Vice Presidency Context
The Information & Technology Solutions (ITS) Vice Presidency is the World Bank's central function for the provision of information and technology services to the Bank's business units. The overarching objective of this function is to ensure that end-users have the information and systems to do their jobs at all locations where Bank business is being done. The management of most of the end-user IT services, business solutions and the underlying technology infrastructure is centralized with ITS. ITS is structured in a federated operating model with separate dedicated application development and management departments for each of the three Bank business lines:
Operations and Knowledge, Finance Complex, and Corporate Functions which also supports MIGA and ICSID. Each of business line application departments is lead by a CIO who works closely with a business line governance group to align the systems investment portfolio with the business priorities. Shared services of underlying infrastructure and applications platforms are provided by the Enterprise Architecture unit and the Technology Engineering and Infrastructure department. ITS also provides shared services to IFC.
The World Bank has adopted a three-year ITS Strategy that is centered on seizing value opportunities; creating agile delivery capacity; promoting standards; managing risks; and transforming the ITS Organization. Front office functions including strategy and outreach, innovation, budget, program management, information security, and risk management provide the enabling authorizing environment and control processes to help the ITS service and project managers meet the goals of the ITS strategy efficiently and effectively.
Unit Context
The Library and Archives of Development (LAD) is part of the Knowledge & Information Services Unit in the Information Management & Technology Network Vice Presidency of the World Bank. LAD provides information services to the World Bank Group (WBG). The Services are provided by three teams: The World Bank Group Library, the World Bank Group Archives, and the Internal Documents Unit.
This position is in the Library and will be located in Washington, DC, USA. Reporting to the Library Head and directly supervised by the Research & Reference Team lead, the Library Analyst will be part of the Washington, DC WBG Library to assist Bank Group staff globally. Focus will be on delivering research and training services to WBG staff as well as using technology to respond to the needs of all staff in any location.
The primary focus of this work would be to take regular shifts at our client facing reference desk, conduct research for WBG staff (our clients), and collaborate with librarians in our larger Library Network.
Library professionals also design and develop learning programs, especially to promote licensed content and library resources on a variety of topics of interest to staff. They design and implement marketing and outreach programs. They create and publish websites, and manage Web content. They assist staff in receiving and evaluating information.
Research Librarians engage with their colleagues in the field through Skype, video conferences and webinars, adding a global dimension to the role of LAD.
Individuals demonstrate expertise in various areas of information and library science. They have outstanding customer service, searching, teamwork, communication and support skills.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.
  Duties and Accountabilities:

  • Provide reference services, through one-on-one sessions, train users about databases available from the desktop, serving on the World Bank Group Library Research Desk responding to walk-ins, phone, Skype and email requests for research assistance.
  • Provide complex research services including electronic responses and literature searches to the Library clients within the specified Service Level Agreements;
  • Conduct research and deliver responses for the Library clients in HQ and the Country Offices.
  • Collection Development will be assigned within 3-4 sectors or topics of WBG's work. Select titles, both print and electronic, within assigned sector or topic areas. We cover Agriculture & Rural Development, Children & Youth, Education, Early Child Development, Energy, Environment, Gender & Development, Health, Nutrition & Population, Information & Communication Technologies, Infrastructure, Conflict Prevention and Reconstruction, Disability, Transport, Urban Development, Waste Management, Water Resources Management and Water Supply & Sanitation, Private Sector Development, Financial Sector and Trade, Emerging Markets.
  • Collaborate with the LAD Integrated Reference Desk to provide back-up as needed.
  • Provide input to the Learning and Outreach Coordinator to develop communications and classes targeting WBG staff.
  • Special Library projects as assigned with reports as deliverables.
  • Track & document research work, per statistics gathering guidelines, provide monthly highlights of work to supervisor to share with larger LAD and ITS community.
  Selection Criteria:

  • University Bachelor's or Master's degree in Library Science or related field. Minimum 3 - 5 years in functional position or related work experience in complex, global/business/market research or international development and/or delivering information resources.
  • Knowledge of commercial databases such as Thomson Analytics, Factiva, Bloomberg, credit rating agencies and other relevant business databases is a plus.
  • Business background or subject expertise considered a plus.
  • Demonstrated working knowledge of library trends, electronic products and expert searcher skills.
  • Demonstrated interest and understanding of the Bank Group's work and objectives.
  • Ability to analyze information and draw accurate conclusions.
  • Ability to work cooperatively in both physical and virtual environments that are multinational and multicultural, as well as the ability to be a self-starter and work independently.
  • Strong computing skills, (especially in Microsoft Office: Excel, Word, and PowerPoint).
  • Proficiency in English: excellent writing and presentation skills. Additional languages are a plus.
