Summary
The Specialist, School Based Programs is the front line Save the Children (SC) staff member providing technical and management assistance to partners to ensure the effective coordination, implementation and monitoring of school based partnerships and programs such as literacy, nutrition and physical activity. Under the supervision of the Deputy Program Director and working as a team member within a State office, the Program Specialist oversees the implementation of the integrated programming at the assigned partner sites. (The number of sites will vary by location and the levels of guidance and support required by partners depending on their respective needs.) Specific responsibilities include managing relationships with assigned partner sites; lead partner planning; identify new partner sites and conduct site assessments; guiding new partners through the start-up process of the programs; providing training and technical assistance to partners to ensure high-quality programs; monitoring partner progress and performance to ensure that they are achieving program objectives. The position holder regularly consults with other support teams such as Education Specialists and sub-grant management teams to resolve complex issues and ensure compliance with sub-grant terms and conditions.
The Specialist, School Based Programs will play important role in contributing to the development of the Center for Health, Education and Protection. As the front line representative of Save the Children, the Senior Program Specialist represents Save the Children's values and principles to both internal and external audiences.
Responsibilities
  • Partner Planning and Relationship Management :
Take lead role for the partner planning process in assigned sites to support effective and efficient implementation of program goals
Manage all relationship with partner staff and representatives
Observe and monitor partner progress and performance to ensure effective and timely implementation of program objectives.
Ensure that partner staff understand attendance tracking mechanisms and are submitting data electronically on SC's portal on a timely basis.
Review, analyze and provide feedback to sites to help generate Renaissance Learning reports such as the STAR Growth Report and the Accelerated Reader Diagnostic Report.
Complete and submit the monthly Partner AR Diagnostic analyses form and Program Update or Literacy Observation checklist to the Education Specialist and Associate Director of Partnership Management by the 15 th of each month. .
Consult with line manager and Education Specialists to resolve complex issues and problems.
  • Training and Technical Assistance :
Implement training and technical assistance programs based on the modules and methods provided by the Center.
Advance the use of technology for training and technical assistance provision to assigned sites.
Visit assigned sites as and when needed to providing adequate professional development and support to all partner staff members related to effectively implementing the afterschool, in-school, and summer programs with particular attention to the three components of the Literacy Block: read-alouds, fluency-building activities, and guided independent reading practice.
Monitor the appropriate implementation of all school based program components according to SC's established standards; and provide training and/or technical assistance as needed.
Provide training and technical assistance and build partner capacity by working directly with site-based staff to ensure high-quality program design, implementation, monitoring and evaluation.
  • Sub-Grant and Operations Management:
Coordinate the annual partner planning and budget process with assigned sites, assisting them as needed and expediting the review and approval process of the plans and the resulting Partner Agreement.
Orient partners on their signed Partner Agreement.
Upon receipt from USP Finance staff, review for appropriateness partner requests for funds, quarterly financial reports and budget revision requests, and provide confirmation or questions to Finance and Subgrants staff for processing.
Guide partners through the phase over process that brings Save the Children programs to completion at specific sites.
Identify operational needs of partners and assist in arranging support, which may include assuring the availability of appropriate computer and information technology systems, computer software, ordering physical activity equipment/CATCH kits, ensuring adequate space for literacy and physical activity programming, and procuring healthy snacks.
  • Sponsorship Operations Support:
Provide logistical support to the Sponsorship staff to obtain correspondence, Annual Family Updates, and deliver sponsor-child letters and packages, as needed.
Support partner sites to comply with key sponsorship requirements
  • New Site Start-Up :
Participate in the identification of new sites, work with team members to complete site assessments, and lead new site start-up procedures as needed.
  • Coordinator Development:
Indirectly supervise the coordinators at assigned sites and ensure that they meet the performance standards and expectations.
Coach coordinators for performance improvement and career development purposes
Other Responsibilities:
Host visitors to the assigned sites and facilitate logistical arrangements for Donor, VIP or USP staff members
Provide regular input to the Quality Assurance Technology, Monitoring and Evaluation team
Contribute to the development and success of the Center for Health, Education and Protection
Requirements
College degree in education, child development, physical education or related discipline and a minimum of five years of relevant work experience. Master's degree preferred.
Knowledge of and experience working with school districts and other education organizations in the area
Strong interpersonal skills with demonstrated capacity as a team player and relationship builder
Demonstrated management and organizational skills related to program implementation
Experience developing and implementing classroom and online training
Strong computer, written and oral communication skills
Willingness to travel in the region and nationally as needed
Ability to be flexible and adaptable to dynamic changes in the work environment
Proven experience working effectively in limited-resource communities
Understanding of finance and sub-grant management
