Description
The Chief of the Water and Sanitation Division (WSA) reports to the Infrastructure and Environment Sector Manager (INE) under the Vice President for Sector and Knowledge (VPS). Despite worthy advances over the last decade in access to basic services and poverty reduction, LAC remains a region with large inequalities of opportunities. Equality of opportunities is critical for growth and for sustainable poverty reductions. Fostering equality of opportunities requires, among other things a new generation of infrastructure programs and policies. The IDB recognizes these challenges and its Water and Sanitation Division's central mandate is to promote universal access to adequate services. WSA focuses on integrated water resources management, promoting universal access to quality water and sanitation services, proper management of drainage services and collection and disposal of solid waste. The Division Chief will lead the Bank's strategy, operations, knowledge creation and dissemination in these areas. A key component of the responsibilities will be to ensure a successful management of the technical and professional talent in these areas to translate innovation in Bank products, processes, and instruments into relevant programs and projects outcomes.
Key responsibilities
  • Advises Management on the development of strategies, policies and guidelines for the Bank and borrowing member countries in the areas outlined above.
  • Oversees the design, preparation and execution of Bank operations (sovereign and non-sovereign guaranteed loan operations; technical assistance, policy dialogues and institutional capacity building activities; policy-oriented research and analysis) ensuring high-standard of quality.
  • Provides technical oversight to borrowers, executing agencies, Country Offices and other units of the Bank in matters related to projects in execution.
  • Leads sector work, and the creation, sharing, dissemination, and application of knowledge, establishing partnerships with relevant institutions, including governments, international organizations,
regional agencies, the academic community, and civil society.
  • Manages highly skilled interdisciplinary and multi-cultural staff, located in Washington and in country offices in Latin America and the Caribbean.
Education: Master degree (Ph.D. preferred) in engineering, economics, finance or other relevant fields with specialization on water and sanitation issues.
Experience: At least 12 years of proven experience in the duties and accountabilities of the position. Knowledge and understanding of the Region. Proven experience in similar positions, preferably in Latin America or the Caribbean, including coordination of multidisciplinary teams to develop complex projects in a matrix structure environment. Strong technical background and proven management track record or potential for developing the required management skills. Candidate should combine strong intellectual leadership with: a) a track record of successfully designing or/and implementing projects and programs in the areas described above in the region, and b) broad experience in working with knowledge networks and knowledge dissemination and management. Professional and personal stature to lead technically strong teams. Experience in managing multi-disciplinary and/or cross-sector teams. Demonstrated experience in designing, leading or implementing water and sanitation programs in the Region. Peer-reviewed publications (journals or books) in the area of water and sanitation (preferred).
Languages: Excellent verbal and written communications skills in English and Spanish. Fluency in Portuguese and/or French is desired.
Technical competences :
1.Technical Sector Dialogue: Engages in policy dialogue based on solid knowledge of the sector, development challenges of client countries, and IDB policies, strategies and guidelines.
2.Sector Development: Takes actions to promote sector priorities based on country and regional needs and key IDB priorities.
3.Economic and Sector Work: Develops and applies economic and/or sector analytic work to support the preparation of country, sector and regional strategies and country dialogue, loan operations
and technical assistance programs.
4.Project Analysis and Design: Conceptualizes, prepares and participates in the approval of projects and programs (loans and technical cooperation), in coordination with other team members and
the respective authorities.
5.Change Management: Formulates and implements integrated change proposals to contribute to sector modernization and transformation in borrowing countries.
6.Project Supervision: Effectively supports the execution of projects and programs to maximize their results.
7.Monitoring and Evaluation: Designs and implements effective monitoring and evaluation methodologies for projects and programs.
8.Knowledge Management and Dissemination: Effectively shares and disseminates economic/sector knowledge and learning experience to enhance the relevance of the IDB to borrowing countries
and the region.
