Background
The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

Scope of Work
The Chief Technical Advisor shall be advising the National Project Manager (NPM) in particular and the BSEEP team in general and shall be responsible for the following:
  • Provide up to date monitoring of the international and regional activities on energy efficiency policy outcomes, development and demonstration in buildings, financial mechanisms, ESCO developments and report to the project stakeholders of relevant developments locally, internationally and regionally;
  • Advice on the framework and provide guidelines to direct and post project impacts tracking tools in term of CO2 emissions as per the GEF guidelines, and reporting of energy savings in kWh and in Ringgit Malaysia;
  • Advice on project reporting with regards to energy savings, energy efficiency financing and co-financing;
  • Provision of technical advice to Component Managers in implementing planned sub-activities and monitoring the project implementation and performance, in particular the technical quality of the outputs;
  • Provide technical and strategic inputs to the National Steering Committee (NSC) and Project Review Committee (PRC) on the project's progress. If needs be, propose changes in project implementation that may be suitable to improve the overall quality of the project outputs;
  • Review and provide comment technical reports produced by the component activities;
  • Advice on the necessary changes to the approved action plan for energy efficiency financing capacity improvements for Component 3;
  • Advance the roll-out of the ESCO business model under the EPC modality and supporting the project beneficiaries, especially in the public sector through capacity building activities and hand-on trainings for Component 3;
Other expected work scope
  • Provide advice and feedback on planned activities and implementation progresses to ensure the appropriateness, quality and coherency of the of deliverables and project outputs toward the project objectives. If needs be, take initiatives to propose amendments and/or adjustments to the project framework and activities;
  • Facilitate the work of the NSC and PRC by attending to committees meetings where possible with the aim of sharing information on technical progress and results of project development;
  • Assist in preparing project progress reports through timely guidance and comments;
  • Provide inputs to the preparation of the Annual Progress Report (in line with the Annual Work Plan) and;
  • Provide inputs to the preparation of the Project Implementation Reports, Annual Work Plan, Project Implementation Review and Quarterly Progress Reports for submission to the Executing Agency and UNDP;
  • Assist in the drafting and preparation of relevant Terms of Reference for international and local consultants through guidelines and comments;
  • Actively involved in the preparation of relevant knowledge sharing materials (including Technical Publications and Case Studies) by providing guidelines and comments;
  • Provision of guidance to the National Project Manager (NPM) in coordinating the management and implementation of planned activities as set out in the revised project document Planning Matrix (November 2013);
Methodology:
The CTA will work closely with the BSEEP project team based on the Environment and Energy division of the Public Works Department. The methodology includes data collection, desk research, meetings and workshops with relevant stakeholders, and discussions with Economic Planning Unit, Ministry of Finance, Public Works Department, Ministry of Green Technology, Energy and Water, Ministry of Housing and Local Government, Energy Commission, relevant agencies, State Governments and UNDP Malaysia. Expected Outputs:The CTA is expected to provide updates and quarterly reports on international and regional activities on energy efficiency policy outcomes, development and demonstration in buildings, financial mechanisms and ESCO developments:
  • Submission of quarterly reports focussing on recommendations with the aim of improving the whole project implementation efficiency;
  • A report with the proposed framework for tracking and monitoring the goals, objectives and targets of the project;
  • A report on the necessary changes to the approved action plan for energy efficiency financing capacity improvements;
  • An action plan and framework to advance the roll-out of the ESCO business model under the EPC modality and supporting the project beneficiaries, especially in the public sector;
Duration:
The consultancy will take place from 1 April 2014 to 31 December 2016 where a total of 9 man-month to be based in the JKR's office in Kuala Lumpupr, spread over an estimated period of two and a half year, ending December 2016. It is expected that each mission is to be organized with atleast 2 or 3 months long.Deliverables and Timelines:The Chief Technical Advisor will be responsible for the delivery, content, technical quality and accuracy of the reports and training materials. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works DepartmentTerms of Payment:The fee is payable upon satisfactory completion and acceptance of the deliverables by Project Management Unit and UNDP Malaysia. Breakdown of deliverables and percentage is in annex 1. Context:
Under the general supervision of the Head of Office in Malaysia, the direct supervision of the Chief Medical Officer (CMO) in Malaysia, the successful candidate will be responsible for the adequate functioning of ongoing Health Assessment of refugees and migrants in Malaysia.
Core Functions / Responsibilities:
  1. Assist the CMO in planning health assessment pipeline and monitoring staffing level and resources required reaching the targets set by the resettlement countries. Liaise with Resettlement Support Center (RSC) regarding planning, scheduling and special requests.
  2. Take part in recruitment and training of medical staff, e.g. nurses, physicians.
  3. Coordinate daily assignments to the medical staff; provide direct supervision of the health assessments and guidance to the national staff.
  4. Assist the CMO with overall supervision to health assessment activities.
  5. Maintain quality control and quality assurance system; write and revise SOPs in timely manner.
  6. Conduct on-the-job training for the national staff, review part of chest radiographs, perform audit of the medical documents, check timeliness and accuracy of the data entry, review performance indicators, identify problems and suggest corrective measures.
  7. Supervise management of tuberculosis patients; ensure that Tuberculosis (TB) detection, treatment, recording and reporting are performed according to the requirements of the resettlement countries and internal IOM standards.
  8. Supervise pre-departure health procedures (fitness-to-travel checks, pre-departure treatment), in coordination with the CMO and the Chief Nurse. Maintain a pool of medical escorts, perform training, coordinate assignments, and provide supervision of escort activities. Liaise with the operations department regarding movements.
  9. Support public health activities, including surveillance among refugee population in urban setting including prevention and response to outbreaks of communicable diseases, in coordination with the CMO.
  10. Supervise collection of the demographic, health and epidemiological data and preparation of statistical reports for the stakeholders (donors, health authorities of the resettlement countries, Migration Health Department, Headquarters, other IOM departments). Review data collection procedures, suggest improvements.
  11. Liaise with external service providers, governmental or international counterparts, health authorities of the resettlement countries and IOM departments, in the absence or on behalf of the CMO.
  12. Assist the CMO with budget preparation and monitoring.
  13. Assist the mission in exploring activities that promote the health of migrant populations in the country.

Duties and Responsibilities
The Administrative Assistant is the main administrative and secretarial resource of the UNDSS Office in Malaysia, serving as a back-up to the Security Adviser (SA) and the Local Security Assistant (LSA) in the execution of their various functions.

The Accounts Assistant promotes a client-oriented approach consistent with UNDP rules and regulations, ensuring a high quality and accuracy of work.
The Accounts Assistant works in close collaboration with all staff of the GSSC to support client offices in resolving complex IPSAS-related issues, ensuring consistency in service delivery.
This is an entry level position which would suit recent financial graduates that want to gain hands on exposure with a Global Financial Services Centre and experience in working for the United Nations.
Duties and Responsibilities
Surge Support:
  • During periods of Peak Volume and Exceptional Activities, provide support and assistance to the Regional Teams or Functions with the processing of Revenue, Asset or Expense transactions including;
  • Document Preparation Review and Filing;
  • Preparation of Asset, Revenue or Expense Transactions for Input;
  • Basic Input of Transactions to pre-Approval stage ;
  • Reconciliation of Transaction of Tracking systems;
  • Closing of Completed Tasks and reconciliation of Outstanding tasks .
Additional Asset Work:
  • Asset Verifications; Perform, Analyse and Summarise the review of the Asset Verification Submission;
  • Inter Modular Reconciliations; Perform and Analyse the Reconciliation between Atlas Modules in relation to Asset Transactions;
  • Financial Review; Perform, Analyse and Summarise the Financial Impacts by period of the Asset Transactions processed by the GSSC;
  • Data Analysis and Update; Add, Update, Correct or Amend to the Tracking Analysis Data and perform Ad Hoc Reviews.
Additional Revenue Work:
  • Regional Bureaux Required Data;Design,Develop and Implement the Regional Bureau monthly update which provides the information of the GSSC activities
  • Assist in the Implementation of the AR Balance Sheet Reviews and Past Milestones Analysis;
  • Assist with the following Revenue Projects , requiring data analysis and implementation;
  • Project Activated, Amount not Allocated;
  • Pending Projects Review;
  • GLOC Projects Review.
General Data Analysis, Reconciliation and Clean Up:
  • Assist with the Dashboard Implementation for the GSSC, including testing, analysis and results review to ensure data quality and accuracy;
  • Assist with tasks related to General Dashboard or Data clean up exercises as determined internally or assigned by HQ/OFA;
  • Tracking Analysis will require update, past case review, additional information on an adhoc basis.
Duration:
  • Period of 1 year.
Deliverables & Timeline:
  • Workplans will be agreed on a monthly basis in advance subject to the Scope of Work (above) and in consideration of the workload priorities at that time.
Competencies
Functional Competencies:
  • Sound knowledge of Accounting Principles and Concepts including international accounting standards, accrual and asset accounting;
  • Financial and Data Analysis using Microsoft Office tools;
  • Numerate, attentive to detail and customer focused.
Corporate competencies:
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.
Required Skills and Experience
Education:
  • At a minimum, third level qualifications (Degree) in Finance, Accounting, Business or Administration and interested in pursuing Professional Accounting Qualifications.
Experience:
  • This is an entry level position which would suit recent financial graduates that want to gain hands on exposure with a Global Financial Services Centre and experience in working for the United Nations;
  • Relevant financial work experience is desirable.
Language Requirements:
  • Excellent knowledge of English.
Monthly Payment:
From RM2,000 to RM4,000 monthly depending on qualifications and experience.

Responsibilities
We are looking for an outstanding individual with solid experience in human resources management and the ability to bring significant contribution to the worldwide expansion of UNU's operations.
Reporting to the Human Resources Officer, the incumbent will be responsible to:
  • Provide support to Human Resources Services in the management, coordination and execution of HR functions;

Required qualifications and experience

  • Experience at international level is desirable.
  • Sound knowledge and experience in administration and interpretation of HR policies.
  • Experience in compiling HR-related statistics and preparing periodic reports will be advantageous.
  • Ability to liaise and interact effectively and in a timely manner with colleagues and concerned parties internally and externally.
  • Excellent spoken and written English and good drafting skills; knowledge of any other UN official languages is an asset.
  • Must be conversant in MS office applications and highly proficient in data analysis and report management using MS Excel or Access.
  • Ability to work under minimal supervision with high level of resilience.
Remuneration
Remuneration is at the start of the salary scale of GS-5 level of the General Service salary scale for Kuala Lumpur, Malaysia, duty station in the United Nations Common System salary scale, plus benefits. Duration of contract
This is a locally-recruited post and a full-time employment.
