TERMS OF REFERENCE
I. POSITION INFORMATION
Position title: Community Facilitator
Duty station: Mawlamyinegyun Township, Ayerwaddy Region
II. ORGANIZATIONAL CONTEXT AND SCOPE
Under the overall supervision of Head of Sub-office and the direct supervision of the Township Health Supervisor, and with guidance from health colleagues in Yangon, the Community Facilitator is responsible for the effective and client centred management and implementation of maternal, newborn and child health at community level in Mawlamyinegyun Township.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
  • Undertake community level coordination of activities (step-wise referral and financing schemes, psychosocial support, emergency preparedness and nutrition activities.
  • Collaborate with Basic Health Staff (BHS), Volunteer Health Workers (VHW), Village Tract Health Committees (VTHC), and other IOM staff to mobilize community members to become pro-active participants in the health system.
  • Assist Community Health Supervisor in the formation of Village Tract Health Committees (VTHC) and help support regular communication and coordination of activities between VTHCs, IOM and DoH.
  • Organize and facilitate monthly meetings at the RHC level, including the participation of BHS, VHW, VTHC, reporting outcome and/or facilitating any issues or communications. Advocate with local authorities, BHS, VHW and beneficiary populations when necessary to ensure program progress and cooperation.
  • Contribute to township level coordination meeting, representing RHC level issues, together with BHS or other local level participants.
  • Participate and monitor community level trainings, outreach and awareness sessions, reporting the number of participants and outcomes.
  • Assist in the provision of health supplies to DoH facilities.
  • Assist in the collection of monthly HMIS data from BHS.
  • Ensure community level feedback mechanisms remain strong at the local level, ensuring that the needs and issues of the community in relation to this project are prioritized and addressed.
  • Collect monthly report data from BHS.
  • Report and identify other needs of the programme in a timely manner.
  • Perform other duties as necessary to ensure quality, on-time program implementation.

V. EDUCATION AND EXPERIENCE
  • Myanmar national.
  • Minimum of 2 years progressively responsible experience in working with community based health programs (preferably in the field Maternal and Child Health, Primary Health Care) with an INGO, LNGO,UN agency.
  • Experienced in community mobilization and community empowerment.
VI. LANGUAGES Required
  • Good written and spoken in English
