Background
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law.
The ODIHR Tolerance and Non-Discrimination Department is looking for an intern for a 6 months period starting in March 2014 .
Tasks and Responsibilities
The tasks will comprise of:
  • Assisting in monitoring the implementation of tolerance and non-discrimination commitments by the OSCE participating States, including research and analysis of developments related to tolerance and non-discrimination;
  • Assisting in the preparation of written materials including reports, overviews, briefing papers and/or documents on general or specific issues and/or specific countries or regions on tolerance and non-discrimination issues;
  • Assisting in the preparation and organization of events;
  • Note-taking;
  • Performing other related tasks as assigned.
Necessary Qualifications
  • Students in the final year of higher education (university or other accredited institution) at graduate or postgraduate level
  • or recent graduates or postgraduates in political sciences, international relations, law, international human rights law or other related fields.
  • Previous exposure and/or experience in dealing with human rights issues is an asset;
  • Good working knowledge of English, both oral and written; knowledge of Russian is highly desirable;
  • Proven competence in research and analytical writing;
  • Demonstrable organizational, communication and reporting skills;
  • Cultural sensitivity and judgment;
  • Ability to operate Windows applications, including word processing and e-mail.
Remuneration Package
The OSCE is not in a position to pay any remuneration or cover any expenses incurred by the intern during his/her stay nor reimburse travel expenses. Some compensation towards the cost of living may be offered to interns who do not reside in the place of assignment.
The selected intern may participate in the group health insurance scheme at his/her own expense, but the OSCE will cover life and accident/disability insurance. If the intern opts to arrange his/her own medical coverage, he/she shall provide evidence of medical coverage for the duty station he/she applies to, and for any eventual duty trip destinations.
The internship does not constitute a commitment to future employment with the OSCE.

In accordance with the mandate of ODIHR the Human Rights Department (HRD) assists participating States in fulfilling their obligations to protect and promote human rights and fundamental freedoms. The programme of work includes monitoring and analysis of human rights developments in the OSCE area and the provision of expertise and technical assistance to enhance compliance with human dimension commitments, with a particular focus that includes but is not limited to: human rights monitoring, human rights education and capacity building; enhancing the protection of human rights while countering terrorism; promoting respect for human rights and gender mainstreaming in the security sector, and emphasizing human rights aspects of combating trafficking in human beings.
The Anti-Trafficking Programme aims to assist OSCE participating States in complying with their OSCE commitments to protect trafficked persons and prevent trafficking in human beings.
Tasks and Responsibilities
Under the general guidance and supervision of the Senior Adviser on Anti-Trafficking Issues, the incumbent will be tasked with:
  • Contributing to the development and regular review of the Anti-trafficking Programme;
  • Identifying new key areas of concern through monitoring of developments in law, policy and practice and assessing the impact of anti-trafficking work;
  • Identifying, designing, implementing and evaluating anti-trafficking projects;
  • Building alliances and networks with international and national governmental and non-governmental actors, and independent experts; liaising with the anti-trafficking focal points in the OSCE field missions and other local implementing partners across the OSCE region;
  • Analysing and monitoring public policy, legislation, state practices and OSCE documentation affecting areas related to trafficking and human rights and providing advice and recommendations to the Senior Adviser on Anti-Trafficking Issues and ODIHR management;
  • Representing the ODIHR Anti-Trafficking Programme at conferences, meetings and events as appropriate;
  • Performing other duties as required.
Necessary Qualifications
  • University degree in social sciences, law or another related field;
  • At least six years of relevant professional experience, with at least two at an international organization;
  • Excellent knowledge of trafficking in human beings and human rights issues;
  • Strong project management and implementation experience in relation to anti-trafficking/migration;
  • Excellent oral and written communication skills in English; knowledge of another language relevant to the OSCE region, in particular Russian, would be an asset;
  • Excellent communication, negotiation and interpersonal skills;
  • Demonstrated gender awareness and sensitivity;
  • Ability to incorporate gender perspectives into substantive work and sensitivity to social issues related to trafficking in human beings, including those related to vulnerable groups;
  • Familiarity with anti-trafficking stakeholders;
  • Ability and willingness to deploy to the field, sometimes on short notice, for different types of monitoring missions.

Areas of work covered by the Department include monitoring and analysis of human rights developments in the OSCE area and the provision of expertise and technical assistance to enhance compliance with human dimension commitments; supporting the development of effective human rights education and capacity building; enhancing the protection of human rights while countering terrorism; addressing the relationship between human rights, gender and the security sector; and emphasizing human rights aspects of combating trafficking in human beings.
The Human Rights Education and Capacity Building Team is one of the five teams which are part of ODIHR's Human Rights Department. The Team designs, implements and monitors programmatic activities on human rights education and capacity building for government authorities, national human rights institutions, civil society in OSCE participating States, as well as OSCE staff in support of the mandate of the Human Rights Department in the human dimension area.
Tasks and Responsibilities
Under the supervision of the Deputy Head, Human Rights Department and in consultation with the Capacity Building Coordinator, the incumbent will perform the following functions:
  • Identifiying, developing, implementing and delivering capacity building programmatic activities and projects on key human rights areas of concern for/with government authorities, national human rights institutions, non-governmental organizations and OSCE structures and missions;
  • Monitoring and analyzing implementation of OSCE Human Dimension commitments related to human rights and fundamental freedoms with a view to identifying key areas of concern;
  • Providing advice and recommendations and preparing general and issue-specific reports and/or other background materials on incidents, priority issues and situations related to human rights for ODIHR management;
  • Responding to requests to the ODIHR on information about implementation of OSCE Human Dimension commitments related to human rights and fundamental freedoms in key areas of concern;
  • Performing other related duties as assigned.
Necessary Qualifications
  • University degree in law, political science, international relations, or social sciences, with a specialization in human rights; an advanced university degree in international human rights law is strongly preferred;
  • A minimum of six years of progressively responsible and relevant professional experience in the field of human rights including experience at the international level in an advisory function;
  • Significant experience in developing and implementing capacity building activities;
  • Sound knowledge of and/or experience in working with national human rights institutions strongly preferred;
  • Excellent knowledge of UN, Council of Europe and OSCE human rights standards;
  • Experience in designing and implementing projects;
  • In-depth knowledge of human rights monitoring and reporting methodology and practice;
  • Ability to work with minimal supervision and under pressure;
  • Professional oral and written communication skills in English; knowledge of Russian and/or other OSCE languages is desirable;
  • Computer literacy;
  • Ability and willingness to deploy to the field, sometimes on short notice, for different types of monitoring missions;

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
Tasks and Responsibilities
Under the general supervision of the OSCE/ODIHR Second Deputy Director/Chief of Fund Administration, the incumbent will lead and supervise a team of eight persons responsible for procurement (local and international), travel, conference, insurance, assets and inventory management. The incumbent manages ODIHR's processes and tasks in these areas and ensures the best value for money for the Organization and compliance with the OSCE rules and regulations.
The main duties include but are not limited to:
  • Planning and developing ODIHR procurement and contracting world-wide for diverse services and commodities required locally and at Election Observation Missions (EOMs); approving purchase orders up to the authorized limit;
  • Supervising the work of the Procurement Unit, including allocating work assignments, coaching, training, monitoring, and evaluating staff performance; preparing and monitoring the implementation of the Unit's budget;
  • Participating and assisting in the development and implementation of the OSCE's procurement and asset management policies and procedures;
  • Providing guidance, advice and support on procurement, asset and travel management policies and procedures to management and staff as well as advising potential suppliers on procurement procedures and contract management;
  • Reviewing procurement requests for completeness and ensuring that goods, services and related procurement and contract specifications are adequate;
  • Supervising the preparation and distribution of invitations to tender and monitoring each stage of the tendering process; supervising the identification of potential new suppliers and verifying prices by conducting regular market research; identifying new technologies, products and services and recommending them to management;
  • Leading/conducting contract negotiations including negotiating any contract disputes that arise;
  • Establishing and maintaining the work programme and schedule for ongoing and newly-planned contracts; maintaining good business relations with ODIHR's main suppliers;
  • Reviewing procurement transactions on a regular basis with a view to identifying areas of improvement and to checking compliance with the Common Regulatory Management System (CRMS);
  • Liaising and consulting with the corresponding sections in the OSCE Secretariat.
Necessary Qualifications
  • University degree in business administration, management, material management, commerce or commercial law or related field;
  • Minimum of six years increasingly responsible professional experience in procurement, logistics, contracting or supply management, with at least three years in a management role (including human and financial resources management);
  • A minimum of five years of experience working in an international environment for a commercial, governmental or non-governmental organization/company;
  • Knowledge of, and certification in public procurement procedures, such as certification from the Chartered Institute of Purchasing and Supply (CIPS), would be an asset;
  • Professional fluency in English with excellent written and oral communication skills; knowledge of another OSCE official language, particularly Russian or Polish, would be an asset;
  • Computer literacy with practical experience in ERP systems and other applications relevant to the job area;
  • Excellent communication skills, strong analytical and negotiation skills;

Remuneration Package
Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, will vary between EUR 4,958 (single rate) and EUR 5,311 (dependency rate) for P3 grade and between EUR 4,130 (single rate) and EUR 4,404 (dependency rate) for P2 grade. OSCE salaries are exempt from taxation in Poland.
Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15 per cent of the employee's salary to this Fund and the employee contributes 7.5 per cent. Other allowances and benefits are similar to those offered under the United Nations Common System.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

Background

The ODIHR Contact Point for Roma and Sinti Issues is the main OSCE body charged with specific tasks under the framework of the 2003 Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area and the recent MC Decision no 6/08 from Helsinki. The ODIHR Contact Point addresses issues either directly through its programmes and projects or by promoting and assisting participating States policy frameworks aimed at realizing objectives of the Action Plan. It seeks to involve and empower Roma and Sinti in all its activities.
Tasks and Responsibilities
  • Under the general supervision of the Senior Adviser on Roma and Sinti Issues, Chief of the CPRSI, the incumbent will develop and implement all programmatic activities and projects related to tasks assigned to the CPRSI in the Action Plan and/or as stipulated under relevant Ministerial and Permanent Councils decisions related to Roma and Sinti. More specifically, the incumbent will be responsible for:
  • As deputy of the Chief of the CPRSI, managing administrative aspects of the CPRSI and co-ordinating the work portfolios of CPRSI staff members;
  • Providing advice and analysis on all issues related to implementation of the Action Plan in the form of reports, background materials or talking points for the Senior Adviser on Roma and Sinti Issues, Chief of the CPRSI; representing the ODIHR CPRSI in the absence of the Senior Adviser;
  • Enhancing the CPRSI capacity as clearing house and its ability to provide quality and timely expertise/advice to participating States, state institutions and bodies, international organizations, Roma and Sinti organizations and civil society;
  • Developing and managing all projects and activities related to implementation of the provisions of Action Plan and MC Decision no. 6/08 and/or as response to emerging trends/developments/crisis situations or incidents regarding Roma and Sinti communities;
  • Maintaining communication and responding to all requests, calls, proposals, from participating States, international organizations and/or state bodies and institutions following consultation with the Senior Adviser;
  • Performing other related duties as required.
Necessary Qualifications
  • University degree in international relations, political science, social sciences and law;
  • At least six years of progressively related experience at national and international levels in the Roma and Sinti-related field either in a governmental office, civil society or in a scientific research institution;
  • Thorough knowledge of issues related to human and minority rights, especially regarding Roma and Sinti; excellent knowledge of the UN, CoE, EU and OSCE documents and programmes related to Roma and Sinti; familiarity with national Roma and Sinti politics and related regional and international initiatives;
  • Demonstrated experience in developing programmes and project management;
  • Ability to work under pressure and to meet deadlines; demonstrated initiative and sound judgement;
  • Managerial capacity and expertise; high organizational skills and an ability to work in a multicultural team;
  • Computer literate with word-processing, email and internet application skills;
  • Professional fluency in English with very strong drafting skills; knowledge of other OSCE languages and/or Romani would be an asset;
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds is required;

Background

Tasks and Responsibilities
Under the overall guidance of the Director of ODIHR and supervision of the First Deputy Director of ODIHR, also having a functional reporting line to the OSCE Secretary General in the latter's capacity as the Chief Administrative Officer of the OSCE, the incumbent, within delegated authority, performs the following duties:
Overall planning, development, management and delivery of administrative and logistic support required by the Office in fulfilling its mandate;

  • Advising programme managers on administrative policies and the management of financial, human and material resources, ensuring their budget proposals are in compliance with the administrative standards;
  • Ensuring human resources practices and institutional values such as gender equality are taken into account in the recruitment and administration of staff and that Staff Regulations and Rules are adhered to;
  • Implementing materials management policy in accordance with OSCE standards and practices;
  • Ensuring information technology and communications resources are in place and utilization and maintainance are in accordance with the OSCE standards;
  • Implementing the records and documents management system of the Organization in compliance with OSCE standards;
Monitoring and controlling the financial performance of the Institution;
Acting as principal adviser to the Director and First Deputy Director on all administrative and support aspects of the Institution's programmatic activities;
Acting as the Office focal point for the co-ordination of administrative support and oversight with the OSCE Secretariat;
Liaising with local authorities on administrative issues pertinent to the Institution.
Necessary Qualifications
  • Advanced university degree in public administration, business management, law or other relevant fields, specialization and/or experience in financial management would be an asset;
  • A minimum of fifteen years of progressively responsible professional experience at a senior management and policy-making level in an international and/or multinational environment;
  • Proven record of effective administrative, operational leadership and management skills;
  • Strong communication, team building skills;
  • Excellent analytical skills and a proactive approach to problem solving;
  • Computer literacy with experience in MS Office software and ERP systems, particularly Oracle;

Role Overview
A Principal Banker is sought to work in the Warsaw RO to play a leading role in originating, structuring and closing transactions in both the public and private sectors. The candidate is expected to travel within Poland and the region. This is a 9 month short-term contract with the possibility of further extension.
Key Responsibilities and Deliverables
The Principal Banker will be fully capable of working throughout the whole project life cycle. This will be accomplished through project screening, due diligence, structuring, negotiation, preparation, monitoring and disposal (if applicable) of projects with the focus on infrastructure and the energy sector. This will also include:
  • The technical preparation, appraisal, and implementation of investment projects, and be familiar with the financial structuring of projects (both equity and debt).
  • Credit and financial aspects of project development, including financial analysis of companies, production of financial projections and cash-flow models, companies valuations etc.
  • Participate in monitoring of existing investments, including preparation of regular monitoring reports based on meetings with clients, site visits, financial review and other research.
  • Project processing and project team member or when appropriate as Operation Leader (including due diligence, deal structuring and negotiations, preparation of documentation, presentation at the Bank's operations committee leading to successful closing).
  • Lead business development in Poland, in the areas being the Bank's country strategic objectives (with the focus on infrastructure and the energy sector), in close co-operation with the Sector Teams.
  • An important component of the job will be to participate in the work of the Team and to ensure guidance of junior bankers and analysts.
  • Liaise as appropriate, with the support departments of the Bank in relation to projects
  • Participate in the monitoring of the Bank's existing project portfolio in Poland.
  • Assist the Bank's policy dialogue with relevant parties on selected issues/projects
Essential Skills, Experience & Qualifications
Essential:
  • Minimum of 7 years of investment bank/project finance experience, from a major international bank/financial institution.
  • Good relevant degree from a leading university in the country of education.
  • Knowledge of the financial aspects of investments.
  • Track record or proven potential for being a 'deal maker', project generator and Operation Leader.
  • Relevant expertise in lending to and/or investing in the energy and infrastructure sectors.
  • Advanced financial skills with good knowledge of IFRS accounting.
  • Sound level of banking/lending skills with a strong credit background and demonstratable competence in structuring and executing transactions.
  • Sound understanding of business principles as well as regulatory issues in the energy sector.
  • Computer Literacy: Conversant with Microsoft Office and spreadsheet packages including financial analysis models.
  • Very good written and oral communication skills in English.
It would represent an advantage if the candidate can also demonstrate:
  • Work experience in project finance in emerging markets, including Central / Eastern Europe, particulalry in the energy and infrastructure sectors.
  • Knowledge of Polish language
  • Experience in managing a project team.

Tasks and Responsibilities
Under the supervision of the ODIHR Spokesperson/Senior Press and Public Information Adviser, the incumbent performs the following duties:
  • Developing, together with relevant ODIHR staff, publications in relation to ODIHR projects; compiling and editing general printed ODIHR informational material, including handbooks, background papers, fact sheets, etc.;
  • Proof-reading and editing all English-language publications, ensuring accuracy and consistency with ODIHR policy and house style, and authorizing edited material for publication;
  • Managing the production of the ODIHR Annual Report; compiling and editing contributions to the OSCE Annual Report;
  • Conducting part of ODIHR's regular press work, including acting as Russian-language media focal point and drafting and editing press releases as required; acting as deputy for the ODIHR Spokesperson in his/her absence;

Necessary Qualifications
  • University degree in political science, journalism, languages or other related field;
  • Minimum of four years experience in publishing and/or journalism;

Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15% of the employee's salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Background
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.
The ODIHR Contact Point for Roma and Sinti Issues (CPRSI) is the main OSCE body charged with specific tasks under the framework of the 2003 Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area and the recent MC Decision no. 6/08 from Helsinki. The ODIHR Contact Point addresses issues either directly through its programmes and projects or by promoting and assisting participating States policy frameworks aimed at realizing objectives of the Action Plan. It seeks to involve and empower Roma and Sinti in all its activities.
Tasks and Responsibilities
Under the general supervision of the Senior Adviser on Roma and Sinti Issues, Chief of the CPRSI, the incumbent will develop and implement all programmatic activities and projects related to tasks assigned to the CPRSI in the Action Plan and/or as stipulated under relevant Ministerial and Permanent Councils decisions related to Roma and Sinti. More specifically, the incumbent will be responsible for:
  • As deputy of the Chief of the CPRSI, managing administrative aspects of the CPRSI and co-ordinating the work portfolios of CPRSI staff members;
  • Providing advice and analysis on all issues related to implementation of the Action Plan in the form of reports, background materials or talking points for the Senior Adviser on Roma and Sinti Issues, Chief of the CPRSI; representing the ODIHR CPRSI in the absence of the Senior Adviser;
  • Enhancing the CPRSI capacity as clearing house and its ability to provide quality and timely expertise/advice to participating States, state institutions and bodies, international organizations, Roma and Sinti organizations and civil society;
  • Developing and managing all projects and activities related to implementation of the provisions of Action Plan and MC Decision no. 6/08 and/or as response to emerging trends/developments/crisis situations or incidents regarding Roma and Sinti communities;
  • Maintaining communication and responding to all requests, calls, proposals, from participating States, international organizations and/or state bodies and institutions following consultation with the Senior Adviser;
  • Performing other related duties as required.
Necessary Qualifications
  • University degree in international relations, political science, social sciences and law;
  • At least six years of progressively related experience at national and international levels in the Roma and Sinti-related field either in a governmental office, civil society or in a scientific research institution;
  • Thorough knowledge of issues related to human and minority rights, especially regarding Roma and Sinti; excellent knowledge of the UN, CoE, EU and OSCE documents and programmes related to Roma and Sinti; familiarity with national Roma and Sinti politics and related regional and international initiatives;
  • Demonstrated experience in developing programmes and project management;
  • Ability to work under pressure and to meet deadlines; demonstrated initiative and sound judgement;
  • Managerial capacity and expertise; high organizational skills and an ability to work in a multicultural team;
  • Computer literate with word-processing, email and internet application skills;
  • Professional fluency in English with very strong drafting skills; knowledge of other OSCE languages and/or Romani would be an asset;
  • Ability to establish and maintain effective working relations with people of different national and cultural backgrounds is required;
  • Demonstrated gender awareness and sensitivity, including an ability to integrate a gender perspective into tasks and activities.
