Background
Under the guidance and direct supervision of the Chief Security Adviser, the Administrative Associate/Secretary ensures effective and efficient functioning of the DSS Office, full confidentiality in all aspects of assignment, and management of information flow and follow-up on deadlines and commitments made as well as assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the country.
Duties and Responsibilities
Summary of key functions:

  • Provides front office services to the CSA office, maintains cordial relationship with both internal and external clients.

  • Screening of all incoming communications, filter outgoing correspondence for supervisor's signature, clearance and further action by other staff; wherever possible;
  • Use of automated office management system;
  • Maintains a database of addresses, telephone numbers and email address of all Agency staff, security agents and government officials ensuring confidentiality;
  • Provide necessary administrative and finance support to DSS Office in the country;
  • Provide logistics support to UNDSS field offices.
Ensures provision of effective communications and administrative support to the office focusing on achievement of the following results:
  • Maintenance of the filing system ensuring safekeeping of confidential materials. Use of automated filing system.
  • Draft routine correspondence, interoffice circulars, general briefing notes, documents,reports, and minutes of meetings when requested, translations when required;
  • Administration of travel, meetings, appointments and briefings of Chief Security Advisor Including drafting of background notes;
  • Maintains and ensures implementation of Agency's year work plan of key events keeping to the time frame and execution before deadline;
  • Arrange for logistic and secretarial support for meetings, trainings and workshops organized in the office;
  • Provides Secretarial, Logistic, Finance and HR services for all personnel under the Cost Shared Budget in the Agency.
Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for ERT Staff on coordination, administration and protocol issues;
  • Facilitation and coordination of training as may be scheduled.
Assists in maintaining the Security Plan and Updating of All Agencies staff lists
  • Assists in preparation, maintenance and periodic review of the Security Plan, Warden System, Building Evacuation, Fire Safety drills etc.;
  • Maintain and update staff lists for all duty station;
  • Provides support in preparation of policy documents such as MORSS, MOSS, SRA, etc;
  • Liases with Agency Security Focal Points to ensure update of staff information.
Assists in preparation of Quarterly Mandatory returns and yearly reports
  • Provides support for the preparation of quarterly Briefing Notes;
  • Assists in preparation of quarterly incident report;
  • Ensures accuracy of data in all reports preparation;
  • Provides support in update and yearly preparation of incidents affecting UN staff.
Assists in compilation of security incidents lists for SMT/SCM/NGO's meetings
  • Assists in compiling List of Incidents for Security Cell, NGO's and SMT Meetings;
  • Ensures effective coordination and disemmination of information for the meetings.
Provides other finance and administrative supports as may be directed by the CSA/DSA
  • Monitors attendance and leave matters for DSS staff;
  • Provides all finance duties such as raising of vouchers, requisitions, etc using Atlas;
  • Assists in all procurement and HR duties for DSS staff as the need arises;
  • Maintains liasion with Agency Security Focal Points for effectiveness of DSS office.
Impact of Results The key results have an impact on the efficiency of the DSS office. Accurate analysis and presentation of information strengthens the capacity and promotes the image of UNDSS as security advisor to the United Nations Country Team. Incumbent's own initiative is decisive in results of work and timely finalization and has an impact on the accurate and timely implementation of the overall UN security programme at the country level.

Education:

Background / General description
The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, is one of the leading investors and lenders in emerging markets. The mission of IFC is to promote sustainable private sector investment in developing countries, helping to reduce poverty and improve people's lives. IFC finances private sector investments in the developing world, mobilizes capital in the international financial markets, helps clients improve social and environmental sustainability, and provides technical assistance and advice to governments and businesses. The IFC is building up specialized capacity in Public-Private Partnerships (PPPs), in order to work closely with Governments, the World Bank, and private investors to expand the flow of bankable infrastructure projects in the region. IFC is therefore seeking to recruit a highly qualified specialist in this area to support greater PPP development.
Duties and Accountabilities
The responsibilities of the PPP Specialist include but are not limited to:
- Work closely with the World Bank and member governments to identify potential areas for using PPPs to expand availability and quality of infrastructure services in SSA
- Develop, again in conjunction with the World Bank and member governments, PPPs opportunities into bankable transactions
- Integration of commercial, public policy, and environmental and social considerations into prospective investments - Work across all the infrastructure sectors, including traditional infrastructure sectors, to ensure projects pursued have a transformational effect;
- Lead negotiations for infrastructure project documents, including Term Sheets, Shareholder Agreements, and infrastructure specific project documentation;
- Build and maintain strong relationships with local/regional/global infrastructure companies, banking and multilateral partners, suppliers and government officials to further develop the sector, to build consensus around project proposals and develop bankable projects;

Selection Criteria
- MBA or equivalent qualification
- At least 12 years of investment and industry experience, and a proven track record in originating, structuring, managing and closing complex private and PPP infrastructure transaction in challenging emerging environments, including in Africa
- Ability to interact directly and independently with senior government officials
- Experience working with investors, including sovereign wealth funds, private investors, and IFIs
- Experience in private equity, with an emphasis on infrastructure

Background
This position is with the United Nations Office on Drugs and Crime (UNODC) Country Office in Nigeria (CONIG). Working under the overall guidance of the UNODC Country Representative and under the direct supervision of the Project Coordinator, the incumbent will assist in the general operations and execution of the project's activities as a liaison officer based in Abuja, providing direct support to the project team based in Lagos, and to project key beneficiaries with Headquarters in Abuja.
Duties and Responsibilities

Required Skills and Experience
Education:

  • In-depth knowledge of drug control, law enforcement or organized crime as they relate to Nigeria is required;
  • Substantial experience in managing training programmes, and measuring their impact and the impact of various projects is also necessary;
  • Substantial experience in results-based management, project monitoring, reporting and evaluation is required;
  • Work experience in the United Nations System or European Union-funded projects would be an asset;
  • Experience in the usage of computers and office software packages.
Languages:
  • English and French are the working languages of the United Nations Secretariat;

QUALIFICATIONS
Education
  • Advanced university degree in meteorology, hydrology or climatology, atmospheric sciences or a closely related field. Additional training in international cooperation and project management would be an advantage.
  • Experience At least eight years of national and international progressively responsible experience in management, preferably in a National Meteorological Service or a related environmental institution. Knowledge of United Nations structures and working processes.

WMO REPRESENTATIVE FOR NORTH, CENTRAL AND WEST AFRICA DUTIES AND RESPONSIBILITIES
Under the guidance of the Director, Offices for Africa and Least Developed Countries and the overall supervision of the Director, Development and Regional Activities (DRA) Department, the incumbent will perform the following duties:
(a) Contribute to the implementation of resource mobilization activities within the subregion and the promotion of resource mobilization activities of the WMO Offices in coordination with other technical departments and through collaboration with regional and international organizations, including regional development partners;
Assist Members in the subregion in the preparation of Strategic Development Plans, identification of requirements and resources for the further strengthening and development of the National Meteorological and Hydrological Services (NMHSs) and in the formulation of relevant project proposals and implementation of these projects in support of the Services, and to maintain updated country profiles;
Participate in the organization of sessions of Regional Association I and follow-up actions in the implementation of decisions with regard to the implementation of the Regional Programme in the subregion. Contribute to the preparation of documents for the Executive Council and Congress within the mandate of DRA and, in particular, the Regional Offices for Africa and Least Developed Countries;
Establish new, and maintain existing partnerships and work with regional and subregional groups, including the African Union (AU), the Economic Community of West African States (ECOWAS), the Economic Community of Central African States (ECCAS), the African Centre of Meteorological Applications for Development (ACMAD), the Agency for Air Navigation Safety in Africa and Madagascar (ASECNA), the Permanent Inter-State Committee for Drought Control in the Sahel (CILSS), the AGRHYMET Regional Centre, the Arab Maghreb Union (AMU), the Central African Economic and Monetary Community (CEMAC), the Lake Chad Basin Commission (LCBC) and the Niger Basin Authority (NBA), in the implementation of meteorological, hydrological, and environmental programmes and attend their meetings, as appropriate.
Provide technical support in the organization of the annual meetings of Directors/Heads of NMHSs in each subgroup and the work of the African Ministerial Conference on Meteorology (ANCOMET);
Support the organization of WMO regional events such as seminars, workshops, technical conferences and other activities planned by the technical departments and participate, as necessary, in these events. Some of these include the work of the RA I Management Group and Working Groups.
Provide support to training events at the Regional Training Centres (RTCs) in Algeria, Niger and Nigeria and assist the Education and Training (ETR) Office in the management of WMO Fellows; Represent WMO at meetings in countries in the subregion.
Participate in all relevant meetings of the United Nations Office in Abuja and other relevant conferences. Further keep abreast with the programmes of development partners in the subregion and seek partnerships with these organizations for development of NMHSs.
Keep close liaison with the UN Resident Coordinator; Carry out the financial and administrative functions of the WMO Office in Abuja; Support the president and vice-president of Regional Association I in their duties; Carry out other relevant duties as required.
