Description
Role Purpose:
- To independently carry out the identification, appraisal, supervision and administration of IDB financed projects under the Transport Division.
- To make solid contribution in the development of Transport sector policies in IDB member countries.
- To manage Transport projects portfolio according to the general policies, principles and goals of IDB and in close collaboration with internal and external project stakeholders.
Key Activities:
- Comply with IDB's policies and guidelines in the design and implementation of Transport sector projects, including environmental and safeguard issues;
- Contribute to the implementation of the IDB Transport sector strategies in member countries
- Contribute to the establishment and achievement of the Division/Department annual key performance Indicators (KPIs)
- Lead the identification of opportunities for IDB projects in the Transport sector in member countries;
- Undertake detailed project review, appraisal, implementation and supervision.
- Carry out on a regular basis the development, processing and administration of complex loan and technical assistance
- projects in the Transport sector.
- Provide substantial advice to executing agencies on project preparation and implementation.
- Provide sector insights in country dialogues inside and outside the Division /Department
- Lead sector studies required for the development and implementation of sector policy;
- Have the knowledge of and ability to apply safeguards (environmental, social, etc.) as relevant to the Transport sector projects and programs undertaken by the Bank.
- Prepare cost-benefit and socio-economic analysis of the Bank's projects in the Transport sector including preparation of financial/ economic analysis of projects;
- Lead project appraisal and supervision missions to monitor field activities and to assess the achievement of sector objectives;
- Lead project identification activities of the Bank and assess the projects' suitability for the fulfilment of sector objectives of the Bank;
- Undertake the outcome assessment of the assigned Transport sector portfolio through periodic evaluation of all projects and TAs assigned in the portfolio;
- Lead the preparation of project completion reports to provide insights into the achievement (or otherwise) of project/sector objectives;
- Contribute to training and represent IDB in conferences on the Transport sector and other activities for advocacy, dissemination and knowledge building.
- Play an important role in disseminating and sharing knowledge inside the Division, Department and Operations Complex
- Ensure the introduction of best practices in handling of sector projects and programs.
- Contribute to technical knowledge sharing initiatives within and outside the Operations Complex
- Provide technical inputs for the sustainable development objective of the Bank
- Collect, analyse and process information on Transport
- sector projects, programs and other initiatives having Bank's involvement as well as for those aspects that are of a global nature but of relevance to the Bank's operations.
QUALIFICATIONS/EXPERIENCE:
- A Master degree in engineering, economics, or related fields. A Ph.D degree is desirable
- Minimum 7 year of professional experience in Transport planning, studies and project implementation with a major organization;
- Fully abreast of changes taking place in the Transport sector and their implication for the Bank's operations.
- Familiar with and have experience or sufficient exposure to renewable Transport technologies as applicable to the power sector.
- Experience of providing socio-economic analysis related to Transport projects, particularly in developing countries;
- Ability of coaching and mentoring other staff and establishing a team working environment.
- International work experience in multi-cultural organization is an advantage

- Excellent written and verbal communication skills in English with a working knowledge of one of the other two languages (Arabic and/or French)
