Purpose of the Position
Under the overall guidance of the Deputy Representative, accountable for the development, design, planning, implementation and management of the Education programme within the country programme. As chief of section, direct, lead and manage a group of professional and support staff to develop, manage and administer the sectoral or inter-sectoral programme. Promotes intersectoral partnerships in order to ensure that progress in education benefits to other programmes, in particular Health, Nutrition, Water and Environmental Sanitation, and similarly, progress in other sectors benefits to education. Contributes to synergize the work of United Nations in the implementation of the UNDAP in Tanzania.
Key Expected Results
1. Timely sectoral analysis, input and guidance provided for the Situation Analysis, and its periodic update completed for effective programme planning, development and management. Partnership with the stakeholders, including knowledge institutions, especially ADEM and TIE, strengthened to further the understanding of the challenges to access to and delivery of quality basic education and the realization of an equity and inclusiveness driven agenda in basic education.
2. UNICEF`s global goals and operational models (e.g. child friendly schools) effectively promoted through advocacy and policy dialogue with the government and local stake holders, as well as with other external partners operating in the Education sector. Lead UNICEF`s engagement with the ONE UN, the UNGEI/TGEI, GPE, ESDC and DPG Education processes to secure maximum advantages for childrens` issues and to accelerate progress in achieving the Millennium Development Goals 2 and 3.
3. Technical leadership and coordination with partnerships and collaborative relationships provided for key education programme documents as well as for capacity building interventions, ensuring promotion of knowledge management. Brings UNICEF`s child rights focus to bear in the planning, implementation and monitoring of such government led initiatives as the Big Results Now (BRN), The Education Reform Compact (ERC) and implementation/review of the Education Sector Development Plan (ESDP). Leads UNICEF`s support to the strengthening of the Inspectorate and the building of an IMIS
4. Quality of rights-based Education programmes effectively promoted, and coherence, synergy and value added to programme management process through results-based management. Gender/sex disaggregated data and inputs relevant to the Education programme provided. Lead the delivery of IECD, the Integrated Post Primary Education, the Life skills, the gender and the Whole School Development programmes
5. Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with country priorities and approaches defined in the programme strategy. Leads UNICEF`s Education work in the focus districts (MIN) and in Temeke and collaborates with other sections to achieve efficiencies and synergies
6. Education programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.
7. UNICEF and Government and all implementing partners` accountability ensured regarding supply and non-supply assistance, as well as disbursement of programme funds for the Education sector.
8. Effective communication and networking achieved through partnership and collaboration, focussing on the 3 priorities themes (the 3Es) and the 2 cross-cutting areas, Early child development and school readiness and Enhancing quality in primary education, which reflect UNICEF comparative advantage and expectation that donors and partners have on UNICEF ability to help country to achieve the MDGs.
Qualifications of Successful Candidate
  • Advanced university degree in the combination of the selective disciplines relevant to the following areas: Education; Primary Education, Economics, Social Sciences, or a field(s) relevant to international development assistance.
  • Ten years of relevant work experience at national and international levels in field programmes relevant to Education programmes. Experience working in the UN or other international development organization an asset. Background/familiarity with Emergency.
  • Fluency in English and a second UN language. Local working language of the duty station an asset.
  • A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree
