Program Overview

Pathfinder is seeking a Deputy Chief of Party/Advocacy and Partnership Specialist to provide overall strategic leadership and oversight for the Advocacy for Better Health program in Uganda. The goal of the Advocacy for Better Health program is to contribute to improvement in quality, availability and accessibility of health services. The purpose of the program is to increase the citizens’ voice for quality service delivery. The program shall also facilitate community input in developing and delivering better services. It shall lay the foundation for increasing citizen participation in the health sector and foster cooperation among civil society actors on issues of common benefit which shall strengthen the sector over the long term.

Position Purpose

The Deputy Chief of Party/Advocacy and Partnership Specialist will provide overall technical leadership to the project and transform the quality and delivery of advocacy interventions. S/he will influence public policies on international sexual and reproductive health while strengthening and broadening advocacy opportunities for Pathfinder in Uganda. The Deputy Chief of Party/Advocacy and Partnership Specialist partners with others to lead and build support, secure funding, and protect and advance sound policies for advocacy interventions. S/he will bring Pathfinder’s perspective, field experiences and vision to local governments, development partners, and civil society organizations including community based organizations to build advocacy capacity.

Key Responsibilities

•Oversee an integrated public policy program that monitors and responds to current and emerging trends in Ugandan legislative and regulatory actions that affect advocacy funding and policies globally.
•Work in close partnership with local governments, development partners, and civil society organizations, assure that Pathfinder is well represented and has a strong voice for advocacy intervention organizations within the broader NGO community. Expand and share professional relationships with strategic partners with the COP and others at Pathfinder.
•Raise awareness of Pathfinder’s programs and health impact by coordinating special events and meetings with country representatives and program partners.
•Complement the efforts of the COP to establish robust communication among sister agencies to ensure an informed and coordinated response to policies, and an increased engagement by partner organizations in advocacy. Support advocacy and community empowerment at the national level and reposition advocacy as a top agenda for CSOs.
•Represent Pathfinder in the broader civil society discussions around foreign assistance reform.
• Support capacity building and systems development for long-term sustainability.
•Work with Pathfinder leadership and technical, regional, and country staff to determine program advocacy and policy priorities.
•Work with the COP as well as leadership team to fully integrate public policy with program and fundraising activities. Represent COP as necessary.

Basic Requirements

• Masters’ degree or higher in Public Health, social sciences, international development or related field.
• Minimum of 10 years of experience in development working with on issues of advocacy and community empowerment.
• Minimum of five (5) years’ experience managing USAID-funded health programming.
• Demonstrated understanding and knowledge of advocacy, decentralization in the Uganda context, Uganda’s sociopolitical economy, health and education sectors.
• Experience interacting with host country government agencies including local governments, development partners, and civil society organizations including community based organizations.
• Demonstrated track record of leading, designing and delivering influencing, campaigning and advocacy programs shall be essential.
• Demonstrated ability to be a motivator and leader of change, drawing on excellent communication skills to drive transformation.
• Well-developed abilities to motivate and persuade at high levels (for organizational change).
• Experience in developing effective communication and advocacy strategies.
• Excellent judgment, conceptual and analytical thinking ability.
• Proven experience of capacity strengthening & advisory work, as well as facilitation, mentoring & coaching skills.
• Proven experience in partnership building and networking at various levels.
• Ability to address rights (women, children, youth and other vulnerable groups) in the
• design/delivery of influencing work.
