Tasks and Responsibilities
The Political Party Registration Office Assistant will work within the Department of Democratization (DD), Elections Division. Under the supervision of the National Deputy Chief of Election Division, the incumbent will provide direct support to the implementation of the tasks of the Division regarding the 2013 municipal and mayoral elections, including: assistance with certification of political entities and their candidates as well as with the accreditation of observers. The incumbent:
  • Assists in the political party registration and certification process, and in candidate certification process, provides assistance in overseeing all legal deadlines for political entities and candidates;
  • Assists in accreditation of local and international observers;
  • Assists in the formulation and execution of the training program as well as seminars for political parties and candidates for the local elections;
  • Assists in the design and management of programme database to record and compare data (applications, rejections, locations and certification of political entities, candidates, observers etc.), relevant to the strategic management of the process;
  • Assists in other parts of the electoral process where there are clear interactions and overlap, including the voter list construction, voting programmes and counting and results project phases;
  • Acts as an interpreter for the international staff members; translate relevant documents necessary for the execution of activities, as required;
  • Performs any other duties as required.
Necessary Qualifications
  • Completed secondary education
  • Minimum 4 years of work experience in election administration, management and supervision, including established knowledge of specific election issues, especially in the Mission area, including one or more of the following: international and OSCE standards for democratic elections, election operations, public administration, civil and voter registration, political party training, voter education, media and elections
  • Good understanding of basic legal documents (constitutions, election laws and secondary legislation) and of various electoral and political systems
  • Experience in liaising with government agencies and NGOs
  • Ability to assist on planned activities including technical specifications and budget estimates of the relevant equipment, materials and services
  • Computer literate with practical experience in Microsoft packages
  • Excellent written and oral communication skills in English and Albanian languages
  • Ability to work with people of different nationalities as well as religious and cultural backgrounds
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
Remuneration Package
Monthly remuneration, subject to social security deductions is 946 Euro/month. Social benefits will include participation in the Vanbreda health insurance scheme.
