Organizational Setting and Reporting
The position is located in the Development Section, Communications Campaigns Service, Strategic Communications Division, in the Department of Public Information. The incumbent will report to the Chief of the Development Section
Responsibilities
Within delegated authority, the Public Information Officer will be responsible for the following duties:
Manages communications campaigns and promotes media coverage on priority development issues, including the Millennium Development Goals and the post-2015 development agenda, in close cooperation with substantive offices and inter-agency partners.
Provides input to communications strategies and media plans on priority development issues, initiates proactive media outreach efforts, proposes and arranges press conferences and interviews, and analyzes and reports on the impact of media and public outreach.
Coordinates messaging and outreach activities on these campaigns and issues among inter-agency partners and working level contacts, and coordinates across DPI through preparing guidance for and liaising with UN Information Centres and other DPI offices.
Acts as focal point on specific development issues, monitoring and analyzing current events, public opinion and press, identifying issues and trends, and advising on appropriate action/responses. Initiates and sustains professional relationships with key constituencies on these issues.
Prepares information products such as press releases, fact sheets, op-eds, speeches, web and other promotional materials, including drafting or editing copy, obtaining clearances and finalizing texts, and coordinating design, production and dissemination.
Monitors social media content and develops social media strategy campaigns on priority development issues.
Provides guidance to more junior staff.
Performs other duties as may be required.

PROFESSIONALISM: Knowledge of the full range of communications approaches, tools, and methodologies essential to planning and executing effective campaign strategies and programmes, e.g. campaign management, message targeting, media operations, audience outreach, digital and social media. Ability to plan and implement multi-faceted projects such as communications strategies. Ability to produce a variety of written communications products in a clear, concise style appropriate to target audiences, including media. Knowledge of the United Nations system and its work on a range of development issues. Ability to identify public affairs issues, opportunities and risks in an international environment. Ability to diplomatically handle sensitive situations with UN System client and partner offices and cultivate productive relationships. Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.
Education
Advanced university degree (Master's degree or equivalent) in communication, journalism, international relations, public administration or related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in public information, journalism, international relations, public administration or related area. Experience in communicating development issues, including the Millennium Development Goals and the post-2015 development agenda, at the international level, especially in the Headquarters context, and knowledge of the UN System and its development work are highly desirable. Experience working on inter-agency communications campaigns is highly desirable. Two years of experience working on professional social media accounts is highly desirable. Proven success developing and implementing social media strategy for a global audience is highly desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
Languages
Fluency in English (both oral and written) is required; knowledge of French is desirable.
Assessment Method
Evaluation of qualified candidates includes a competency-based interview which may be proceeded by an assessment exercise.
