a relevant combination
of education, professional training, certification in air transport, and additional two years experience in air transportation-related occupation, may be accepted in lieu of the advanced university degree.
Work Experience
At least 5 (five) years of progressively responsible experience, with at least 2 (two) years at
the international level on a position directly related to coordination of complex air
transportation operations. Experience monitoring short-term air charter operations is required.
Knowledge of UN financial rules and regulations is desirable. Experience working in a UN
organization, Peacekeeping or other field operations would be an advantage
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
