Organizational Setting and Reporting
These positions are located centrally in the Department of Management, Office of Information and Communications Technology, but are also found in other departments and offices throughout the United Nations Secretariat and missions. Incumbents typically report to a Chief Information Systems and Telecommunications Technology Officer.
Responsibilities
Within limits of delegated authority and depending on location, the Chief Telecommunications Officer may be responsible for the following duties: (These duties are generic, and may not be performed by all Chief Telecommunications Officers)
Plans and directs major communications projects of significant importance to the Mission, or major components of these complex systems that impact critical operations
Provides expert advice on the management, operation and maintenance of complex communications systems, which would include assessments for efficient use of system resources and for growth
Maintains an ongoing assessment of operational systems to identify the need for enhancement to existing systems or the acquisition of new systems
Leads the feasibility assessment, design, development and implementation, project plans, schedules, time and cost estimates, tracking and monitoring, and quality assurance for major projects; takes control of the implementation of the communications infrastructure at local and wide area levels
Develops annual communications budget and cost estimates, and ensures proper expenditure according to established financial rules
Oversees the development of technical specifications/cost proposals for the acquisition of equipment and services; coordinates the technical evaluation of offers and proposals received, and the management of the eventual contracts
Manages telecommunications assets with respect to deployment, operation and maintenance
Liaises with clients on all aspects and during all phases of development and implementation of major systems
Provides professional leadership and work direction for the Communications Unit within the mission; mentors and guides junior officers, and supervises the staff.
Develops, implements and monitors communication standards, guidelines and procedures
Develops and recommend strategies to implement global communications projects originating out of DFS/DGITT at Headquarters and the mission; addresses specific telecommunications, connectivity and related training needs of Headquarters or the missions
Coordinates the provision of emergency communications capabilities in support of staff security, including providing a focal point for inter-agency emergency field security communications liaison
Ensures proper accountability of all commercial communications expenditures and cost recovery from users
Manages the effective coordination with other UN Agencies in order to maximise possibilities of inter-agency collaboration in the field of telecommunications
Performs other related duties as required.

Professionalism: Experience at a managerial level in designing, developing, implementing, and overseeing large and complex telecommunications systems; knowledge of a wide range of telecommunication systems, and how these systems interconnect with and serve the needs of a broader information systems infrastructure in a field mission; knowledge of operations of global telecommunications services to include satellite communications and terrestrial leased line services; ability to analyze, review, and make recommendations to improve the delivery of telecommunications services. Education
Advanced University degree (Master's degree or equivalent) in Telecommunications, Information Systems, Electrical or Electronics Engineering or related field. A first level university degree with a combination of relevant academic qualifications and experience may be accepted in lieu of the advanced University degree.
Work Experience
At least five (5) years of progressively responsible professional experience in communications systems design, planning, installation of complex telecommunications networks, including experience in developing and overseeing large centralised and globally distributed enterprise-level systems, of which two (2) years should have been in the public/private sector, functioning at the management level, with sound knowledge of international ICT practices and regulations, is required. Two (2) years field experience in United Nations common system field operations, inclusive of Peacekeeping and Special Political Missions, UN Agencies, Funds and Programmes, is desirable. Experience in carrying out administrative functions of a Unit/Section, which would include preparation of budget/cost estimates, reporting on budget/programme performance, procurement of goods and services along with contract management, and the recruitment of staff, is desirable.
Languages
French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required; knowledge of another UN official language is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Successful candidates will be placed on the roster and subsequently will be invited to apply for field mission vacancies open only to roster members. Roster membership does not guarantee selection.
