Job: Urban planner

Description

Chemonics seeks an urban planner for the anticipated USAID-funded Strong Hubs for Afghan Hope and Resilience (SHAHAR) Program. SHAHAR aims to improve the performance and accountability of governance in Afghanistan by strengthening subnational governance to meet citizen priorities and needs in service delivery. The program will assist the General Directorate of Municipal Affairs (GDMA), mayors and municipal administrations, and municipal advisory boards. This position will be based in Kabul. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
 
Responsibilities:
 
The urban planner will work in close collaboration with the Ministry of Urban Development Affairs, GDMA, municipal officials, and citizenry to produce five-year urban plans, including economic development plans, and strategic land-use plans for each of the participating municipalities.
Qualifications:
 
  • Advanced degree in urban planning, civil engineering, or other relevant field
  • Minimum seven years of experience in urban planning
  • Strong technical expertise in composing economic developments plans, land-use planning, environmental compliance, fostering business-enabling environments, and aligning urban plans with citizen priorities, including women's priorities 
  • Experience designing comprehensive urban development plans in post-conflict or transitional countries strongly desired
  • Fluency in English required; fluency in Dari or Pashto a plus
  • Demonstrated leadership, versatility, and integrity
