Organizational Setting and Reporting
This position is located in the Department of Political Affairs in the Electoral Assistance Division. The incumbent will report to the Deputy Director and Senior Electoral Affairs Officer.
Responsibilities
Within delegated authority, the Human Resources Assistant will be responsible for the following duties:
- Oversees the maintenance of vacancy announcement files and tracking status of vacancy announcements. - Initiates, reviews, processes and follows-up on actions related to the administration of the Division, ensuring consistency in the application of regulations and procedures.
- Liaises between the Executive Office regarding on-going programmes and other administrative, financial and human resources matters; monitors processes and schedules related to the unit's outputs.
- Advises staff on visa matters.
- Assists in the organization and conducts of training courses and workshops.
- Provides logistics and administrative support to other staff.
- Ensures smooth and efficient information flow within the unit; prepares and processes confidential information; assists in the development of office administrative systems and procedures.
- Maintains and reviews organizational staffing tables.
- Monitors the status of expenditures and allotments. Records variations, updates budget tables.
- Maintains HR related automated systems and applications including automated databases containing HR related statistics and prepares periodic reports.
- Undertakes research on a range of HR related issues and assists in the preparation of notes/reports.
- Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval a variety of correspondence and other communications; performs budget preparation, input monitoring and implementation in IMIS, etc.; sets up and maintains files/records (electronic and paper); schedules appointments/meetings, monitors deadlines, etc.
- Provides orientation for new staff on relevant administrative procedures and practices and provides general assistance to other office support staff, as required.
- Assists in the preparation of presentation material. Performs a variety of administrative duties including preparing and/or processing administrative requests/documents (travel requests, expense claims, vouchers, visa applications).
- Performs other duties as required.

Education
High school diploma or equivalent.
Work Experience
A minimum of five years of experience in human resources management, administrative services or related area. Qualifying years of experience are calculated following the receipt of the high school or secondary school diploma.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of French is desirable.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Passing the Administrative Assessment Support Test (ASAT) at Headquarters or an equivalent recognised locally-administered test at a United Nations Office is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat.
