OBJECTIVES OF THE PROGRAMME :
The WHO Country Office for India collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy (CCS), to actively support the development, implementation and evaluation of interventions aiming at reducing road traffic related deaths and injuries. The country office contributes to raising awareness and capacity building efforts and provides policy and technical advice to national and state authorities.
In this context, the WHO country office for India, in collaboration with other consortium partners, implements the India component of the Road Safety Project (RS10) which aims at reducing deaths, injuries and disabilities through road traffic injury prevention and pilots the development of model programmes. The WHO country office for India works closely with three of the consortium partners (namely GRSP, JHU and ASIRT) and is responsible for the coordination of the project activities.
Underlying Values and Core Functions of WHO
All the Member States of WHO in the South East Asia Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.
The seven point global health agenda contained in WHO's Eleventh General Programme of Work (2006-2015) includes:
(i) investing in health to reduce poverty;
(ii) building individual and global health security;
(iii) promoting universal coverage, gender equality and health related human rights;
(iv) tackling determinants of health;
(v) strengthening health systems and equitable access;
(vi) harnessing knowledge, science and technology; and
(vii) strengthening governance, leadership and accountability.
WHO's mandate revolves around six core functions:
(i) providing leadership on global health matters;
(ii) shaping the health research agenda;
(iii) setting norms and standards;
(iv) articulating evidence-based policy options;
(v) providing technical support to countries; and
(vi) monitoring and assessing health trends.
The South -East Asia Region of WHO is made up of 11 countries, with over 1.8 billion people, with India's population of 1.2 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate.
Mission of the WHO Country Office for India
Within the framework of WHO's Country Cooperation Strategy the mission of the WHO Country Office is to support India in:
(i) developing and sustaining its own health policies, health systems and public health programmes;
(ii) working to prevent and overcome threats to health;
(iii) anticipating future challenges; and
(iv) advocating public health.
Purpose of the Position:
Contribute to Implementation of WHO's Country Cooperation Strategy with the Government of India by supporting the work of the WHO Country Office for India in the area of road safety. Working in collaboration with partner organizations, WHO/SEARO and WHO/HQ, the incumbent will provide policy and technical advice to support the development and rolling out of strategic interventions in injury prevention, trauma care and data management. In the context of the RS 10 Project, the incumbent will also facilitate the piloting of interventions and activities aiming at reducing the high road traffic injury fatality rate as well as capacity building and raising awareness activities.
Description of duties:
Under the overall guidance of the WHO Representative to India and the direct supervision of Coordinator, Health Programmes, with a view to help achieve the expected results set out in the relevant WCO-India biennial workplans in accordance with WHO's Country Cooperation Strategy with India (2012-2017), the incumbent will have the following responsibilities to :
1. Strengthen the WCO-India capacity to provide policy advice and technical support for the development of the GOI road safety related policies and interventions. Lead the preparation of relevant advocacy tools, policy briefs, guidelines and training materials.
2 Liaise and maintain regular good working relations with relevant national and state authorities and other stakeholders with a view to facilitate the formulation and adoption of policies, strategies and decisions related to road safety with an emphasis on data management, injury prevention and trauma care.
3. Collaborate with State, national authorities and other stakeholders to develop and/or help roll out relevant programmes and interventions. Participate and assist with other road safety related meetings at a country or regional level as required.
4. Lead and coordinate the implementation of the India component of the RS10 project and work plans in collaboration with WHO staff at headquarters, and regional office (SEARO), consortium partners and local stakeholders. Work with local and consortium partners to develop a road safety data management as well as a pre-hospital and trauma care system for the country.
5. Coordinate the overall administrative activities for the RS 10 in India to ensure successful programme execution. Organize meetings of project partners on a regular basis and prepare regular written reports to headquarters on progress. Serve as the facilitating officer for additional components of the project related to budget, work plan implementation, monitoring and evaluation, some of which may be lead by consortium partners. Prepare technical and financial reports for the donor, partners and other stakeholders.
6. Support information brokering/exchange function of WCO India through contributions to the health repository at the WCO India by collation, analysis and sharing of relevant information and statistics.
7. Undertake any other tasks/duties as assigned by supervisors.
8. Submission of assignment report at the end of assignment, which is mandatory.
REQUIRED QUALIFICATIONS
Education:
Essential: Advance University Degree in health or social sciences, engineering or a related field from a recognized university.
Desirable: Masters degree in Public Health or M Tech/ME/PhD in professions allied to public health.
Skills:
- Functional Skills and Knowledge:
- The incumbent should identify with the core values of the World Health Organization.
- Thorough knowledge of road safety policies, strategies and guidelines in the area of road safety with good understanding of country's needs and priorities.
- Good knowledge of ways to work with government institutions and related departments/agencies and experience of work in an international environment.
- Sound technical and policy advisory skills, based on evidence.
- Ability to coordinate, plan and implement projects, organize training activities, effectively monitor and analyse data and make oral and written presentations.
- Very good ability to build and maintain relations and network with national authorities and other stakeholders across relevant sectors.
- Understanding of the potential motivating factors within national context and ability to adjust to new approaches in an increasingly complex environment.
- Modern management skills (planning and evaluation, etc). Capacity to convey information and options in a structured and credible way; ability to speak and write clearly. Proficiency in computer applications and ability to draft reports.
- Knowledge of WHO /UN agencies programmes and practices will be an advantage.

Experience:
- Essential: At least 7 years of experience in the relevant field, including minimum 3 years of experience at international level with experience in project management and programme evaluation in a low- or middle-income country.
- Desirable: Experience of work in UN and/or other international organizations in development of advocacy materials and in organizing training activities.
- Languages:
- Essential: Excellent knowledge of written and spoken English.
- Desirable: Good command of other UN and/or local languages would be an asset.
Annual salary:

Post Adjustment:
