MANDATE OF THE DEPARTMENT:
The mandate of the Regional Support Teams is to provide leadership and coordinate support for an expanded UN system response to AIDS at regional and country levels. Promote, support, and provide guidance to the UN system in the region on Universal Access to HIV prevention, treatment, care and support and implementing the Global Task Team recommendations. Coordinate the development of strategic information and document the trends on the epidemic and the response as well as provide intellectual leadership on the status of the AIDS response in the region. Provide managerial support and technical advice and guidance to UNAIDS country offices.
Main tasks and Responsibilities of the Position:
UNAIDS is working with countries and civil society to move towards gender-transformative HIV responses that catalyze gender equality and social change for women and girls, drawing upon the UNAIDS Agenda for Accelerated Country Action for Women, Girls, Gender Equality and HIV.
Guided by the UNAIDS Strategy 2011-2015: Getting to Zero and in support of the 2011 HLM Political Declaration, UNAIDS key functions are to 1) provide strategic and intellectual leadership leveraging the comparative advantages of Cosponsors and partners for tangible results; 2) undertake evidence-informed political advocacy for firm political commitment to the achievement of the MDGs, in particular 3, 4, 5, and 6; and, 3) foster innovative partnerships, including with networks of women living with HIV and the women's movement, enabling synergies to leverage resources
Under the overall supervision of the RST Director, the Gender Equality Adviser will:
The incumbent will be assigned all or part of the following responsibilities:
LEADERSHIP FOR HUMAN RIGHTS AND GENDER EQUALITY: Proactively promote efforts and support UNAIDS to exert strategic leadership on human rights and gender equality at country level by providing strategic policy/programmatic guidance to UCO colleagues, cosponsors and, as necessary, to international partners on national human rights based and gender-transformative HIV responses, including human rights, law, gender equality and transformation, gender based violence, sexual and reproductive health and rights, ethical issues and rights-based programming and by establishing and strengthening alliances with civil society and movements for social justice in line with the local epidemic(s) and context and, working closely, as appropriate, with the Community Mobilisation and Networking Advisor.
EXCELLENCE IN NATIONAL PLANS, POLICIES AND FRAMEWORKS: Advise and guide country partners on the integration and implementation of HIV-related human rights and gender equality principles, norms and evidence-informed programmes in national legislative frameworks, HIV policies and plans and other relevant development plans, policies and frameworks, in line with the local epidemic(s) and context.
INFORMATION AND ACTION FOR SOCIAL CHANGE: Monitor trends and developments in, and support the assessments of, the legal and social environment within the country, in partnership with people living with HIV, women's movements, and members of key populations, and convene/catalyse partners who can exert positive influence to reduce stigma and discrimination, address harmful gender norms and practices and advance protective laws, gender equality and access to justice.
ALLIANCES FOR HUMAN RIGHTS AND GENDER EQUALITY: Provide support and engage key partners, including parliamentarians; women leaders; judiciary; police; Ministries of Justice, Interior, Gender/Women's Affairs, Development, Health, and Social Protection; National Human Rights Institutions; civil society organisations working on human rights and gender equality and groups/networks of key populations in the HIV response, working closely, as appropriate, with the Community Mobilisation and Networking Advisor.
ACCOUNTABILITY AND LINKS TO GLOBAL MECHANISMS: Leverage global accountability mechanisms and processes (e.g. UNAIDS Programme Coordination Board, UN reporting, including UN Women, Human Rights Council's Universal Periodic Review; human rights treaty body reporting; Global AIDS Response Reporting, CEDAW, ECOSOC, CSW) to reinforce mutual accountability and for political advocacy and mobilize resources.
DELIVERING AS ONE FOR RIGHTS AND GENDER: Closely collaborate with cosponsors and proactively facilitate human rights and gender equality policy and programmatic coherence across the work of the Joint UN Team on AIDS, Joint UN Team on Gender, and leverage synergies between the UN's work on HIV and its broader work for human rights and gender equality.

REQUIRED QUALIFICATIONS
Education:
Advanced university degree in law, social science, development, human rights, public health, women's studies, international relations and/or public administration, complemented by specialization in gender, law and/or human rights.

Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Job: Legal Intern - Regional Office for Central America and Cuba, Panama City

The office of the United Nations High Commissioner for Refugees (UNHCR) has an international mandate to protect refugees, persons whom have fled their country of origin due to well founded fear of persecution based on race, religion, nationality, political opinion, or belonging to a particular social group. The UNHCR Regional Office for Central America, Mexico and Cuba (RO PAN) is located in Ciudad de Panama. The internship position will be supporting the UNHCR protection focal point for Central America and Cuba in the achievement of four strategic priorities: improvement of the asylum systems, enhancement of durable solutions, prevention and reduction of statelessness and strengthening strategic partnerships. Within these four areas, some of the main functions include developing tools, identification of good practices, workshops (both internal and external), and identification of protection needs.
The internship position provides an invaluable opportunity to gain first-hand experience in a dynamic and high caliber multicultural team on the sub-region's most recent trends and developments in refugee studies. It provides experience in the preparation of internal and external documents, as well as a window into the complexities that face asylum seekers in the Central America today.
Responsibilities:
  • Monitor and identify trends in forced displacement in the region through news sources and partner offices.
  • Legal analysis and research.
  • Draft and update documents in both English and Spanish.
  • Assist in logistics and preparations for workshops including preparation of materials, workshop activities and logistics.
  • Assist in other tasks performed by RO PAN including preparation of case studies, presentations and materials.
Requirements:
  • A University degree in Law or a related field in Social Sciences
  • Familiarity with and/ or interest in Refugee Law, Human Rights Law and International Law or related areas. Preference will be given to those familiar with refugee protection and mixed migration flows.
  • Excellent communication, organization, drafting skills.
  • Fluency in English and Spanish (oral and written).
  • Ability to conduct functions on computer programs such as Microsoft Office (including Excel y Power Point)
  • As the staff travels frequently, an ability to work independently, with little supervision and keep to task is essential
Terms and Conditions:
This position is voluntary and unpaid thus no type of remuneration or financial assistance will be offered to the person contracted. Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Early Warning and Assessment (DEWA) is responsible for analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyse and promote international cooperation and action on the environment.
Under the supervision of the Chief, Capacity Development Branch of the Division of Early Warning and Assessment (DEWA), and in co-ordination with the Regional Director of UNEP'S Regional Office for Latin America and the Caribbean, the incumbent will perform the following duties:
Responsibilities
  • Responsible for the planning, direction and implementation of projects of the Division of Early Warning and Assessment in Latin America and the Caribbean (LAC);
  • formulate regional strategies and projects for the implementation of DEWA activities in LAC in consultation with regional governments and DEWA Headquarters;
  • Oversee development of the DEWA Programme in such a way that is responds to UNEP's global mandate as well as regional needs and priorities expressed by countries in LAC directly or through appropriate regional fora;
  • develop a network of partnerships with governments (policy guidance0 and expert institutions (technical expertise) for carrying our specific activities related to the implementation of the DEWA programme in LAC.
  • Develop regional budget for DEWA and oversee expenditure of funds/sub-allotments, including the development of contracts and Terms of Reference for staff and consultants, formulation of Memoranda of Understanding (MOUs) with partners;
  • develop fundraising strategy in agreement with UNEP Headquarters, establish links with major regional and global donors such as the Inter-American Development Bank, the World Bank and governments and undertake fund raising to help complement UNEP financing for the implementation of key DEWA activities in the LAC region and according to UNEP Headquarters fundraising policies and instructions.
  • Oversee the development of the Global Environmental Outlook (GEO) reports in LAC;
  • design training materials and oversee capacity building in integrated environmental assessment for regional and national partners, including the organization of workshops and the development of training sessions.
  • Guide and oversee development of regional inputs by DEWA technical staff and partners for the UNEP.net global environmental information system, including regional, sub-regional and national datasets (non-and geo-referenced) and images;

Background
UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP has a longstanding commitment to mainstreaming gender equality and promoting women's empowerment in its work. As the UN's lead development agency, with extensive field presence, UNDP has facilitated the integration of gender equality in the work of Country Offices through core and non-core fund investments and has initiated and implemented numerous innovative initiatives, some of them in partnership with UNWomen, that support both government and civil society work on gender issues.
UNDP is currently working its Gender Equality Strategy 2014-2017. The new strategy will be aligned with UNDP's Strategic Plan and will seek to ensure that the gender equality be central to the organization's strategic vision and planning for the next four years. In order for UNDP to sustain momentum and achieve measurable gender equality results, the organization has to continue restructuring itself and building its internal capacity to address the gender dimensions in all its work.
During the last 4 years (linked to the implementation of the first Gender Equality Strategy 2008-2013), UNDP has strengthened its capacity in Latin America and the Caribbean to support national counterparts to formulate policies, plans, programmes and projects promoting gender equality and women's empowerment through knowledge management.
The Regional Centre in Panama serves 24 country offices in Latin America and the Caribbean region. The overall priorities of the UNDP Regional Centers are to help countries in the region to better achieve development results through:
  • Provision of policy advisory, programme development and technical support services to UNDP country offices;
  • Implementation of regional programmes;
  • Building of partnerships and the promotion of regional capacity development initiatives.
The Regional Centres are organized along the lines of UNDP practice areas.
In general, when it comes to gender, the Latin American and Caribbean (LAC) region sustained important progress in the institutional reforms oriented towards achieving gender equality, in accordance with the Beijing Platform for Action and the signing of international agreements like the CEDAW, including constitutional changes, the approval of laws to protect women, the creation of ministries or institutions for women's affairs, civil code modifications and the adoption of policies aimed toward gender equality . Another advance related to the higher participation of women in decision making bodies is the recognition of topics in which they are directly affected such as sexual and reproductive health rights (maternal mortality, teen pregnancy), the care economy and violence against women, among others. Although there have been setbacks and general obstacles to the effective implementation of the laws (such as impunity and the lack of financing, evaluation and compliance), these reforms represent an opportunity to strengthen women's rights. Along with this, the strong presence of emerging groups (Afro-descendants, indigenous people, youth, and LGBTTI groups, etc.) is posing multiple demands to build a citizen democracy in various countries of the region.
At the same time the majority of the countries in Latin America and the Caribbean are facing a paradigm shift expressed in a growing family diversity and the transformation of gender roles within it. The latter is associated with the massive incorporation of women into the labor market. Between 1990 and 2008, the average female participation rate in Latin America grew more than 10 percentage points, ending the decade at 53%. These changes have led some countries in the region to respond to the new social needs through public policies oriented towards reconciling home and work lives from a social co-responsibility perspective. Social protection public policies that include the organization of care, laws regarding leaves of absence, as well as proposals for measuring time poverty are important advances from the last decades together with the adoption of legal frameworks oriented towards recognizing and guaranteeing labor and social rights. Likewise, and despite a higher level of education, women have been able to gain more access to employment but of lesser quality in terms of a decent job, meaning remuneration, social protection, stability and the exercise of their labor rights. The burden of family responsibilities is the basis for the discrimination and disadvantages that they experience in the labor market.
At the individual economic level, poverty affects women most severely since they lack the same levels of economic autonomy enjoyed by men. Moreover, women do not have/control their own income compared to men (57% of women do not have their own income vis a vis 20% of men in the rural sector and 43% women vis a vis 20% in the urban sector) and 86% of single parent households are headed by a woman (in urban sectors).
In the political realm, substantial advances have been achieved in terms of greater presence of women in parliaments and decision making spaces. The most decisive factor to explain this trend is the adoption of affirmative actions or quota laws. However, the region should continue advancing the parity agenda and also support women's decision-making capacities within a system of power steeped in imbalances and restrictions on women.
As the most visible manifestation of discrimination against women, violence against women and girls is one of the most widespread human rights violations, constituting a threat to democracy. It is a barrier to achieving peace, a public health and social justice problem, as well as a burden on national economies. It is violence based on gender inequalities and discrimination.
The Regional Bureau for Latin America and the Caribbean (RBLAC) Gender Strategy and Action Plan addresses these crucial gender issues and outlines UNDP's priorities for work in the region on gender equality and women's empowerment.
Post Specific Context:
The Gender Practice Area of the UNDP Regional Center was set up in 2009 with the aim of promoting technical, political and cultural changes to gender equality in Latin America and the Caribbean. To achieve this goal the Area should strengthen national capacities for gender mainstreaming, support country offices to address these key priorities and support the implementation of the Gender Equality Strategy in the region.
The Gender Practice Area develops several key regional projects among which include 'America Latina Genera, knowledge management for gender equality', 'Innovation, Knowledge, and Gender Equality in LAC' , 'Political Participation of Women in Parliaments and diversity' and 'Gender Equality Management System in private sector', among others. The strategies in which the Area work is based are knowledge management, building partnerships, South-South cooperation and capacity development.
Presently, the Gender Practice Area is comprised by a Practice Leader, a P-3 Gender Specialist, a Programme/Finance Associate and a regional project team 'Latin America Genera'. The area needs to make a shift in the qualification of its team facing the new changes UNDP is going to undertake in the next years, in order to implement and manage the current cross-practice projects, to widen the advisory services and to build on the current competencies of UNDP country offices and national counterparts to formulate policies, plans, programmes and projects in order to promote gender equality and women's empowerment. As the post also intends to create regional spaces for exchange and learning so that gender and human development are at the center of our interventions in the LAC region, a senior specialist is required.
This position will work with the Team Leader of the Cluster to improve services delivery and to coordinate and manage all aspects of the gender LAC projects portfolio to assure successful implementation.
Duties and Responsibilities
Under the supervision of the Gender Practice Leader, the incumbent will carry out different responsibilities for the provision of gender technical assistance to UNDP/UN Agencies initiatives; LAC UNDP Country Offices and LAC UNDP regional Practice/ Practice Areas teams and, through them, to governments and other national actors in the areas of gender and democratic governance, gender mainstreaming, knowledge management and communication. The incumbent will also support the gender team specifically on the coordination and implementation of the Annual Work Plan.

  • Coordinate and inform cross-practice collaboration in the RSC and capitalize on the approaches and tools in other practices,

  • Prepare the gender work plan to integrate into the RSC overall work plan;

Responsibilities
  • Act as the regional focal point for chemicals and waste MEAs:
  • Facilitate a coordinated implementation of UNEP's and the Chemicals and Waste MEA's programmes and facilitate the implementation of MEAs (COP and MOP decisions) in regions in tune with national and regional priorities;
  • Serve as the UNEP focal point for the capacity building programme for implementation of MEAs in Latin America and the Caribbean countries;
  • In collaboration with the Chemicals and Waste MEA secretariats, assist national MEA focal points on the issues to be discussed at forthcoming Conferences of the Parties;

JOB PURPOSE:
The M&E Adviser provides leadership and guidance to the implementation of corporate policies, procedures, principles, norms and standards at regional and national level, to ensure relevance, efficiency, effectiveness, sustainability, and impact of the work of UNFPA in Latin America and the Caribbean.
S/He works in close collaboration with the Evaluation Office/Division of Oversight Services (DOS) which is the custodian of the evaluation function in UNFPA, and Programme Division, and also maintains close links with Technical Division, and other HQs units. The adviser will work within an integrated and coordinated approach, which is fundamental to the Regional Office and UNFPA's overall strategy. The primary roles of the M&E Adviser are:
  • Strategic Results Support, in line with global, regional tools and strategies for the monitoring and evaluation of results
  • Monitoring of strategic development indicators at national and local levels with special attention to monitoring and visualizing the situation of the most disadvantaged and marginalized populations.

MAJOR ACTIVITIES/EXPECTED RESULTS:
A. Strategic Results Support
  • Provide support for planning, monitoring, reporting and evaluation of the regional, sub-regional and country programmes in the region, ensuring the design and implementation of robust results and resources frameworks, in collaboration with the CO, the SROs and DOS, the Programme and Technical Divisions;
  • Ensure the integration of evaluation findings in regional and country-level programming

B. Capacity Development
  • Conduct regional and country-level capacity-building initiatives and workshops in order to strengthen a culture of results and evidence-based programme management in UNFPA.
  • Participate in Evaluation Office and programme Division trainings and workshops.
  • Identify innovative evaluation methodologies and promote their incorporation into UNFPA operations;
  • Contribute to the development and adaptation of tools and guidance as well as training materials and manuals in monitoring and evaluation and support their use for capacity development of partner institutions and UNFPA staff in the region;
  • Organize support to country offices and the sub-regional office in strengthening of national and local monitoring systems, including monitoring systems that could track the situation of the most disadvantaged and marginalized populations.
  • Contribute in close coordination with the Regional Programme Adviser and other regional office staff, to the design and review of country programmes, the sub-regional programme and the regional programme.
  • Contribute to monitoring and analysis of reports on humanitarian, economic, political and social factors in development and management of population and development programmes, such as the UNFPA-supported country programmes and sub-regional programme;
  • Contribute to identify and validate regional monitoring and evaluation experts and institutions for the Fund's regional and international rosters;
  • Help build capacity of SROs and COs in the adoption and use of RBM techniques and tools;

C. Evidence and knowledge development and dissemination
  • Contribute to the analysis, synthesis and dissemination of state-of-the-art knowledge and new approaches to monitoring and evaluation practice, in particular best practices, and make recommendations for their adoption at regional and sub-regional levels;
  • Substantively contribute to the identification, documentation and dissemination of best practices / lessons learned;
  • Support the office of the Director in ensuring the incorporation of evaluation results and lessons learned in the updating of specific substantive strategies, policies, tools and approaches, and ensure their availability in the organizational system for lessons learned;
  • Submit regional and national programme evaluations and management responses to the Evaluation Office to be posted in the corporate website, and for publication in a timely manner;
  • Monitor, analyze, evaluate and synthesize results of regional and country programme interventions in the regional and sub-regional levels;
  • Monitor, analyze and evaluate national evaluation reports, synthesize evaluation findings and identify and disseminate lessons learned in monitoring and evaluation to improve the effectiveness and efficiency of the work of the Office and of the region; to draw attention to sub-regional realities, and to inform regional and global strategies, policies, procedures and tools;
  • Contribute to HQ initiatives on results-based programme management by ensuring integration of lessons learned from evaluation;
  • Co-ordinate with other UN regional evaluation units and professional evaluation bodies for thematic evaluations and other evaluation activities; and
  • Keep abreast of developments in the area of evaluation.
D. Quality assurance on results and evidence-based planning, monitoring, reporting and evaluation
  • Advise on the validity of the monitoring and evaluation of regional strategies and approaches;
  • Ensure that the evaluation findings and recommendations are available for and used in the design of the new country programmes, subregional programmes and other initiatives;
  • Develop and support a substantive quality assurance framework for the work of the Regional Office and assist/advise country offices in implementation of such framework
  • Assist country offices in preparing high-quality terms of reference for evaluations prior to their approval by the Evaluation Office, and helps to identify evaluators for pre-qualification by the Evaluation Office;
  • Manages regional-level programme evaluations as approved by the Evaluation Office in line with the revised UNFPA evaluation policy, standards and criteria;
  • Ensure that evaluations meet high professional standards in line with UNFPA Evaluation Policy and UN Evaluation Norms & Standards;
  • Support and nurture an evaluation culture within the Regional Office and the region and design;
  • Advise on and support monitoring and evaluation processes and quality assessments in all areas of work under the Division's responsibility;
  • Analyze and assess how findings of reviews, assessments and other studies related to UNFPA's areas of work are analyzed, disseminated and taken into account in ongoing strategic planning and programme development;
