Background
Equality, Non-discrimination, and Anti-trafficking (ENA) Section's 2012 monitoring of the right to freedom of expression identified that the civil society is silent when it comes to reporting on freedom of expression and potential cases of violation of this right. Many cases of incitement of hatred through the media, or using public speech are being unreported. ENA will organize one two-day training workshop for 20 representatives of human rights NGOs on the topic of freedom of expression and hate speech.
The main topics of the training will be international standards on freedom of expression, freedom of expression in the media, and in the social networks, case-studies from the region. The targeted audience will be representatives of civil society organizations active in the field of human rights.
Objectives of the workshop
The workshop will have the following objectives:
  • Participants develop a solid understanding of freedom of expression;
  • Participants develop a solid understanding on identifying hate speech;
  • Participants acquire the essential skills needed for monitoring and reporting right to freedom of expression and hate speech;
  • Participants develop a solid understanding of international standards relating to freedom of expression as well as Kosovo legislation.
Tasks and Responsibilities
Objective
ENA requires the services of an experienced expert to deliver training on freedom of expression and hate speech to civil society organizations from Kosovo.
Under the supervision of the Equality, Non-discrimination, and Anti-trafficking Section (hereinafter: project manager), the lead expert/trainer shall prepare and conduct training on freedom of expression for approximately 20 representatives of civil society organizations active in the field of human rights in November 2013. He or she shall in particular:
1. Prepare training syllabus and provide materials to be printed as package hand-outs for participants.
2. Prepare PowerPoint presentations, material for workshops and examples relating to freedom of expression and freedom of speech. The main topics of the sessions/broken down in two days will be:
  • International standards and national legal framework on freedom of expression
  • Freedom of expression in the media and in the social networks
  • Monitoring and reporting on freedom of expression
  • Hate speech, cases of hate speech, how to identify hate speech
  • Monitoring and reporting on hate speech cases in the media
  • The role of civil society on promoting the right to freedom of expression
  • Case studies: reporting violation of the right to freedom of expression
  • Case studies: reporting on hate speech
3. Conduct one two-day workshop on right to freedom of expression and hate speech in Prishtinë/Priština
4. During both days of the training, actively engage in and facilitate discussion among participants.
Necessary Qualifications
Education
University degree in human rights, political science, social science, law, or other relevant subject
Work Experience
  • Minimum six years of experience in training on human rights issues, ideally freedom of expression
  • Experience developing training packages for civil society
  • Experience in training civil society organizations on identifying violation of human rights
  • Relevant experience working with UN agencies, international organizations and NGOs
  • Experience working on freedom of expression and hate speech
Key Competencies
  • English (written and spoken)
  • Sound knowledge of human rights reporting and international treaty bodies
  • Excellent communication and interpersonal skills
  • Excellent training and facilitation skills.
Tentative timeframe of engagement
The lead expert will be hired for three days in October/November 2013. The hiring process should start as soon as possible, given that the lead expert will need to deliver all the materials to the OSCE in advance for the consultation and approval process. The final plan of the training, with approved content, needs to be available two weeks before start of the training, planned to take place in the second half of November 2013.
Remuneration Package
Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
