OVERVIEW OF THE FUNCTIONS OF THE POST
Education Above All Foundation - Qatar and UNESCO have partnered to improve access to quality education in Iraq through a Programme focusing on: 1. Rehabilitation of the Iraqi Higher Education System; 2. Teacher Training Programme for Basic and Secondary Education; 3. Literacy and Non-formal Education; 4. Development of New Iraqi Curricula. Under the overall authority and direct supervision of the Director of the Iraq Office, the incumbent will be responsible for refining and implementing the Monitoring and Evaluation (M&E) framework of the above- mentioned Programme. In particular, the incumbent shall assume the following tasks:
1. Develop a comprehensive monitoring and evaluation plan with an M&E team in the field to enable Project Managers, implementing partners and Government stakeholders to assess progress and results of the above- mentioned Programme, in particular in the following areas including: effectiveness assessment, indicator development data collection and interpretation methodology, as well as sampling methodologies
2. Design the field monitoring system and materials, including the development of methodologies and tools for monitoring and assessing the quality of outputs, for all four projects and supervise on a daily basis the work of the field monitoring team, ensuring quality and accuracy of reporting.
3. Undertake data collection and analyse the data and aggregation to reflect the tangible results and impact of the projects.
4. Provide advice, as required, on the effectiveness of the results chain and M&E framework and opportunities to further develop those to achieve the outcomes and outputs – primarily through cross-checking of annual progress reports, and mid-term evaluation reports as well as based on recommendation of the Programme's Steering Committee.
5. Review and support the effective update of work plans and budgets to be in tune with the newly endorsed M&E framework.
6. Advise Project Managers on an on-going basis (quarterly) on the results of the monitoring exercise, including where programming may need to be adjusted to achieve more effective outcomes and provide concise reporting per project in order to allow its integration in the quarterly progress reports.
7. Provide a cross reference of the M&E findings and indicators in reports to the donor, including proof-reading and finalizing these before their submission to the donor based on the results framework, inputs from project managers, data gathering and analysis.
8. Provide the design and implementation plan of the end-of-projects monitoring and evaluation task in the first quarter of 2015, producing the overall evaluative report on all four projects to the donor.
9. Any other tasks requested by the supervisor .
REQUIRED QUALIFICATIONS
EDUCATION
  • University degree preferably at Masters level or equivalent in the field of economics, statistics, public administration, project management or any related field
WORK EXPERIENCE
  • 7 to 10 years of experience in monitoring and evaluation, of which preferably three years acquired at the international level.
SKILLS/COMPETENCIES
  • Experience in data collection and analysis, including use of Excel, SPSS, STATA and/or other statistical software for data analysis
  • Ready and willing to travel throughout Kurdistan and Iraq within the UN system arrangements
  • Demonstrated ability to work in a multicultural environment, and establish harmonious and effective working relationships, both within and outside the Organization.
LANGUAGES
  • Excellent knowledge of English and working knowledge of French.
DESIRABLE QUALIFICATIONS
EDUCATION
  • Degree in education
WORK EXPERIENCE
  • Sound experience in relation to education projects at international level
  • Experience in a conflict/post-conflict setting, as well as in the Arab region would be an asset.
SKILLS/COMPETENCIES
  • Knowledge of programming policies and procedures in international development cooperation, in particular in the UN.
  • Self-starter able to work independently and without extensive direction.
  • Advanced IT skills
LANGUAGES
  • Knowledge of another official language (Arabic) of the Organization would be an asset.

They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.
