Following the successful implementation of the 3 Diseases Fund and the Joint Initiative - Maternal Newborn Child Health Programs, UNOPS was selected in 2012 as the Fund Manager for the Three Millennium Development Goals 3MDG Fund, a multidonor fund supported by the governments of Australia, Denmark, the Netherlands, Norway, Sweden, the United Kingdom the United States of America, and the European Union. The 3MDG Fund will provide support for health needs in Myanmar from 2012 - 2016. The three main components of the 3MDG Fund are:
1. Component
1: Maternal, newborn and child health (MNCH). Increased availability and accessibility of essential services.
2. Component
2: HIV/AIDS, TB and Malaria (ATM). Support for specific interventions for populations and areas not supported by the Global Fund
3. Component
3: Health systems strengthening (HSS) The detailed programme description is outlined in 3MDG Fund Description of Action. The incumbent is responsible to abide by UNOPS work policies, procedures, and practices, as well as security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.
Functional Responsibilities
Under overall supervision of the 3MDG Fund Director and the Head of Performance Management Unit, and the direct supervision of the Public Health Officers (HIV/AIDS - TB Malaria [ATM]) and in accordance with UNOPS policies, procedures and practices, the incumbent's duties will include:
1. Assist the Public Health Officers (ATM) in all tasks related to management of grants with Fund's partners;
2. Draft terms of reference for expressions of interest (EOI) and calls for proposals (CFP) to be launched on behalf of the 3MDG Fund for identification of Implementing Partners for the Component 2 (ATM) of the Fund;
3. Assist in the evaluation of EOI and CFP received either as a result of negotiation for contract amendment of existing partners of 3MDG Fund intervention in compliance with national programmes guidelines and strategies, and with the Fund's policy and strategies;
4. Assist the Component 2 Public Health Officers with grant negotiations with the 3MDG partners;
5. Assist in needs and resource assessments if/when needed;
6. In collaboration with the Component 2 Public Health team, review work plans and reports submitted by the Fund's beneficiaries and ensuring that they are sound, in line with the national programme guidelines and strategies, and the Fund's policy and strategies, and reflect gender and beneficiary accountability issues as appropriate;
7. Assist the Public Health Officers for the timely clearing process of technical reports, and work with the PSU (Project Support Unit) financial officers for the timely clearing of financial reports received from partners
8. Assist the Public Health Officers and the PSU for the preparation and execution of the early termination of grants, should they arise, and 3MDG Fund grant closure when it arises;
9. Assist with Audit issues: preparation of FMO (Fund Management Office) and IP (Implementing Partners) Audits, and with the follow up of FMO and IP Audit recommendations;
10. Assist the Public Health Officers, the PSU and the Procurement Unit with the tracking of assets (expendable / non-expendable);
11. Assist in routine monitoring of project progress, activity results and implementation against planning to ensure the actions supported by the 3MDGD Fund are implemented effectively and efficiently as well as adjusted as needed to reflect changes in national programmes - as agreed by the 3MDG Fund Board - or in field conditions;
12. Provide close support/working hand to hand with the Public Health and M&E teams (a) to assist the implementation of the Fund's internal M&E systems, (b) provide adequate feedback to/from the Fund's beneficiaries on data obtained from the Fund's internal M&E system, (c) provide advice to grants/projects/actions supported by the Fund on their own internal M&E systems/needs, (d) gain in-depth knowledge of the national programmes on their own internal M&E system, their consistency and effectiveness;
13. Propose any initiative that may be necessary, including termination of, or adjustment of grants, to actions to ensure compliance with the Fund's policy and strategies;
14. Acquire and promote information sharing of relevant issues impacting ATM control and Public Health issues in Myanmar, the region, and international best practices;
15. Work closely with the Component 1 (MNCH) team, to promote the integration of HIV/AIDS, TB, Malaria with MNCH service deliveries, as well as supporting the Component 1 team, should that be required;
16. Work closely with the Component 3 (Health System Strengthening) team, to ensure that ATM work contributes to the strengthening of Myanmar's health system, and support the Component 3 team should that be required;
17. Work closely with the Project Support Unit on grants preparation, negotiation, management and closure;
18. Work closely with the Procurement Unit to ensure that partners have adequate supplies to implement activities;
19. Work closely with the Communications Section for external and internal communication of Component 2 (ATM) information, related to the 3MDG Fund, partners, national programs, Fund Board, or other relevant information to the 3MDG Fund;
20. Other duties that may be assigned by the Public Health Officers (ATM) or Head of Performance Management Unit.

Education/Experience/Language requirements
- Master's degree in health, public health, health economics, epidemiology, social science, statistics, or other related field (or equivalent of a BA degree in health, public health, health economics, epidemiology, social science, statistics, or other related field)
- A minimum 4 years of relevant experience in prevention, treatment, care and support of ATM with a Bachelor degree or 2 years of relevant experience with a Master's degree;
- Ability to work with minimal supervision in a complex environment;
- Previous successful involvement with, and/or good knowledge of NGO's and civil society;
- Strong communication and facilitation skills, and ability to establish good working relations with colleagues and stakeholders in a sensitive environment;
- Willingness to undertake regular field visits in challenging conditions;
- Excellent writing and analytical skills;
- Fluency in both written and spoken English and Myanmar is required.
