Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community. UNEP's Division of Environmental Policy Implementation (DEPI) provides technical assistance and advisory services to international and national partners, for implementation of environmental law and policy, strengthening the environmental management capacity of developing countries and countries with economies in transition. The United Nations Environment Programme (UNEP) Post-Conflict Branch (PCDMB) provides environmental assistance to post-conflict countries by investigating environmental impacts of conflicts and providing capacity building and technical assistance for post-conflict environmental administrations.
The first reporting line of the CBNRM-CC expert is to the UNEP Programme Manager in Kabul and the second line is to the Operations Manager of the UNEP Post-Conflict and Disaster Management Branch (PCDMB) based in Geneva.
Responsibilities
The CBNRM-CC expert's role has two main components,
1. Senior technical assistance on GEF Climate Change Adaptation project management, advocacy and representation; and
2. Implementation of field aspects of UNEP Building Environmental Resilience in Afghanistan (BERA) programme, and supervision of all related UNEP staff and consultants in Afghanistan. This includes engaging with the related UNEP project on Eco-Disaster Risk Reduction.
Project Activities
The general activities of these projects are:
climate change adaptation
community-based natural resource management and community environmental resilience;
multilateral environmental agreements, including biodiversity, land, ozone, climate and disasters;
sustainable development (including urban environmental issues, such as ecological disaster risk reduction, pollution control, and environmental impact assessment);
environmental institutions (including at the provincial level);
environmental coordination and cooperation building
environmental research; environmental education, communications and outreach.
The CBNRM-CC expert shall be responsible for the overall field delivery of the Climate, Eco-DRR and Community Resilience projects, including the development of project partnerships and ensuring coherence and cooperation between projects. The CBNRM-CC expert is also responsible for support to the Programme Manager (PM) in coordination of financial and human resources. The CBNRM-CC expert will be responsible for project and progress reports and final reporting on the projects to the PM.
Operational responsibilities, Supervision of climate change project implementation. The CBNRM-CC expert will act as the UNEP representative to the NEPA project coordination team. This will entail meetings and ongoing liaison with government officials, especially the National Environmental Protection Agency, Ministry of Finance, Agriculture, Irrigation and Livestock, Rural Development, and the National Disaster Management Authority.
Represent UNEP to stakeholders and partners in Afghanistan: The CBNRM-CC expert will seek to promote effective dialogue and interaction of the UNEP with multilateral, bilateral and non-governmental organizations active in climate change, eco-DRR and community resilience projects cooperation and coordination in Afghanistan. The CBNRM-CC expert will act as the UNEP representative to the Afghanistan UN Sustainable Livelihoods, Disasters and Climate Change Working Group and play an active part in its processes, including the representation of the Climate Change project as a whole to the government and UN. The PM will maintain active engagement in particular with project partners from UNDP, FAO, and WFP.
Support Eco-DRR project with UNEP Geneva
Coordinate the development, implementation, monitoring and reporting of UNEP's Eco-DRR Project in Afghanistan. The expert will oversee the implementation of field-based interventions. He/She will also organize and conduct stakeholder meetings and other capacity building activities at the sub-national/community level, as required for project implementation. The expert will support implementation of a National Training on Eco-DRR as well as support and follow-up national-level workshops, organized in collaboration with the Geneva-based DRR Team.
Information and liaison activities: The CBNRM-CC expert will develop, in consultation with relevant partners in UNEP, information programmes and facilities with the aim of keeping the public well informed of the goals and activities of the climate change adaptation, eco-DRR and CBNRM projects, both in Afghanistan and globally, and foster strategic partnerships with non-governmental organizations, media and the private sector.

The expert will demonstrate openness in sharing information and keeping people informed about all aspects of the project as well as overarching UNEP work.
Teamwork – Ability to achieve organizational goals in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. He/She will support and act in accordance with final group decisions, even when these decisions do not entirely reflect his/her own position.
Planning and organizing–Ability to identify priorities, work to tight deadlines, handle concurrent projects and coordinate the work of others. He/She will be able to monitor and adjust plans, allocate appropriate amounts of time and resources for completing work and foresee risks and allow for contingencies when planning.
Education
Advanced university degree (masters degree or equivalent) in environment project management, administration or other comparative degree or related area. A first level university degree in a physical or geological science in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten (10) years of relevant and progressively responsible work experience; 7 in technical projects, working on climate change and development-related issues in developing countries, at least 5 of which are in a management role.
Technical skills and knowledge on climate issues, including adaptation and risk reduction.
Highly skilled in environmental management tools, as well as structure and policy for national environmental authorities.
Familiarity with the United Nations Framework for Combating Climate Change (UNFCCC) and Intergovernmental Panel on Climate Change (IPCC) methodology.
Languages
English and French are working languages of the United Nations Secretariat. For the post advertised, fluent written and oral English is required. Knowledge of Dari or Pashto is an added advantage.
Assessment Method
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
