Background Information and Project Objectives
Since 2011, hundreds of asylum-seekers and refugees have been abducted in Sudan and held for ransom and/or trafficked into slavery-like practices en route to Europe and beyond. They are abducted as they enter Eastern Sudan, or are taken by force from areas in and around Shagarab refugee camp, where the new arrivals are hosted. Having been misled by smugglers, others fall victim to traffickers when travelling from the East of the country to Khartoum in search of positive alternatives to the refugee camp context, or while trying to leave Sudan. Those subjected to kidnapping and trafficking face extortion and severe sexual and physical violence. In response to this problem, from August 2012 to September 2013, UNHCR and IOM jointly implemented a project to enhance the protection of refugees, asylum-seekers and migrants at risk of abuse by smugglers and traffickers on the way into, through and out of Sudan. To build on the positive results of the above-mentioned project and ensure sustainability, UNHCR and IOM have developed a joint strategy, which aims at assisting the Government of Sudan to address the phenomenon of human trafficking, kidnapping and smuggling of persons, enhance the protection of victims, and identify solutions.
Responsibilities
Under the supervision of the Senior Protection Officer, the Counter Trafficking Consultant/ Project Coordinator will manage the project team in Kassala and Khartoum, East Sudan and work in close coordination with colleagues from the protection units in Kassala and Khartoum. The project team is composed of the project coordinator, a psychologist, a project assistant, and interpreter and a caseworker. S/he will also work closely with IOM staff members in Khartoum in the implementation of joint activities.
The Counter Trafficking Consultant/ Project Coordinator will coordinate activities in the East of Sudan and Khartoum. S/he will work with support from a national project assistant to implement activities in the refugee camps, urban centres and host communities. S/he will also work closely with the Sudanese Commissioner for Refugees (COR) and other relevant authorities. The Counter Trafficking Consultant/ Project Coordinator will be responsible for the following:
  • Manage all aspects of the counter-trafficking strategy, including supervising staff, managing the budget, drafting strategy documents, reporting to donors and fundraising.
  • Monitor and report on all activities implemented under the Strategy in the East and Khartoum.
  • Liaise and lobby with police, immigration and other relevant actors to increase the protection of refugees against trafficking , including though improved coordination mechanisms.
  • Ensure the implementation of measures to improve security in the camps and the border area.
  • Organise capacity building training workshops for local authorities and partners, on refugee law and human trafficking.
  • In collaboration with the protection team, identify and counsel trafficking survivors; refer cases for provision of assistance and protection.
  • Engage with the refugee and host communities to increase their participation in countertrafficking initiatives.
  • Support the establishment and management of safe houses for victims of kidnapping and trafficking.
  • Prepare and coordinate information sessions and wide ranging awareness raising campaigns on the risks of kidnapping and trafficking.
  • Coordinate activities with IOM, UN agencies and Sudanese security actors.
Requirements
  • Post graduate qualification in Refugee studies, Migration studies, International Humanitarian Law, or other relevant qualification.
  • At least three years of relevant field experience, including direct working experience with survivors of SGBV or trauma, asylum seekers and refugees.
  • Sound interviewing and reporting skills.
  • Proven experience of coordinating emergency response or development initiatives, including the design and implementation of capacity building events for local authorities.
  • Previous experience of work or research in the Sudan and/or the region desirable.
  • Practical IT skills.
  • Fluency in written and spoken English.
  • Knowledge of spoken Arabic/Tigrinya desirable.

Location
The Migration Consultant will be based in Kassala, East Sudan. He/she will be required to occasionally travel to Khartoum.
