As a part of the Africa Regional Office [AFO] Sudan Project Center provides UNOPS services in Sudan. The UNOPS Sudan Operations Centre (SDOC) is based in Khartoum and works closely with the Government of Sudan and international partners to support humanitarian response, recovery and development initiatives. UNOPS SDPC is the United Nations sector lead for the Basic Infrastructure Sector in Sudan and helps partners achieve their project goals in sectors including: water resource management, education, census and elections, human resource management and mine action.
While being a project based agency, UNOPS is seeking to adjust its central program support structure to the expansion of UNOPS’ projects as well as its responsibilities as leading infrastructure agency. The role of the Project Support Officer will be to support the Project Manager by strengthening UNOPS institutional presence and quality of project management, specifically related to the project/s of the Project Manager, in the areas of business development, project planning,reporting, monitoring and evaluation, coordination and project financial management.
Functional Responsibilities
Reporting to the Programme Manager, the National Programme Officer will be responsible for, but not limited to the following functions and responsibilities:
  • Take routine decision on administrative processes based on clearly established authority and guide lines to ensures strategic direction of project operations;
  • Ensures effective and efficient financial resources management;
  • Support the Country Programme Manager in annual planning and reporting as well as in resource mobilization;
  • Represent the office in key strategic meetings with other partners as may be advised by the programme coordinator;
  • Ensures, in close consultation with Project Managers and Support Team, the effective application of RBM tools, elaboration of coherent work plans, regular donor progress and impact reports, project and programme documents and proposals, monitors the project work plans, project effectiveness and achievement of results and provides inputs to the Strategic Results Framework and Results Oriented Annual Report;
  • Develop and maintain database to monitor the status of activities under the programmes and various projects, including financial levels renewal deadlines, individual and contract deadlines and delivery;
  • Develop a pipel Contributes to the identification and synthesis of best practices and lessons learned for organizational sharing and learning;
  • Ensures project compliance with corporate rules and regulations in the field and management of procurement processes and logistical services;
  • Draft and prepare project quartertly report including high lights and quality assurance reports
  • Reviews and analyse micro project documents prior to Project Board meetings to ensure that project objectives, costing and presentation of proposals are in line with the Organizations policies and procedures;
  • Manage all aspects of project implementation and monitors the progress of all micro projects under his responsibility; identifies operational and financial problems and solves them by taking appropriate action;
  • Support Programme Manager in conducting partnership and resource mobilization efforts of UNOPS thematic focus;
  • Contribute to the coordination of design, preparation, submission and approval of project proposals and requests for project development financing;
  • Ensures monitoring and evaluation of the projects, including regular field visits and support to the organization of Project Board and Outcome Board meetings and reports on project progress and constraints;
  • Drafts correspondence to all parties concerned and prepares quarterly reports.
  • In consultation with the Programme Manager propose changes to project components and budgets in order to attain project objectives more effectively and in accordance with recipient State Governments, and other relevant stakeholders or funding agencies as may be required;
  • Identifies and propose to the Programme Manager as required, suitable implementation partners, consultants/experts etc; prepares relevant terms of reference, ascertain their availability, and request finance and administrative officers to undertake recruitment action.
  • Brief project personnel on project's objectives and components and on UNOPS implementation modalities and operations.
  • Maintain regular contact with partners, prepare briefing materials in respect of project and ensures at all times that UNOPS regional office are informed on project status;
  • Ensures that all completed micro projects are closed in accordance with UNOPS rules and that final evaluation reports are received;
  • Draft research and short notes to share experience and lessons learned from partners;
  • Perform other related duties as required.
Monitoring and Progress Controls

EducationBachelor Degree in engineering, natural resources,environment, water management or other relevant fields is required; Masters Degree is an asset;
Experience
  • At least 4 years of practical experience in project management, programme and other related field is required;
  • Relevant work experience in Sudan is required;
  • Experience in the application of computer software for required work functions;
  • Knowledge of UN core values, rules and regulations is an asset;
  • Experience in communication and report writing is an asset;
  • Fluency in written and oral English and Arabic is required;
