Tasks and Responsibilities
The Training Assistant will work within the Department of Democratization (DD), Elections Division. Under the supervision of the Chief of Elections Division the incumbent will provide direct support to the implementation of the tasks of the Division regarding the 2013 municipal and mayoral elections, including the development and implementation of training programmes for Municipal Election Commission members and Polling Station Committee members. The incumbent will:
  • Assist in the planning, management, implementation and quality control of CEC Secretariat specific professional training programs for Municipality Election Officers, polling station personnel and counting staff; assists in the design and preparation of training materials for local elections;
  • Assists in project planning and other technical preparations required for various projects during the reporting period; assist the Election Division in compiling the PS kit list/Training kits;
  • Briefs and guides International and National Observers arriving at the Counting and Results Centre;
  • Acts as an interpreter for the international staff members of the Election Division; translate relevant documents necessary for the execution of activities, as required;
  • Performs any other duties as required.
Necessary Qualifications
  • Completed secondary education
  • Minimum 4 years of work experience in election administration, management and supervision, including established knowledge of specific election issues, especially in the Mission area, including one or more of the following: international and OSCE standards for democratic elections, election operations, public administration, civil and voter registration, political party training, voter education, media and elections
  • Good understanding of basic legal documents (constitutions, election laws and secondary legislation) and of various electoral and political systems
  • Experience in liaising with government bodies and NGOs
  • Ability to assist on planned activities including technical specifications and budget estimates of the relevant equipment, materials and services
  • Computer literate with practical experience in Microsoft packages
  • Excellent written and oral communication skills in English and Albanian languages
  • Ability to work with people of different nationalities as well as religious and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration Package
Monthly remuneration, subject to social security deductions is 946 Euro/month. Social benefits will include participation in the Vanbreda health insurance scheme.
