Background
Under the guidance and direct supervision of the Chief Security Adviser, the Administrative Associate/Secretary ensures effective and efficient functioning of the DSS Office, full confidentiality in all aspects of assignment, and management of information flow and follow-up on deadlines and commitments made as well as assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the country.
Duties and Responsibilities
Summary of key functions:

Ensures effective and efficient functioning of the DSS office focusing on achievement of the following results:

  • Efficient and discreet management of the Chief Security Advisor's schedules;
  • Provides front office services to the CSA office, maintains cordial relationship with both internal and external clients.
  • Organization of regular and ad-hoc meetings; preparation of minutes and summaries of actions to be taken; tracking of progress on planned issues; follow-up with focal points;
  • Screening of all incoming communications, filter outgoing correspondence for supervisor's signature, clearance and further action by other staff; wherever possible;
  • Use of automated office management system;
  • Maintains a database of addresses, telephone numbers and email address of all Agency staff, security agents and government officials ensuring confidentiality;
  • Provide necessary administrative and finance support to DSS Office in the country;
  • Provide logistics support to UNDSS field offices.
Ensures provision of effective communications and administrative support to the office focusing on achievement of the following results:
  • Maintenance of the filing system ensuring safekeeping of confidential materials. Use of automated filing system.
  • Draft routine correspondence, interoffice circulars, general briefing notes, documents,reports, and minutes of meetings when requested, translations when required;
  • Administration of travel, meetings, appointments and briefings of Chief Security Advisor Including drafting of background notes;
  • Maintains and ensures implementation of Agency's year work plan of key events keeping to the time frame and execution before deadline;
  • Arrange for logistic and secretarial support for meetings, trainings and workshops organized in the office;
  • Provides Secretarial, Logistic, Finance and HR services for all personnel under the Cost Shared Budget in the Agency.
Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for ERT Staff on coordination, administration and protocol issues;
  • Facilitation and coordination of training as may be scheduled.
Assists in maintaining the Security Plan and Updating of All Agencies staff lists
  • Assists in preparation, maintenance and periodic review of the Security Plan, Warden System, Building Evacuation, Fire Safety drills etc.;
  • Maintain and update staff lists for all duty station;
  • Provides support in preparation of policy documents such as MORSS, MOSS, SRA, etc;
  • Liases with Agency Security Focal Points to ensure update of staff information.
Assists in preparation of Quarterly Mandatory returns and yearly reports
  • Provides support for the preparation of quarterly Briefing Notes;
  • Assists in preparation of quarterly incident report;
  • Ensures accuracy of data in all reports preparation;
  • Provides support in update and yearly preparation of incidents affecting UN staff.
Assists in compilation of security incidents lists for SMT/SCM/NGO's meetings
  • Assists in compiling List of Incidents for Security Cell, NGO's and SMT Meetings;
  • Ensures effective coordination and disemmination of information for the meetings.
Provides other finance and administrative supports as may be directed by the CSA/DSA
  • Monitors attendance and leave matters for DSS staff;
  • Provides all finance duties such as raising of vouchers, requisitions, etc using Atlas;
  • Assists in all procurement and HR duties for DSS staff as the need arises;
  • Maintains liasion with Agency Security Focal Points for effectiveness of DSS office.
Impact of Results The key results have an impact on the efficiency of the DSS office. Accurate analysis and presentation of information strengthens the capacity and promotes the image of UNDSS as security advisor to the United Nations Country Team. Incumbent's own initiative is decisive in results of work and timely finalization and has an impact on the accurate and timely implementation of the overall UN security programme at the country level.

Required Skills and Experience
Education:
  • Higher National Diploma required. Bachelor of Sciences in Secretarial Administration is desirable.
Experience:

  • Experience in the usage of computers and office software packages (MS Word, Excel, PowerPoint, etc);
  • Prior experience with the UN system or an international NGO is desirable;
  • Experience in the usage of ATLAS (Finance Application Access Module) will be an advantage;
  • Knowledge of UN Security System and Management will be of distinct advantage.
Language Requirements:

Background / General description
The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, is one of the leading investors and lenders in emerging markets. The mission of IFC is to promote sustainable private sector investment in developing countries, helping to reduce poverty and improve people's lives. IFC finances private sector investments in the developing world, mobilizes capital in the international financial markets, helps clients improve social and environmental sustainability, and provides technical assistance and advice to governments and businesses. The IFC is building up specialized capacity in Public-Private Partnerships (PPPs), in order to work closely with Governments, the World Bank, and private investors to expand the flow of bankable infrastructure projects in the region. IFC is therefore seeking to recruit a highly qualified specialist in this area to support greater PPP development.
Duties and Accountabilities
The responsibilities of the PPP Specialist include but are not limited to:
- Work closely with the World Bank and member governments to identify potential areas for using PPPs to expand availability and quality of infrastructure services in SSA
- Develop, again in conjunction with the World Bank and member governments, PPPs opportunities into bankable transactions
- Integration of commercial, public policy, and environmental and social considerations into prospective investments - Work across all the infrastructure sectors, including traditional infrastructure sectors, to ensure projects pursued have a transformational effect;
- Lead negotiations for infrastructure project documents, including Term Sheets, Shareholder Agreements, and infrastructure specific project documentation;
- Build and maintain strong relationships with local/regional/global infrastructure companies, banking and multilateral partners, suppliers and government officials to further develop the sector, to build consensus around project proposals and develop bankable projects;
- Collaborate in developing sector and/or regional strategies and support related promotion work, including targeting potential project development investments and policy advisory work
- Lead and manage project teams, mentor and develop junior staff;
- Share knowledge on PPPs and infrastructure development in SSA with IFC colleagues on a global basis
Selection Criteria
- MBA or equivalent qualification
- At least 12 years of investment and industry experience, and a proven track record in originating, structuring, managing and closing complex private and PPP infrastructure transaction in challenging emerging environments, including in Africa
- Ability to interact directly and independently with senior government officials
- Experience working with investors, including sovereign wealth funds, private investors, and IFIs
- Experience in private equity, with an emphasis on infrastructure
- Deep knowledge of the infrastructure sectors and their main players, particularly in Sub Saharan Africa
- Clear understanding of both motivations and requirements of commercial investors, and of public policy considerations involved in the private delivery of infrastructure services

Background
This position is with the United Nations Office on Drugs and Crime (UNODC) Country Office in Nigeria (CONIG). Working under the overall guidance of the UNODC Country Representative and under the direct supervision of the Project Coordinator, the incumbent will assist in the general operations and execution of the project's activities as a liaison officer based in Abuja, providing direct support to the project team based in Lagos, and to project key beneficiaries with Headquarters in Abuja.
Duties and Responsibilities
The incumbent will carry out the following tasks:
  • Provide support to the Project Coordinator and other members of the project team based in Lagos.
  • Facilitate the smooth implementation of project activities in Abuja;
  • Implement specified project activities in accordance with approved annual costed work plans jointly formulated with project beneficiaries;
  • Provide expert advice and guidance to beneficiary institutions with respect to legislation reform, institutions building, inter-agency operational and institutional collaboration, and policy formulation in relation to drug control.
  • Identify, draft terms of reference and engage experts for support project activities;
  • Coordinate and liaise regularly on project activities and implementation with UNODC Headquarters in Vienna, relevant national and international institutions, UNODC field offices, and designated project Focal Points and other senior professionals of participating drug control institutions and CSOs/NGOs;
  • Develop, maintain, and intensify contacts with Government institutions and authorities, local representatives of other United Nations organizations, NGOs, civil society organizations, resource persons and the media regarding project activities;
  • Support the preparation, finalisation, adoption, and implementation of policies/strategies on drug control;
  • Prepare and deliver all necessary financial and operational revisions and reports;
  • Lead the Abuja based project support staff;
  • Perform other related duties as assigned.

  • Work experience in the United Nations System or European Union funded projects would be an asset. Experience in the usage of computers and office software packages.
Languages:
  • English and French are the working languages of the United Nations Secretariat;
