Economics Principal Advisor
Institutions for Development Sector (IFD/IFD)
Location: Washington, DC

The Institutions for Development Sector's (IFD) responds to the Bank's mandate of building and strengthening institutions for the benefit of people in Latin America and the Caribbean. IFD's main activities include lending operations, technical assistance, and knowledge generation. IFD is composed of four divisions: (i) the Institutional Capacity of the State Division, with responsibility in the areas of public administration and public service delivery, including in citizen security and justice; (ii) the Fiscal and Municipal Management Division, with responsibility in the areas of fiscal management and urban development; (iii) the Capital Markets and Financial Institutions Division, with responsibility in the areas of capital market and financial institutions strengthening; (iv) and the Competitiveness and Innovation Division, with responsibility over public institutions and policies to promote private firm's competitiveness. IFD currently accounts for about a third of the Bank's lending portfolio and leads knowledge products on institutions.
IFD works with the Country Departments to design and implement the Bank's Strategy and program with each country. IFD also supports the Vice-Presidency for Private Sector and Non-Sovereign Guaranteed Operations in non-sovereign guaranteed operations. Additionally, IFD has a primary role in turning the Bank into an organization that continually invests in knowledge and dissemination.
The Economics Principal Advisor will be oversee the strategic direction of the research and dissemination agenda of the whole sector, with a view to support the quality of current and future operations, as well as the policy dialogue with member countries.

KEY RESPONSIBILITIES


  • Lead cutting edge research to support an innovative and relevant operational program.
  • Lead the formulation of a sector program of analytical studies and supervise the analytical work of staff and external consultants. The Sector Advisor will be responsible for the department's publication and dissemination program and represent IFD in the Bank's Studies Committee.
  • Actively seek the creation of knowledge networks within the Bank, with other development partners, and with research organizations, universities, and public sector institutions within and outside the region.
  • Advise Sector Manager and Division Chiefs in key analytical issues, keeping abreast of innovations and best practices in other multilateral organizations, governments and academic institutions to establish the highest standards of quality and relevance in the work of the department.

Education: Ph.D. in Economics or equivalent training in economics.

Experience
: At least 10 years relevant to the duties of the position preferably in Latin America or the Caribbean. Relevant experience in economic policy formulation is highly desirable. Both should cover one or more of the key institutional areas of the sector.

Publications
: In peer reviewed journals or books.

Languages
: Proficiency in English and Spanish and preferably working knowledge of a third (French or Portuguese).

Also, candidate should have a broad experience in working with knowledge networks and knowledge dissemination and management.
