Description
The OECD’s mission – Better Policies for Better Lives – promotes policies that will improve the economic and social well-being of people around the world. It provides a unique forum in which governments work together to share experiences on what drives economic, social and environmental change, seeking solutions to common problems.
The Climate, Biodiversity and Water (CBW) Division of the Environment Directorate undertakes research on the critical natural resource management issues of climate change, biodiversity and water. It provides policy-relevant analysis and recommendations that help countries to design environmental policies that are both economically efficient and effective in achieving their environmental objectives. The CBW Division also serves as the Secretariat to the OECD/IEA Climate Change Expert Group, which is a forum promoting dialogue and improved understanding of technical issues in the international climate change negotiations.
The CBW Division is looking for a number of climate policy analysts to support the OECD's programme of work on climate policy and green investment. This includes analysis, evaluation and assessment of national policies and international responses in a wide range of climate policy areas including mitigation, adaptation and climate finance, as well as broader green investment issues, including in specific sector such as clean energy and sustainable transport. The analysts will work closely with other OECD Directorates and the International Energy Agency, and some positions may be jointly managed with another Directorate.
Main responsibilities
1. Analysis and drafting
Analyse issues, draft and edit reports of current policy relevance for the programme of work of OECD in the area of climate policy and related areas such as green energy investment. This will include drafting of analytical papers, seminar proceedings, country case studies and synthetic reports.
Stay abreast of the relevant literature and conduct succinct literature reviews, analysis of documentary and statistical material, identifying relevant policy issues.
Identify and develop opportunities for developing tools and recommendations to assist countries and/or the international community with the design and implementation of climate change policies.
In collaboration with colleagues, design and conduct qualitative and quantitative analysis, including data collection exercises (e.g. questionnaires, country case studies and appropriate statistical analysis) and work with other OECD teams, such as the quantitative economic analytical team to develop and build on relevant modelling work.
2. Co-ordination and project management
Oversee projects or sub-projects effectively to meet deadlines, ensure high-quality deliverables, and manage multiple tasks.
Contribute to the organisation of seminars, conferences and workshops (internal and international).
Represent the OECD in relevant international and national fora and deliver presentations and papers.
Build and maintain a network of contacts with government policy advisers, and analysts and experts in donor agencies, international organisations, research institutions, universities and NGOs.
Contribute to horizontal and multidisciplinary projects, other outputs of the Environment Directorate and the OECD.
Supervise consultants or junior staff and participate in fundraising activities if and as needed.
Candidate’s profile
Academic background
An advanced university degree in economics, environmental economics, environmental sciences, environmental policy, public policy or a related field.
Professional background
At least three to seven years’ experience in conducting analysis of climate policy, preferably acquired in an international or national agency, or alternatively, in a research institute or organisation conducting relevant policy analysis.
Key competencies
Demonstrated ability to produce technically rigorous analysis of policies and practices, to identify their strengths and weaknesses and to propose workable improvements or alternatives.
Demonstrated knowledge and understanding of a range of climate policy topics (e.g., the economics of climate change, mitigation and/or adaptation responses, carbon markets, clean energy support policies, climate finance and investment, and green infrastructure finance).
Ability to work under pressure on multiple tasks, often to tight deadlines and with a minimum of supervision.
Demonstrated experience with project organisation and project management in research and/or policy contexts. Experience in fund-raising activities, and in managing consultants and junior staff and budget items, would be an advantage.
Experience with the organisation of large meetings, workshops and conferences with a diverse range of participants.
Practical experience in using standard software applications.
Communications and OECD official languages
Excellent communication and interpersonal skills including the ability to convey complex analysis simply and clearly and in a style and tone appropriately tailored to the audience and to make high quality and effective presentations.
Ability to draft well-structured, concise and easy-to read, policy-oriented reports in one of the two official languages of the Organisation (English and French).
Excellent knowledge of one of the two official languages of the Organisation (English and French) and preferably a working knowledge of the other.

Contract Duration
1-2 years fixed term, with the possibility of renewal.
What the OECD offers
Monthly base salary starting from 5,439.27 EUR exempt of French tax, plus allowances based on eligibility.
