WFP is an operational leader in engineering services. The WFP Field Engineering coordinates, designs, supports, manages and supervises the construction activities in our Country Offices, compounds and premises worldwide. The Project Engineer will be responsible for providing support in the technical, financial and administrative aspects of various engineering projects, and developing and coordinating emergency response capacity within the team, in coordination with team members and under the supervision of the Chief Engineer, WFP Field Engineering.
Key duties will include:
  • Within defined planning scenarios, review and prepare emergency-related plans, standard operating procedures, reconnaissance and assessment procedures;
  • Consult and coordinate with other departments and divisions within WFP and the UN community, and with appropriate NGO teams;
  • Participate in design reviews of special/innovative systems giving advice and recommendation;
  • Prepare commissioning procedures for emergency related equipment and installations;
  • Undertake preliminary or detailed designs (including drawings, schematics, masterplans, design calculations and reports, technical specifications) and requiring a detailed knowledge of the international standards and codes;
  • Research, design and evaluate engineering or emergency response products, equipment, systems and processes to meet requirements, applying knowledge of engineering principles. Develop and write performance requirements for product development or engineering projects;
  • Operate computer-assisted engineering and design software and equipment to perform engineering tasks;
  • Develop project budgets or preliminary and detailed costs estimations to implement civil, structural, electrical, mechanical or special systems within the projects (including feasibility studies and project schedules). Work-time estimates could be also required. Manage and report on project budgets and financial commitments;
  • Prepare, write and assemble project documents for engineering or construction projects, including drawings, technical specifications, contracts and tender packages; contribute to and manage tender evaluations and/or support corporate procurement procedures;
  • Read, interpret and critique/comment on technical drawings, schematics, and computer-generated reports;
  • Consult with other engineering and technical disciplines, and other personnel to implement operating procedures, and provide technical information; Research and analyse design proposals, specifications, manuals, and other data to evaluate the feasibility, cost, and maintenance requirements of designs and systems;
  • Conduct research that tests and analyses the feasibility, design, operation and performance of equipment, components and systems;
  • Recommend design modifications to overcome equipment, machine or system malfunctions and to improve construction quality and safety;
  • Establish and coordinate the maintenance and safety procedures, service schedules, and supply of materials required to maintain machines, systems and equipment in the prescribed condition;
  • Undertake missions to the field, when necessary, to provide assistance and support to Country Offices and Regional Bureaux teams, and be prepared to deploy as the Field Engineering immediate response capacity and to lead engineering effort in emergency operations;
  • Undertake project administration tasks and perform other related duties as required.
Qualifications & Experience Required Education:
  • University degree, preferably at the advanced level, in Civil or Structural Engineering;
  • Professional or Chartered accreditation by an appropriate national or international regulatory authority for Engineers. Experience:
  • At least 5 years of postgraduate progressively responsible professional experience in civil or structural engineering with solid experience in the overall management of engineering projects and activities;
  • Practical experience in fire engineering/rescue or emergency management is highly desirable;
  • Experience in engineering/construction, with focus of 'health and safety' is an asset;
  • Experience of working within the humanitarian community is desirable. Technical Skills & Knowledge:
  • Good knowledge of engineering design, in particular to the civil and structural fields;
  • Familiarity with public procurement procedures, international contract formats and construction management procedures;
  • Proficiency in MS Office (Word, Project, Excel, Powerpoint, Outlook) and other standard office software packages and systems;
  • Advanced knowledge of AutoCAD and other project management software;
  • General knowledge of UN system policies, rules, regulations and procedures governing administration is considered a plus. Competencies:
  • Ability to apply engineering skills and to participate in engineering projects, including preparation of cost estimates, research of data and preparing graphs, contracts and tenders;
  • Ability to deal with emergencies and planning;
  • Ability to identify and analyze complex engineering data;
  • Ability to write and speak clearly and effectively by exhibition of interest in having two-way communication;
  • Consistent with agreed strategies and able to identify priority activities and assignments;
  • Ability to allocate appropriate amount of time and resources for completing work;
  • Able to identify risks and allows for contingencies when planning;
  • Ability to establish and maintain productive partnerships with clients gaining their trust and respect;
  • Ability to see clients' point of view in order to identify their needs, provide efficient service and match clients' needs to appropriate solutions;
  • Ability to keep abreast of technological developments and its applicability and limitations to the projects;
  • Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds;
  • Ability to cope with situations which may threaten health or safety;
  • Flexibility in accepting work assignments outside normal desk description.
Language:
  • Working knowledge (proficiency/level C) of English and intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP's working languages);
  • Knowledge of French or Spanish is desirable.

Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
