(M008/July/2013) CARE International in Myanmar Human Resources and Administration Director (HR & A Director) National (1) Position Date: 3 rd July 2013 December 2009 CARE International in Myanmar is a Non-Government Organization representing the CARE International network in Myanmar since 1995 with the aim to improve the living standards of rural communities through health intervention programs, including HIV/AIDS prevention and care, as well as nutritional support for pregnant mothers and children; food security and livelihoods programs, comprised of support for agriculture, fisheries, and livestock; and water, sanitation and hygiene. CARE has offices in 10 out of 14 states and regions in Myanmar, with over 300 staff members plus many local NGO partners working on projects in hundreds of villages and towns across the country. CARE Myanmar is looking for an experienced and qualified Myanmar national to fill the role of Human Resources and Administration Director.
POSITION INFORMATION:
Position title: Human Resources and Administration Director (HR&A Director)
Contract: Two years contract with potential for extension
Based in: Yangon with travel to project sites as required
POSITION SUMMARY:
The Human Resources and Administration Director (HR&A Director) provides senior level leadership and management across a large Department consisting of Human Resources, Safety and Security and Administration. The position involves the application of a complex area of functional expertise and provides line management to several other professionals. The HR&A Director also functions as a recognized expert on 'International best practice' and manages key relationships with external stakeholders at the senior management and official level.
REPORTING RELATIONSHIPS:
- The HR&A Director reports directly to the Country Director (CD) and Assistant Country Director Finance/Admin.
- The HR&A Director has direct line management of three staff (Senior Admin Officer, Human Resources Manager and Safety and Security Officer).
- The HR&A Director is a member of the Country Office Senior Management Team (SMT). Responsibilities Duties include, but are not limited to: Management

- Overall responsibility for developing departmental policies and implementing significant elements of the Country Office strategic plan, including developing, designing and implementing procedures.
- The preparation and presentation of the most detailed departmental reports and documentation both in writing and orally.
- Provides authoritative advice, including international best practice, on complex departmental functions across the Country Office, and to key external stakeholders at senior managerial and official level.
- Under the guidance of the CD, contributes to raising CARE Myanmar's profile and interaction with partners, and relevant national level authorities and institutes, and, on request, represents CARE Myanmar at appropriate fora.
- Works with other senior Country Office staff, including CD and ACDs, on managerial and technical issues through significant contributions at senior level meetings within the Country Office, regionally and organisation-wide.
- Motivating and empowering a team of national staff to learn and apply their knowledge and skills. A. Human Resources
- The application of sound business related skills and international best practice knowledge across all human resources related requirements associated with departmental activities.
- Lead the application of CARE Myanmar's Human Resources policies and processes including: recruitment, conditions of service and performance management,
- Advise the SMT on the best human resource strategies to enable CARE Myanmar to achieve its strategic goals in the transition to the program approach
- Provide Human Resources advice on staff management issues to all senior managers and CARE leadership team B. Administration and Safety and Security
- The application of sound business related skills and international best practice knowledge across all technical and administrative related requirements associated with departmental activities.
- Lead the application of CARE Myanmar's office policies and procedures including safety and security procedures for Yangon and field offices.
- Take responsibility for the liaison with government departments and officials in regards visa and travel authorization operations.
- Support SMT in liaison with government departments and officials in regards to CARE's Memoranda of Understanding with the Government of Myanmar and registration.

EXPERIENCE AND SKILLS REQUIRED:
- At least four years prior work experience as a Manager.
- At least six years prior work experience at a senior level within area of expertise.

- Demonstrated experience in introducing change management through innovation.
- Demonstrated experience in effectively leading and motivating a team of senior professionals.
- Demonstrated flexible approach and ability to work under pressure and to organise and manage workload to competing deadlines
- Demonstrated strong leadership and influencing skills - the ability to provide sound human resource advice to Senior Management to support strategic decision making
- Demonstrated consultative team management approach
- Good communication skills (both written and spoken) including report writing
- Demonstrated commitment to CARE values (Respect, Excellence, Diversity and Integrity) and teamwork
- Advanced computer skills.
