Job Title: Programme Manager (Education in Emergency)
Place of work: Sittwe (Rakhine Regaion)

Reporting to position: Field Manager
Budget Responsibility: Maximum 8 direct reports TBD
Child Protection Level: 3 (The responsibilities of this post may require the post-holder to have one to one contact with children or young people.)
Job Purpose
Nearly one year after the inter-communal violence in Rakhine, education services for IDPs remain lacking, despite being prioritized by affected communities. The purpose of this role is to; initiate, lead and manage the planning, implementation, monitoring and evaluation of a quality protective and inclusive emergency education programme in the response to ongoing IDP situation in Rakhine that delivers immediate and lasting change for children.
Key accountabilities The national education manager will work closely with the international education manager to do the following:
Programme Management
  • Ensure efficient and effective delivery of a quality, child rights-based education programme – focused on achieving sustainable changes for children, with a particular focus on the poorest and most disadvantaged children.
  • Ensure timely and sustained access to quality and relevant emergency education services for affected children, including: establishment of safe temporary learning spaces; recruitment, training and ongoing support of volunteer teachers; establishment, training and support of PTAs.
  • Ensure that the programme takes steps to counter discrimination against children (on whatever basis it may be)
  • Ensure that the programme is conflict sensitive, does no harm and promotes peace-building initiatives, wherever feasible.
  • Ensure that the programme is integrated with and works closely with other sectors and programmes, particularly Child Protection and WASH.
  • Ensure the programme budgets are managed inline with the programmatic work-plan, working closely with Finance and head office operation's team to ensure accurate monitoring and financial and donor reporting. Programme development and quality:
  • Ensure the effective monitoring, evaluation and documentation of the programme implementation, identified points of learning and feed these into the design of future programme work
  • Maintain strategic overview of thematic area in Myanmar and keep up to date with any education related development of initiatives, particularly in Rakhine State.
  • Explore opportunities for improvement to, and/or expansion of existing initiatives, and support the development of new programmes and initiative in the area (including research)and the subsequent support for proposals development. Communication & Coordination:
  • Maintain regular communication with technical advisers in SCiM Yangon, to share progress and learning and to develop the relationship with the technical backstop.
  • Ensure high quality, accessible information about the programme is available for internal and external audiences (including current donors, SCI members and Head Offices, potential funders, etc.)
  • Represent the programmes to government, the UN and other international agencies, donors and the media, identifying opportunities to advocate SCiM's position and raise funds through building key stakeholder relationships.
  • Ensure that Save the Children education programmes are represented at and support inter-agency coordination, including communicating with the national level coordination mechanisms. Leadership and staff management:
  • Develop the programmatic and team work-plan in accordance with the grants and effectively manage the education team to achieve the programme aims and objectives and ensure accountability to beneficiaries and donors.
  • Ensure all staff understand their roles and responsibilities, are treated equally and transparently and provided opportunities for staff development.
  • Ensure all staff are performance managed in line with their team and personal work-plans and Save the Children policies and processes.
  • Ensure programme staff safety and security, and ensure all SCI policies and principles are upheld, particularly adherence to the Save the Children safeguarding policy. SKILLS AND BEHAVIOURS (our Values in Practice) Accountability:

Person specification
  • Bachelor's degree, and preferably post-graduate university degree, in subject related to thematic area.
  • Demonstrated skills, experience, and knowledge in education and emergency education area.
  • At least three years experience working and managing humanitarian programmes in Myanmar, of which at least 1 year is directly related to education.
  • Experience and knowledge of effective financial and budgetary control and managing grants.
  • Experience managing the construction of temporary schools would be an asset.
  • Ability to analyse information, evaluate options and to think and plan strategically.
  • Ability to, and experience of, delivering training in thematic area.
  • Good skills in proposal development.
  • An in depth understanding of national and international development issues related to the thematic programme.
  • Experience of managing and developing a team, and the ability to lead, motivate and develop others.
  • Excellent interpersonal, communication and presentation skills.
  • Strong written and spoken English, fluent in Myanmar language.
  • Commitment to and understanding of SCI's aims, values and principles.
  • Ability and willingness to travel as assigned
