MAIN RESPONSIBILITIES
In accordance with Agency policy and procedures, the incumbent:
(A) Follows-up on and supports the ESC Supervisors in the implementation of the strategy and achievement of objectives set for the centres; supports the ESC Counseling/Placement Officers in the implementation of the strategy and guidelines for trainings and placement interventions;
(B) Generates synergies and sets up a network between ESCs for information sharing on jobseekers' profiles, and on the availability of training and employment prospects for the Palestinian community;
(C) Assists the Employment Coordinator in the preparation of presentations, organization of field visits and other tasks, and in preparation of monitoring and evaluation reports; ensures that reports prepared by the ESC Supervisors are accurate and of high quality;
(D) Acts as the liaison between the Employment Coordinator and the ESC Supervisors for any issues related to the implementation of the interventions, and for communication purposes;
(E) In coordination with the Counseling/Placement Officers, ensures that the referral of jobseekers to skill training opportunities comply with the international standards of quality and decent jobs and with the strategy and guidelines developed by the Employment Coordinator;
(F) Provides day-to-day technical support to ESCs staff including monitoring Outreach Officers' activities;
(G) Coordinates with and informs, on a day-to-day basis, the Employment Coordinator about the ESCs' progresses, achievements, and main obstacles encountered;
(H) Follows-up with and assists the ESC Supervisors in the implementation of apprenticeships and on-the-job training component of the ESCs;
(I) Ensures that the Management Information System is properly functioning in all ESCs and it responds to the needs of staff;
(J) Performs such other duties as may be assigned.
PERSONAL & PROFESSIONAL COMPETENCIES
(A) Academic and Professional A university degree in sociology, social sciences, economics, business or management or other related discipline.
(B) Experience At least three years experience in development and management of employment generating projects.
(C) Language Good command of written and spoken English and Arabic.
(D) Competencies
i) Ability to build and sustain effective work relationships with multiple stakeholders to achieve a common goal;
ii) Demonstrated skills in programme management and administration;
iii) Strong communication, liaison, facilitation and problem-solving skills;
iv) Strong analytical and evaluation skills;
v) Flexibility, initiative and ability to work creatively in a stressful environment;
vi) Ability to use computer applications such as Word, Excel, Power Point and Internet.
DESIRABLE QUALIFICATIONS
i) Basic knowledge of placement and counseling services;
ii) Knowledge of Lebanon context and the employment issues affecting Palestine refugees.
ADDITIONAL INFORMATION The incumbent may be required to work beyond the regular working hours.
CONDITIONS OF SERVICE
Salary: Monthly basic salary L.L. 2,111,660.- Contract Duration: Fixed Term (Project Funded) - One Year (Renewable) Holidays: 30 days annual leave Dependency allowance: Dependent spouse: L.L 60,000 per month Dependent child: L.L 33,000 per month Pension: Provident Fund contribution
EQUIVALENCY
Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.
RECRUITMENT PROCESS The Recruitment process is based on the Agency's strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by the Human Resources Office and the Hiring Department. Only Short-listed candidates who fully meet the required criteria shall be contacted and undergo technical/practical tests and the candidates with the highest passing scores will then be invited to interview (see 'Technical and Practical Tests Required' below). The final recommendation for selection is based on the test results, interview assessment, Agency priorities and needs and the candidates' profiles. For all posts, the weight allocated for the technical/practical tests (listed below) is 60% and for the interview is 40%.

TECHNICAL & PRACTICAL TESTS REQUIRED Short-listed candidates will sit for one test:
  • Computer based technical test (100%).
The top 5 scoring candidates in the computer based technical test given, that none have scored less than 50%, will be invited for an interview.
