Summary
The Advisor for Monitoring & Evaluation and Measurement provides technical expertise and support to the monitoring and evaluation work of the Improving Treatment of the Sick Child through Measurement, Learning, and Evaluation project funded by the Bill and Melinda Gates Foundation, implemented in three focus countries: Nigeria, Burkina Faso and India. Under the supervision of the Senior Advisor, Child Health, this position provides (1) support for the development of an M&E framework and plan; (2) technical assistance to countries and grantees; (3) technical leadership in the design and implementation of special studies to address measurement challenges; (4) data analysis, reporting and manuscript preparation; (5) technical working group participation; and (6) representation. In addition, the position contributes to Department of Health and Nutrition's leadership in the development, testing, and validation of indicators of treatment of pneumonia and diarrhea.
Responsibilities
Be the lead contributor from SC providing advanced technical guidance to the design and implementation of the M&E framework for the Improving Treatment of the Sick Children program
Provide technical expertise and oversight to SC program staff and Gates grantees in focus geographies (Nigeria, Burkina Faso and India and possibly diffusion countries) to develop M&E plans and carry out research studies through long-distance and in-country consultation
Provides advanced technical leadership and oversight for research activities to improve measurement of early care-seeking, quality of care and pneumonia and diarrhea treatment
Develop detailed analysis plans and analyze data collected through research studies and routine monitoring. Prepare materials for presentation to technical audiences and suitable for publication in peer-reviewed journals.
Participate in and provide technical leadership on inter-agency technical working groups related to M&E of child health programs
Represent SC at external research and evaluation fora.
Requirements
Master's degree (public health, epidemiology, demography) or higher and at least 10 years experience in child research/program monitoring and evaluation.
Strong background in monitoring and evaluation, preferably in child health programs/research and specifically in pneumonia and diarrhea treatment interventions, implemented in developing country settings.
Strong background and experience in indicator development and validation, including experience establishing and measuring child health indicators.
Ability to develop new approaches and apply best practices
Experience with key international organizations working in child health (e.g., donors, academic institutions, UN agencies, and USAID-funded Cooperating Agencies) Strong qualitative and quantitative skills required, including but not limited to survey instrument design, testing and use, data analysis and presentation, & development and communication of results
Research skills, preferably in 'operations' research (identifying research question, protocol development, implementation, analysis and writing for publication)
Ability to work both independently and as a team member with a diversity of headquarters, field office, and partner agency staff
Excellent English writing and verbal communication skills; experienced in preparing and presenting compelling presentations and publishing in peer-reviewed journals
Functional French writing and verbal communication skills
