Organizational Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region. The key objectives are to: (a) foster economic integration at the subregional and regional levels; (b) promote the regional implementation of the internationally agreed development goals, including the Millennium Development Goals; and (c) support regional sustainable development by helping to bridge economic, social and environmental gaps among member States and subregions.
This position is located in the Programme Planning and Monitoring Section, in the Programme Planning and Partnerships Division. The incumbent, under the direct supervision of the Senior Programme Officer and overall supervision of the Chief, Programme Planning and Partnerships Division, coordinates the planning, implementation and monitoring of ESCAP's programme of work.
Responsibilities
Within the delegated authority, the incumbent is required to perform the following functions:
1. Supports the biennial strategic and programme planning processes of the secretariat, through provision of advice and support to divisions and offices and facilitation of internal collaboration.
2. Develops and promotes programme planning and monitoring guidelines that serve as a framework for results-based management by ensuring improvement of the quality of ESCAP's programme of work, improving linkages across subprogrammes and aligning ESCAP's normative, analytical and capacity development work.
3. Develops, implements and evaluates assigned programmes/projects; monitors and analyzes programme and project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; and ensures follow-up actions.
4. Researches, analyzes and presents information gathered from diverse sources.
5. Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies.
6. Generates survey initiatives; reviews, analyzes and interprets responses; identifies problems and issues; and prepares conclusions.
7. Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, and inputs to publications.
8. Provides substantive backstopping to consultative meetings and conferences, including proposing of agenda topics, identifying participants, and preparing documents and presentations.
9. Initiates and coordinates outreach activities; conducts training workshops and seminars; and makes presentations on assigned topics and activities.
10. Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
11. Liaises with Financial Resources Management Section (FRMS) and provides support and advice related to budgetary implications of programmes and projects.
12. Performs other duties as required.

Education
Advanced university degree (Master's degree or equivalent) in business administration, management, economics, sociology or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree
Work Experience
A minimum of seven years of progressively responsible experience in project or programme planning, management, administration or related field. Qualifying years of experience are calculated following the receipt of the first level university degree recognised by the United Nations. Experience in research, evaluation and policy development required. Working experience in developing countries desirable. Basic knowledge or relevant institutional manadates, policies, guidelines desirable. Knowledge of the institutions of the UN system desirable. Experience in the following areas is highly desirable: log frame development and analysis; ability to draft well-designed programmes and/or project proposals; strong facilitation skills; and strong presentation skills.
Relevant IT skills, including familiarity with Microsoft Office and web-based applications, required.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
Assessment Method
Qualified applicants will be evaluated through a competency-based interview and/or other assessment methods.
