Context:
Under the overall supervision of the Chief of Mission and direct supervision of the Programme Manager (Data Management Unit) in IOM Tanzania and in close coordination with the ITC Software Development Unit in IOM Geneva, the successful candidate will be responsible for gathering requirements, solution design, development, testing, implementation, end-user training and maintenance of the software required by the project to develop the 'Registration Database for irregular migrants in Tanzania' and other such databases required for the projects managed by the unit.
Core Functions/ Responsibilities:
  1. Develop and maintain the 'Registration Database for irregular migrants in Tanzania', and its integration in Tanzania's immigration processes, including their Border Management Information System (MIDAS). The purpose of the database is to gather and process information on irregular migrants registering for assisted voluntary return or resident permits.
  2. Design, develop, test and deploy databases, software and other technology solutions (including. mobile applications) and compilation of business requirements, technical specifications, user and technical documentation in line with ITC policies and standards. This should include definition of user roles and controlled access to respect data protection and confidentiality.
  3. Develop and implement proper backup/restoration, data validation and security procedures to ensure data integrity and availability of data.
  4. Provide technical support and capacity building on Database development and maintenance to the local authorities/counterparts.
  5. Recruit and manage training of staff, as needed, staff directly involved with data entry and processing (Database Assistants, Data Entry Clerks and Data Verification Assistants) to ensure the quality of data entered to IOM databases.
  6. Secure consistently available computer services, support training and maintenance of all computer systems used for information database systems.
  7. Work closely with field offices to provide technical support for the usage of the information and database systems and design other data databases and auxiliary information sub-systems for existing or new programs and projects.
  8. Support in reporting and analyzing data for donors and stakeholders, assuring data consistency, giving statistic information and mapping of collected data.
  9. Design other databases and auxiliary systems for existing or new programmes and projects in IOM, as required.
  10. Implement training to Database developers and administrators and define minimum requirement for national database administrator, inclusive of identification of relevant training for international recognized certification.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience
a) completed advanced university degree from an accredited academic institution in Computer Sciences or a related field;
  • two years of relevant professional experience (four years for candidates holding a first level university degree) in the areas of administration of multi-site IT infrastructure;
  • previous experience in Database Information Systems development, preferably in support of government systems;
  • at least one year of experience using two or more of the following tools: Access, VB.NET, C++. NET framework, Java, ASP.NET, SQL or Oracle (MCP certification in any of these products an advantage);
  • experience in the development and implementation of population database systems (e.g. migrant registration, censuses, household surveys).
Languages Fluency in English required.

Background
UNDP GEF has committed USD 2.63 million to improving sustainable land management on the highlands of Mount Kilimanjaro. The project is an outcome of over five years of stakeholder consultations and analysis of human induced land degradation challenges of the Kilimanjaro ecosystems of local, national and international importance. The project is built on Pan African multi-partner initiative ‘TerrAfrica' which aims to reduce poverty and land degradation by overcoming barriers and bottlenecks to Sustainable Land Management (SLM)
The four key barriers in the region have been identified as:
  • Limited livelihood opportunities other than utilizing natural resources
  • Weak incentives for adaptation of SLM
  • Weaknesses in the policy, planning and institutional environment that influence SLM
  • Inadequate skills at all levels required for promoting and/or adopting SLM
The project aims to remove these barriers through multi-level approach. At the local level it will strengthen the capacity and incentives for SML through participatory planning processes involving local institutions and knowledge systems. This will be complemented by a national level dialogue on SLM which will facilitate national level stakeholders to identify ways to adopt a systematic approach to SLM.The project has four main components namely:
  • Policies and institutional set up supporting improved SLM, PES and natural resource governance
  • Market support to expansion of livelihood options in Kilimanjaro to increase incomes and reduce pressure on agriculture and natural resources
  • Increase knowledge, skills, technologies and capacities for change for adaptation of SLM
  • Accumulated knowledge and lesson learned through the project are to be used to upscale SLM in the region and in the country.
Duties and Responsibilities
  • Effectively coordinate and guide a multi-disciplinary team to ensure that project outcomes are achieved
  • Ensure that project activities are delivered in timely manner
  • Work closely with relevant Government agencies, partner NGOs to ensure that the project contributes to SLM planning at regional and national level
  • Prepare work plans, budgets, reports according to the M&E matrix (including quarterly, annual reports) in collaboration with the project team
  • Provide regular updates to UNDP, VPO and other key stakeholders
Competencies
  • Advanced skills and extensive experience in natural resource management, sustainable agriculture, ecosystem planning and environmental mainstreaming in developing countries.
  • The post will also require significant experience in working with governments (both central and LGAs), NGOs and the private sector.
  • The project coordinator will communicate extensively, hence the need for strong communication and advocacy skills.
  • In addition extensive experience with project development, implementation and management is needed.

  • Minimum of a Masters or advance degree in environment, natural resources management, or related discipline

Background
The Global Environment Facility (GEF) in collaboration with UNDP has committed funds to support strengthening the Protected Area Networks in Southern Tanzania; by implementing measures that will contribute to improving the effectiveness of National Parks in addressing threats to biodiversity conservation. This project aims at creating a coordinated landscape management approach in the Greater Ruaha landscape (GRL) and Greater Kitulo-Kipengele landscape (GKKL) to serve as a shield against human-induced pressures on southern Tanzania's threatened biodiversity.
In addition, the project will provide planned, targeted and effective support to the operational capacity of core protected areas within those landscapes. These two landscapes will be managed for the conservation of biodiversity and landscape values, including aligned revenue generation opportunities and enhanced economic performance, for ecosystem services (which are better managed at landscape level) for optimum ecosystem functioning, and for sustainable protected area management.
Duties and Responsibilities
  • Analysis of the governance framework for PA management, including clarification of existing roles and mandates of different government institutions as well as other entities; a preliminary assessment of the suitability of different potential PA management models (community co-management; private sector involvement; PA Boards; other stakeholders; participatory planning, etc.) in GRL and GKKL landscapes; and recommendations of priorities and strategies for how the project can improve the PA landscape governance framework;
  • Analysis of the institutional operational practices for effective land use for economic development and biodiversity conservation and their capacity, focusing particularly on existing mechanisms for empowerment, planning, monitoring and regulation of biodiversity conservation as it relates to Protected Areas, land management and livelihoods support systems; and, recommendations for the project;
  • Review of PA system, institutional management structure and operational practices including reporting, decision making functions and financial flows as well as analysis of existing institutional frameworks against coordination, conservation and sustainable development objectives;
  • Identify needs and opportunities for strengthening operational capacities of the institutions that will support project implementation on planning, monitoring and regulation at each level. Make recommendations on project strategies for capacity development in these areas, including an implementation strategy for the effective governance at the landscape level;
  • Assessment of existing landscape management plans and identify gaps and recommendations on measures for strengthening and rationalising management and institutional arrangements. Capacity assessment and capacity development strategy for PA management i.e. identify needs and opportunities for strengthening capacity of the institutions on planning, monitoring and regulation at each level; make recommendations on project strategies for capacity development in these areas; including an implementation strategy for the effective governance at the landscape level;
  • Analysis of governance and organisation at community level and , focusing particularly on existing mechanisms for planning, monitoring and regulation of PAs and biodiversity resources, effective participation in the tourism business, and their effectiveness; and, recommendations for the project. Objectives

Objective of the role Under the administrative authority of the Resident Representative and in consultation with the Administrative and Finance units at Headquarters, the incumbent will among others:
  • Manage administrative services including accounting and budgeting, human resources and facilities; and

Duties and responsibilities
The incumbent's specific tasks will be as follows:
  • Prepare the administrative and capital budgets of TZFO in compliance with the schedule set by the Budget Department at Headquarters;
  • Monitor expenditures in accordance with the Bank's internal control rules and procedures and prepare periodic reports and where appropriate propose revisions;
  • Implement financial management and reporting procedures and controls to improve service efficiencies, identify savings and promote the efficient use of resources;
  • Review monthly financial reports and periodically prepare reports, statements and schedules to facilitate the audit of the Field Office by the Bank's Auditors;
  • Maintain personnel records including benefits in accordance with the Bank's Human Resources policies and instructions;

  • Prepare and monitor service providers' contracts;
  • Institute sound stock keeping for office supplies and maintain inventory records and a fixed assets register of Bank property and equipment;
  • Control the processing of mission expenditure advances and balances;
  • Prepare and follow up the processing by Government of requests for tax exemptions, long stay visas, diplomatic and international organization cards and registration of the Bank's vehicles and staff members;
  • Handle and follow up the processing of visa applications for official missions and all other Bank official documents; and
  • Submit reports on personnel management; Manage office staff benefits in accordance with the Human Resources policy and instructions in force; Assist the Resident Representative with consultant recruitment and staffing issues.
  • Oversee the staff members responsible for airport arrival and departure formalities for Executive Directors and Governors, and all other personalities invited by TZFO.
Selection Criteria
Including desirable skills, knowledge and experience
  • At least a Master's degree in Accounting, Finance, Audit or Administration.
  • Membership to an internationally recognized professional accounting body (CA, CPA, ACCA or Expert Comptable) and a degree in Human Resources Management would be an advantage.
  • Minimum of four (4) years relevant experience including 2 years in an accounting firm or in an international/multinational organisation plus 2 years' experience in a public or private sector organisation;
  • Proven ability to work effectively in a team-oriented, multi-cultural environment and to deliver under pressure;
  • Strong written and verbal communication skills in English.
  • Competency in the use of Microsoft computer software, especially MS Office 2010. Knowledge of SAP S/R would be an advantage.
Terms of Employment
Three years on a fixed term contract with possibilities of renewal based on performance unless otherwise specified.
This position does not attract international terms and conditions. Incumbents of the post will be considered as local staff and will therefore not have international status.

Responsibilities

Benefits of trade for majority of ordinary small farmers and small enterprises are often no fully realized because trade takes place in a situation where value chains are either lacking or not properly developed. Hence the link between trade development and poverty reduction has not been fully appreciated and at best is given a secondary consideration in formulation of development plans and programmes. Tanzania has high potential for production and trade in organic agricultural products (such as honey) if value chains for these products can be properly developed. These will have both environment conservation and income benefits to small holder farmers.
Deliverable 1: Inception report submitted to Ministry of Trade proposing the methodology for the study
Deliverable 2: Final report of the study including presentation of key findings in a formal stakeholders meeting
Project Background:
The purpose of the consultancy is twofold, (i) To conduct a mapping exercise on production of one product value chain (honey) using at least two selected districts known for their high but unexploited potential (Njombe and Siha districts) and (ii) To develop innovative value chain solutions and a summary of recommendations for each of the two products for the selected districts. The results of this consultancy will then be used as models for up-scaling and replication in other districts in Tanzania with high potential for these products.

Background
Since gaining independence in 1961, the United Republic of Tanzania has carried out significant initiatives to improve governance and promote and protect human rights. Since the early 1990's the country has undertaken various public sector reforms including; financial management, local government, the legal sector and others aimed at improving transparency and accountability. Tanzania has ratified and domesticated a number of international and regional human rights instruments and set up the Commission for Human Rights and Good Governance (CHRAGG), an institution to further enhance the on-going human rights work in Tanzania.
In addition, the Government of Tanzania (GoT) decided to implement the recommendation from the Vienna Declaration and Programme of Action, on ‘drawing up a national action plan identifying steps whereby that State would improve the promotion and protection of human rights' (VDPA, Part II, paragraph 71).
Following this and in response to the recommendations by international mechanisms, a roadmap for the development of NHRAP was prepared and adopted. The implementation of this consultation and policy development road map was supported by UNDP, UNOHCHR under the auspices of the Delivering as One and through the leadership of the National Coordination Committee.
The first National Human Rights Action (NHRAP) plan for Tanzania is now developed, as well as a Monitoring and Evaluation Framework, and both are still awaiting cabinet approval. The comprehensive NHRAP seeks to establish a culture of human rights in the United Republic of Tanzania. Its main goals are to protect and promote the inalienable rights provided by the Constitution of the United Republic of Tanzania and the Constitution of Zanzibar, and to guarantee human rights according to international agreements entered into by the State.
Duties and Responsibilities
Creation of data collection system
  • Review the NHRAP commitments and the activities to be reported on by link officers
  • Carry out a desk review of relevant systems for the monitoring and evaluation of the NHRAP.
  • Initial targeted consultations with key stakeholders: CHRAGG, MoCLA, AGC and UNDP
Development of a scalable web based monitoring data system
  • Refine or Re-engineer, develop a scalable database
  • Develop data entry tools using appropriate technologies
  • Develop standard reports on agreed templates and provide tools for custom reporting
  • Develop client based querying tools for data retrieval
  • Ensure access to database for custom reporting and advanced analysis
  • Develop relevant import/export capabilities to pre designed templates
  • Develop client based export capabilities with Microsoft office, especially advanced Access, applications and Adobe Acrobat
  • Ensure daily database backup
Consultative process with CHRAGG and UNDP
  • Review the system and ensure that the reporting procedure for link officers is conducive to system input
  • Facilitate a practice session with focal persons within CHRAGG on an improvised report from a link officer.
Training of CHRAGG officers on the systems use and functions
  • Carry out two trainings for a pool of relevant CHRAGG officers to ensure clear understanding of how to use the system and how to train others to input directly.
  • Identify a focal person within CHRAGG to be responsible for the maintenance, report collection and updating of the system
  • Ensure that the second training builds on the first through interactive discussion and practical experience.
  • Create a short step by step guide on how to use the system as well as guidelines on reporting
The consultant is expected throughout the creation process, to ensure continuous dialogue with the Project Coordinator and UNDP on challenges and progress.
