Background
UNDP Solomon Island Office is part of the UNDP Pacific Office in Fiji, which formally came into existence in
April 2016, as a result of the realignment process of the former Fiji-based Pacific Centre and the UNDP Multi-Country Office. Amongst the programmes overseen by the UNDP Pacific Office in Fiji, UNDP Solomon Island programme is the largest, averaging 6 to 7 million USD delivery per year. Following the realignment exercise of the UNDP Pacific Office in Fiji, the office in Solomon Islands is going through an exercise to better align the SoI component with the implemented Suva structure.
In line with the programmatic focus of UNDP in the Pacific, the three programme units will be created and be headed by the Team Leader: Effective Governance, Sustainable Development and Resilience, and Inclusive Growth. In addition, there will be a unit dedicated to results based management and communications. The unit leaders will be directly reporting to the Head of Office/Country Manager and working closely with the Team Leaders and members based in Suva on programme formulation, oversight and implementation, as well as policy advice and advocacy to meet the development needs of the Government and people of Solomon Islands. For operations, the team in Solomon Islands will be working through the Joint Operations Center based in Suva to ensure efficiency and compliance of administrative services.
Under the guidance and direct supervision of the Operations Manager and in close coordination and guidance of the Finance Unit in the Joint Operations Center based in Suva the Finance Associate ensures effective execution of financial services and processes in CO and transparent utilization of financial resources. The Finance Associate promotes a client-oriented approach consistent with UNDP rules and regulations. The Finance Associate supervises the Financial Assistant and works in close collaboration with the operations, programme and projects’ staff in the CO, other UNDP offices, particularly the UNDP Pacific Office in Fiji (Joint Operations Centre) and other UN Agencies and with UNDP HQs staff for resolving finance-related issues and information exchange.
Duties and Responsibilities
Ensures implementation of operational strategies, adapts processes and procedures focusing on achievement of the following results:
  • Full compliance with UN/UNDP rules and regulations of financial processes, financial records and reports and audit follow up; implementation of the effective internal control framework;
  • CO Finance business processes mapping and elaboration of  the content of  internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management;
  • Drafting the cost sharing and trust fund agreements for projects and programmes, including liaison with the GSSC for follow-up.
Ensures administration of  budgets and  functioning of  the  optimal cost-recovery system focusing on achievement of the following results:
  • Presentation of researched information for planning and status of financial resources of the CO;
  • Preparation and modifications of budgets for UNDP management projects;
  • Timely  preparation  of  cost-recovery  bills  in  Atlas  for  the  services  provided  by  UNDP, implementation of the income tracking system and follow up on cost recovery.
Provides accounting and administrative support to the Finance Unit focusing on achievement of the following results:
  • Proper control of the supporting documents for all payments and review of vendor profile; preparation of all types of vouchers for management projects and PO vouchers for management and development projects;
  • Pay Cycle and payments execution;
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared and processed;
  • Reconciliation of Travel and Expenses module transactions (once implemented in the Office);
  • Timely accounts closure and timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Preparation and analysis of monthly financial oversight reports and reconciliations of general ledger accounts;
  • Reconciliation of General ledger and vendor accounts on a monthly basis;
  • Providing other administrative and Finance duties as required by Operations Manager and direct Supervisor.
Ensures proper CO cash and treasury management functioning focusing on achievement of the following results:
  • Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements.
  • Timely identification and recording of receipts for income application;
  • Daily review of zero-balance account bank statements in Atlas to monitor imprest level; identification and recording of contributions;
  •   Timely preparation of monthly cash flow forecast for use by Operations Manager. Liaison with UN Agencies to obtain estimate of their cash requirement;
  • Transaction and stop payment initiation on banking systems;
  • Preparation of Bank reconciliation account for all bank accounts maintained by the Honiara Office and also timely follow up and clearing of all reconciling items.
  • Updating and monitoring daily cash balance to initiate bank transfers and deals in Atlas, ensure transfer of funds on time to avoid OD position;
  • Updating Bank Signatory details and all relevant treasury documentation for the CO;
  • Preparation of monthly UN exchange rate report to Treasury.
Ensures facilitation of  knowledge building and knowledge sharing in  the  CO  focusing on achievement of the following results:
  • Organization of trainings for the operations/ projects staff on Finance;
  • Synthesis of lessons learnt and best practices in Finance;
  • Sound contributions to knowledge networks and communities of practice.

UNDP Accounting and Finance Training and certification
Required Skills and Experience
Education:
Secondary Education with specialized certification in Accounting and Finance. University Degree in Business or Public Administration would be desirable, but it is not a requirement.
A pass in the UNDP Accounting and Finance Test.
Experience:
6 years of progressively responsible finance experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language:
Fluency in English and language of the duty station.
