Background
OSCE Mission in Kosovo Project
The OMiK project Support to implementation of the Strategy for the Integration of Roma, Ashkali and Egyptian communities in Kosovo aims to help some of the most vulnerable communities in Kosovo enjoy their rights in a number of areas. Using the Action Plan of the Strategy for the Integration of the Roma, Ashkali and Egyptian communities (2009-2015) as a frame of reference, and picking up on the policy research and advocacy undertaken by the Communities Section in 2012, the project will combine work at central and local levels with a view to creating sustainable mechanisms and resources for communities protection.
These Terms of Reference are for an Associate/Consultant to support the achievement of the OMiK project's (No. 2100831) Result 4, "Enhanced capacities of the Inter-ministerial Steering Committee responsible for overseeing the implementation of the Action Plan of the Strategy for the Integration of the Roma, Ashkali and Egyptian communities (2009-2015)".
ODIHR Best Practices for Roma Integration (BPRI) Project
As mandated by the 2003 OSCE Roma and Sinti Action Plan (Chapter VII), ODIHR has been addressing the situation of Roma and related groups in crisis and post-crises situations in particular in the Western Balkans region, which has been affected by ethnic tensions and conflicts in 1990s. ODIHR pays particular attention to the situation of Roma, Ashkali and Egyptians, including the situation and reintegration of displaced persons from this community. Many countries in the region have developed Roma integration strategies and action plans, however, their implementation at local level and anticipated impact on the situation on the Roma people in the areas of education, employment, housing and access to services is a long-term process. Western Balkan governments have frequently expressed their willingness to enhance efforts in the implementation of action plans to ensure that Roma are truly benefitting from them. The international community can play a key role in supporting governments, nationally and locally, in this endeavour.
In 2011, ODIHR was awarded EU funding for a regional project in the Western Balkans to strengthen the capacity of national and local governments and mechanisms in dealing with Roma and related groups and enhance the integration of these communities into society. The specific objectives of the project are to: (i) enhance Roma participation in decision making of policies of their concern (ii) enhance access to civil registration and legal aid services for Roma groups, (iii) empower Roma to benefit from initiatives aiming to legalise or improve their housing situations, (iv) enhance Roma participation in public life and (v) foster cross border co-ordination and initiatives improving Roma participation.

Using the Action Plan of the Strategy for the Integration of the Roma, Ashkali and Egyptian communities (2009-2015) as a frame of reference, the project will combine work at central and local levels with a view to creating sustainable mechanisms and resources for communities protection.
These Terms of Reference are for an Associate/Consultant to support the achievement of the BPRI project's Result 2. "Governments supported in their policy making and drafting of appropriate legislation on legalization of informal settlements and social housing".
The Inter-institutional Steering Committee and the Associate role
The Inter-institutional Steering Committee (hereinafter the Committee) has an important role to oversee the implementation of the Action Plan. The post of Associate aims to support enhanced work by the Committee to ensure improved implementation of the Action Plan.
The Project Associate/Consultant will be recruited for an initial period of three months (tentatively 15 August to 15 November 2013) by OMiK. Thereafter, ODIHR, through their 'Best Practices for Roma Integration' project, will fund the post for additional three months (tentatively 15 November 2013 to 15 February 2014). [It is envisaged, but not confirmed, to extend the support to the advertised post for three more months in 2014.]
The Associate/Consultant will be supervised on a day to day basis by the Chair of the Committee and will be attached to their office in terms of physical location. Importantly, although a competitive recruitment process will be undertaken, strong preference will be given to candidates from Roma, Ashkali or Egyptian communities as the establishment of this post represents an important chance for members of the three communities to be involved in the central-level work undertaken on the Action Plan and Strategy for their three communities.
Tasks and Responsibilities
Under the supervision of the OMIK and ODIHR Project Managers and the Chair of the Committee, the engaged Associate/Consultant shall support the practical functioning of the Committee, provide support, advice and briefings for the Chair as requested, and will also liaise regularly with all relevant Kosovo institutions and mechanisms to contribute to information sharing and coordination concerning the implementation of the Strategy and Action Plan.
Specifically, the selected candidate shall undertake the following tasks over the period of the consultancy:
i) Undertake the required administrative and practical tasks for the smooth running of Committee meetings (e.g. scheduling co-ordination, circulating background material, arranging translation, any related logistics, etc.), including responsibility for all documentation such as confirming agenda, drafting and approving minutes or meeting reports, etc. Should outreach visits be required, to make all logistical and other preparation required.
ii) Advise the Chair of the Committee on key points as required or requested. For example, preparing a short briefing on segregation or security issues, or collating and summarising past reports, etc. Arrange briefings or visits / meetings with other interlocutors or representatives as requested.
iii) Exchange information and hold regular liaison meetings with other Kosovo institutions and mechanisms relevant to the Strategy and Action Plan.
iv) Other relevant duties as requested by the Chair, or by Committee members with the Chair's approval.
v) Regular meetings with OSCE and ODIHR during the period of the consultancy, including short reports on the work achieved in the post.
Objectives of the Associate post's support to the Chair of the Committee
1. To contribute to the improved functioning of the Committee, the body responsible for overseeing the implementation of the Action Plan of the Strategy for the Integration of Roma, Ashkali and Egyptian communities in Kosovo (2009-2015);
2. To enhance information flows and co-ordination among members of the Committee and between the Committee and other institutions and mechanisms mandated with implementation of the Strategy Action Plan.
Necessary Qualifications
a. Education
University degree in human rights, political science, social science, law, or other relevant subject.
b. Work Experience
Experience of work in Kosovo and on issues concerning Roma, Ashkali and Egyptian communities is required;
Minimum two years of work experience in a relevant field;
Relevant experience working with government, international organizations or NGOs;
Experience working on policy plans and commitments and with central government institutions;
Experience of support to or participation in inter-institutional mechanisms, e.g. committees, working groups, etc.
c. Key Competencies
Albanian or Serbian (advanced level written and spoken) is required, preferably both;
English (advanced level written and spoken) is desirable;
Sound knowledge of advocacy and policy processes;
Excellent communication and interpersonal skills;
Excellent skills in using Microsoft Office, including Microsoft Outlook.
Remuneration Package
Remuneration will depend on the selected consultant's qualifications and experience and will be based on the established OSCE consultancy rates applicable to locally recruited experts/consultants taking in consideration the local salary scale.
The selected candidate will be engaged for a period of six months beginning in August 2013, with the possibility for extension.
