Background
|
In keeping with global UNDP-UNHCR MoU and the guidelines on UN Joint Programme, with the overall goal to increase resources and achieve a sustainable development impact through collective efforts, UNDP and UNHCR have developed the joint programme for western Georgia.
Similar to the joint programmes currently implemented in Pankisi and Shida Kartli, the UNDP/UNHCR joint programme is designed:
- to assist the development a transitional strategy from direct individual humanitarian assistance to sustainable human development for all communities, including internally displaced persons (IDPs) in Samegrelo-Zemo Svaneti region; and
- to strengthen the national system of protection of IDPs and to enhance local development in a broader context of democratic governance, addressing poverty issues and promoting sustainable human development in the Samegrelo-Zemo Svaneti region, Georgia.
In addition to the direct impact of the programme, the complementary goals include:
- the creation of a model to be adopted by the Government and other development actors for supporting small holder farmers, as well as support the integration of IDPs;
- the enhancement of the protection capacity of UNDP staff on the issues relevant to the work with persons of concern to UNHCR and ensuring their inclusion in future UNDP actions[1];
- the expansion of the new approach as a system-wide best practice for both joint transitional programmes and collaboration between UN Agencies.
UNDP announces the vacancy of Project Coordinator to ensure effective management of the joint programme activities. Under the supervision of Skills Development Program Manager/VET Principle Policy Advisor the incumbent will carry out the following duties and responsibilities.
[1] Throughout the implementation of the current joint programme, UNHCR Georgia will continue to fully exercise direct protection monitoring and response, including promoting and overseeing a network of local and international NGOs and other partners and the establishment of referral mechanisms and targeted protection interventions.

Duties and Responsibilities
|
The overall objective of the proposed assignment is to provide support for ensuring effective management of the project and supervision and coordination of individual and institutional contractor’s performance focusing on quality control of the full cycle of income generation activities programming from formulation to implementation achieving the planned results.
Tasks and responsibilities:
The major tasks of the Project Coordinator are the following:
- Application of RBM tools, establishment of monitoring plan and targets and monitoring achievement of results; Regular monitoring visits to project sites;
- Oversight of planning, implementing and monitoring of the project’s Activity 1 and Activity 2, tracking use of income generation financial resources in accordance with UNDP rules and regulations;
- Provide support to the UNDP Georgia and the Program Manager in monitoring of project activities and evaluation.
- Provide regular reporting (Quarterly and final) on activities, outputs and outcomes, including lessons learned and respective recommendations;
- Provide support to the Program Manager in development of detailed work plans, including activities, financial, procurement and monitoring and evaluation plans;
- Provide support to UNDP Georgia and Program Manager in coordination, oversight and quality control of experts and/or contractors and sub-contractors;
- Provide support to UNDP Georgia and Program Manager in oversighting of communication activities of offices to make sure that they are in compliance with UNDP public outreach rules and promote overall goal of the project;
- Participate in review of the project and propose respective recommendations.
In addition, specific tasks and responsibilities of the proposed assignment include, but are not limited to the following:
- Advise UNDP Georgia and the Program Manager on the development context in Senaki, Abasha and Chkhorotsku;
- Advise and support to UNDP Georgia on the priorities of expansion of the project and additional resource mobilization;
- Provide technical support and guidance, as necessary, to project partners to ensure timely and successful implementation of the project interventions;
- Set partnerships among the project partners, including respective Municipalities, international organizations present in Senaki, Abasha and Chkhorotsku, communities and business society;
- Facilitation of knowledge sharing on project-related issues with UNDP and project staff, national counterparts and communities;
- Ensuring visibility of project results, and of all relevant partners, in line with UNDP guidelines;
- Perform other duties as required.
Arrangements
The Project Coordinator will report to the Program Manager/VET Policy Advisor and Component Leader for Skills Development in Agriculture.

Required Skills and Experience

Education
- Master’s degree or equivalent in the fields of business administration, economics, public policy, agriculture, education or other relevant fields.
Experience
- Minimum 5 year managerial working experience in the area of development;
- Experience of working with international organizations;
- Hands-on experience in the planning, implementing and monitoring of the development projects in the region;
- Practical experience of management;
Language Requirements
- Knowledge of Georgian and English.
