Organizational Setting and Reporting
This position is located within the United Nations Assistance Mission for Iraq (UNAMI). Most of the functions of these positions are located in the Project Office, Baghdad. The Project Budget Officer will report to the Chief Budget Officer. S/he will have a functional reporting relationship to the Project Engineer and Chief Mission Support.
Responsibilities
Within delegated authority, the Project Budget Officer will be responsible for the following
duties:
GENERAL:
Review, analyse and finalize the preparation of the cost-plan and its revisions on the basis of project engineer submissions, taking into account recommendations and decisions of the project steering committee and management.
Provide substantive support to relevant intergovernmental and expert bodies in their review of the cost plan and its revisions.
BUDGET PREPARATION:
Review and analyse data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from the project engineer and Chief Budget Officer.
Provide support to managers with respect to the elaboration of resource requirements for budget submissions.
Provide substantive support to relevant intergovernmental and expert bodies in their cost plan review.
BUDGET ADMINISTRATION:
Issue allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
Monitor budget implementation and determine/recommend reallocation of funds when necessary.
Monitor expenditures to ensure that they remain within authorized levels claims;
Review all requisitions generated by the Mercury system for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
Administer and monitor the Trust Fund, including review of ToRs and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
Prepare relevant documentation with respect to budget performance submissions.
Review and make appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
OTHERS:
Keep up-to-date on documents/reports/guidelines that have a bearing on matters related to the Trust Fund, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures;
Perform other related duties, as assigned.

Education
An advanced university degree (Master's degree or equivalent) in Business & Administration, Finance, or a relevant combination of academic qualification and extensive experience in areas such as finance or other directly related fields. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in budgeting and financial management systems. Successful completion of work in a section of the mission or peacekeeping budgets or demonstrated leadership of a team of staff working on a number of budgets.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
