ActionAid is an international anti-poverty agency working in over 50 countries, taking sides with poor people to end poverty together. ActionAid Myanmar's approach is building capacity among youth and supporting them to work for the community for short and long term development for their own community. One of its main programs is participatory community development (includes livelihood, health, education, DRR etc.); through fellowship for young people to promote development in Myanmar. ActionAid Myanmar has been working in partnership with the local and national NGOs in different states and divisions.

Position Title: Program Officer
Project Name: Citizens for the Accountability in Public Service Financing (CAPSF) Project'
Location: Yangon and frequent travel to the fields
Key Responsibilities:
  • Assist Program Coordinator for smooth management of the project.
  • Assist in the development and implementation of a baseline survey, maintain a user friendly data base of information to enable the measurement of impact/change
  • Train and coach partner's field staff and fellows in participatory monitoring processes as required.
  • Support the Coordinator in the development of donor reports and provide partners with the necessary capacity to report as per donor and AAM requirements.
  • Ensure understanding of AAM's transparency and accountability mechanisms, maintain these in the relationships with partner organizations and work with partners to implement these at the community level.
  • Conduct regular field monitoring visits to partners and communities to document process and change; work closely with documentation officer in the field, solicit feedback from the fellows and provide written reports of monitoring visits to document the progress and issues.
  • Facilitate partners in building of capacities of Fellows and other stakeholder on in programme implementation
  • Engage with partner for pro-active to planning, implementation and review of the project.
  • Assist PC and project implementation team in capacity building of project stakeholder through linking and coordination with other agencies.
  • Support in organization of trainings, workshop, meeting at both local and national level government functionaries on related to the project needs.
  • Support in the various studies/research undertaken in the project.
  • Assist PC in development of IEC materials and training manuals.
  • Conduct review and monitoring of the project on a regular basis and report to feed into the planning of the project.
  • Coordinate with necessary government departments at various levels for effective implementation of the project.
  • Coordinate and communicate with Project and partners team members to ensure effective and timely implementation of activities.
  • Network with I/NGOs working in the area for sharing of information and resources.
  • Representation at relevant coordination meetings to gain wider understanding of current situation with regard to governance work and to share information/good project practices developed.
Qualifications and skills required:
  • Holds Bachelor or preferably master's degree from a Recognized University
  • A minimum of two years experience in similar field and practicing participatory approaches
  • Good understanding on governance structure and system in Myanmar context
  • Experience with partnership and willingness to work with youth, diverse ethnic community
  • Good understanding of community empowerment and ability to work with rural communities.
  • Strong understanding and working experience of participatory methodologies and community based work
  • Ability to work with a team and to take initiative
  • Fluency in written and spoken English and Myanmar
